This is not a comprehensive list of spell locations. The locations listed here correspond to those within the Blue Mage Spellbook in game and easy alternatives if any exist for a particular ability. This does not mean you cannot potentially learn an ability somewhere else, but my goal is to make the acquisition process easy for those of you who just want to get on with it.
** next to a mob indicates that mobs of a similar type and caliber in various locations have been confirmed to teach this spell. For example, I list the Treant Saplings in North Shroud as the ones that teach Acorn Bomb, as this is the mob specifically referenced in the Blue Mage Spellbook. However, the Treant Saplings in Central Shroud work as well.

Certain mobs have been notated with a superscripted number beside them. You will find further information about dealing with them below the charts.

This batch of spells is more focused on trials and dungeons specifically. While some are obtainable in the overworld, the number of spells obtainable from ‘pretty much any type of X mob’ have decreased exponentially.

This batch, like the one before, focuses a lot more on instanced encounters rather than field mobs. However, we once again have seen the addition of new Blue Mobs to facilitate the acquisition of some of these spells!

“Blue Mobs” refers to mobs added to the game specifically to provide easy overworld access to spells which otherwise could only be obtained in duties or via specific leve targets. Generally speaking, these mobs are the easiest way to obtain their respective abilities.
These mobs share specific characteristics which make them easily identifiable and distinguishable from their ordinary counterparts who can be found nearby:

It’s never too late to join the Blue Partay! Follow this guide and you’ll be capped in no time.
Now, you might be wondering how that’s possible. You can’t go into normal duty finder, you can’t go into Deep Dungeons, and there are no weapon upgrades available until level 50!! With all that in mind, 60 or even 70 levels can seem quite daunting.
But do I have good news for you!

Fact: the higher level a mob, the more exp you earn from the kill.
Fact: the amount of exp a Blue Mage earns per kill is not affected by their level.
Conclusion: killing high level mobs will earn you buttloads of exp quickly!
What you’ll need:
...and in that order!
1. The Buddy
Since you’ll be targeting mobs of a significantly higher level than you, you need someone to do the actual killing. Y’know. Before the mobs eat you.
Ideally they’ll be someone who’s level 80 and has at least one physical class decked out enough to kill up to level 69 mobs in two hits or less. Casting classes are also viable, but this method, when done efficiently, involves moving quickly through an area and often attacking on the fly. While mages do have instacasts, most will not be potent enough to get the job done before you die.
Shit happens, though, especially while you’re getting used to your routes, so make sure they’ve got a class with rez on hand as well.
Once you’ve got them on board, head to Costa del Sol!
2. Flying Sardine
Flying Sardine is learned from the Apkallu in Bloodshore, just south of Costa around 30, 35.
Once you’ve found them, this is where your buddy’s job begins. Make sure you’re in a party with them!!!! If they have a tank, Provoke will work to aggro one of the Apkallu and others in the vicinity will follow. Otherwise, just auto attack one of them and let the rest swarm. Let them pelt your buddy with fish for about ten seconds before killing them to ensure that each one of them has ample opportunity to cast Flying Sardine at least once. Repeat until you acquire the skill!
…Just make sure they’re the one’s provoking the Apkallu and not you or. Y’know.

3. EXP Boosters (Optional)
I say optional, but come on. Literally anything you have available to you that boosts exp should be utilized any time you’re levelling anything ever.
Keep your buffs up the entire time!
4. Training Grounds
Now that you’ve got what you need, it’s time to choose your arena. I recommend starting in an ARR area until you get yourself up to level 40, as that’s when the levels start taking longer to clear. You don’t have to, of course, but I personally prefer to since it reduces the odds of anyone getting accidentally one-shot.
It’s up to you where you go, but the best places will have a high concentration of high level (example: 48-49 in ARR) mobs and an easy path to follow.
Other beast tribe strongholds work just as well! The strongholds also have the added advantage of being large enough to support multiple groups trying to level at once. Natalan, for example, can easily be shared by three different Blue Mages if you keep to your own areas. You only need to go as far as it takes for the mobs at the start of your route to respawn, which takes about 2 minutes from time of death. Just be sure to avoid any FATE targets in the area as much as you can as your escort won’t be able to one-shot those targets for you.
Place Flying Sardine somewhere on your hotbar that you can easily spam while running. I’d also suggest familiarizing yourself with the path you’re going to be taking from the safety of the air or on a higher class first.
DISBAND YOUR PARTY! This WILL NOT work if you are in a party with your buddy!!! The presence of a party member with a significantly higher level than you completely eliminates exp acquisition.
Once you’re ready, make your way along the path with your buddy. I’d suggest letting them lead and choose the targets. This reduces the chance of you pulling aggro early and will ensure they’re prepared to kill the mob before it can kill you. Watch who they’re running towards and target that mob.
Keep as far away from the enemies you intend to attack as possible!! If you slap a melee across the face with a fish, you’re gonna take a spear to the gut. But at a distance, in the few seconds it takes for a melee to reach you, your buddy will have killed it. Hopefully. They’ll have to be a bit quicker on the draw for casters but, fortunately, cast times exist.
When you have to deal with clusters of mobs, prioritize. If you have to choose between hitting/killing a ranged and a melee, go for the ranged first. Just as I said before: the melee has to run to you. In the time it takes for them to reach you, you can tag them and your buddy can kill them.
Worst case scenario, you take a hit, which is why I suggest starting in an ARR zone.
Heavensward and Stormblood:
In the Dravanian Hinterlands, there’s a whole stretch of mobs on top of the cliffs at 11, 33. If you run east from there, you can kill everything as far as the ruins of a house around 17, 24. Circle back, hitting the mobs on the detached landmass just to the north, and the beginning of the route will have respawned by the time you arrive. This was where I powered myself and others to level 60. Azys Lla works, too, but also screw Azys Lla.
As of patch 5.4, we can officially begin using Stormblood areas to level Blue Mage, too.
Confirmed on September 20th, 2021: Shadowbringers mobs will work for levelling purposes, but only the level 70 ones. Anything 71+ will not work.
