Protect Chicago from Fascism 

A Resolution by the elected 14th District Council of Chicago, Illinois, demanding decisive action to protect our communities from egregious state violence and making our position clear that authoritarianism, white supremacy, and ethno-nationalism have no place in Chicago or the nation.
 

February 7th, 2026, 1pm. Logan Library, 3030 West Fullerton Ave

WHEREAS, the duly elected 14th District Councilors have a duty to the people and to the City of Chicago, Illinois, to bring community concerns to relevant government agencies and to uphold the safety and security of all residents while working to prevent unaccountable state violencei; and,
 
        WHEREAS, federal immigration agents are trampling fundamental rightsii iii iv, violating record numbers of court ordersv, disregarding state and federal lawsvi and the United States Constitutionvii viii ix while perpetrating a patternx xi of excessive unjustifiable violencexii xiii xiv xv xvi xvii xviii in service of their illegal kidnapping operationsxix relying heavily on racial profilingxx; and,

WHEREAS, federal immigration agents have attacked residents with internationally banned chemicalxxi xxii, incendiary and projectile weaponsxxiii in front of Funston Elementary Schoolxxiv xxv and Humboldt Health Hospitalxxvi, abducted dozens of neighbors and terrorizedxxvii xxviii thousands of community members all within the 14th District; and,  

WHEREAS, the Department of Homeland Security (DHS) has killed 43 peoplexxix in the past year, the most since its creationxxx, including the murder of Silverio Gonzálezxxxi xxxii xxxiii by Arian Moorexxxiv and another agent in Franklin Park and attempted murder of Marimar Martinezxxxv xxxvi xxxvii in Chicago, also the murder of Nenko Gantchev in a DHS concentration camp after being taken from Chicago, as well as the recent murders of Isaias Barboza by Border Patrol, Keith Porter by Brian Palacios, Renée Goodxxxviii by Jonathan Rossxxxix xl xli, and Alex Prettixlii xliii by Jesus Ochoaxliv xlv and Raymundo Gutierrezxlvi; and,

WHEREAS, agents carry out these abuses anonymously while hiding their identities, using masks and sunglasses without badgesxlvii, operating with an assuming impunityxlviii, and when called to court have been repeatedly known to liexlix l li lii, obfuscate, and otherwise misrepresent the factsliii liv just as they have done when making repeated false police reports against citizens; and,

WHEREAS, local law enforcement and criminal justice institutions including the Chicago Police Department (CPD), Illinois state police, national guard, and the Cook County State’s Attorney’s Office have all effectively colluded with, collaboratedlv lvi lvii , and aided and abetted in these high crimes including murder and treason and have escalated tensions by violently arresting Chicagoans utilizing their first amendment rights to record officials in public and protest their government; and,
 
        WHEREAS, residents of the 14th District and greater Chicago have repeatedly registeredlviii lix their condemnationlx lxi for the violent, racist, and life endangering actions of federal immigration agentslxii lxiii lxiv, as well as what effectively amounts to collaborationlxv lxvi by local law enforcementlxvii lxviii lxix lxx; and,

WHEREAS, there is no hope for reforming these fundamentally unconstitutional agencies as the most violent killers among them are not recent untrained recruits but veteranslxxi, commanders, and weapons trainers themselveslxxii, and killings by police have broken new records every yearlxxiii under the same failed ‘reform’ methods of increasing fundinglxxiv for equipment and training;

NOW, THEREFORE, BE IT RESOLVED, that the 14th District Council of Chicago do hereby elevate the following demands:

1. Abolish Immigration and Customs Enforcement (ICE) and Customs and Border Patrol (CBP) immediately and completely. All elected officials must take a clear public policy position to end ICE and CBP by repealing the unconstitutional Patriot Act and Homeland Security Act, disbanding DHS. Senators and Congresspersons must draft and co-sponsor national legislation that achieves this and pass it into law. Local politicians must draft and pass demand resolutions condemning these agencies and their egregious violence, kidnappings, and murders. All public officials must do everything within their power to resist federal immigration enforcement, protect all residents, and aid in securing the speedy and complete dissolution of DHS including ending all funding thereof.
   

2. End and condemn local law enforcement’s collaboration with DHS agents. Expand the protections under the Welcoming City Ordinancelxxv to explicitly exclude the types of collaboration that have been repeatedly documented including: blocking normal traffic or escorting agents’ vehicles, forming barricades around agents’ and their targets while policing and performing ‘crowd control’ against Chicagoans, and detaining, arresting and charging residents engaging in the protected first amendment activity of observing and recording agents. Transfer jurisdiction for investigating these types of misconduct from CPD’s Bureau of Internal Affairs to the Civilian Office of Police Accountability.
   

3. Conduct a comprehensive investigation and arrest, charge, disclose, and prosecute killer and criminal federal agents. The Cook County State’s Attorney’s Office and Attorney General’s Office along with all other relevant agencies must take every necessary action to obtain, preserve, and disclose to the public the names of all agents who have committed crimes in Illinois, along with the details of the incidents and then press charges against them swiftly and effectively. This investigation must include the murderers of Silverio González and the attempted murderers of Marimar Martinez. It must also include agents who lied about being attacked and filed false police reports with CPD as well as those who lied in court and on official reports and records. It must also include the agents, including Commander Bovino, who engaged in excessive force and illegal use of banned weapons, as well as those engaging in hate speech, hate crimes, racial profiling and violation of basic rights.
