Laws:  Act 106, passed by the General Assembly in 1979, is an act to establish a state program for serving the educational needs of gifted and talented children.  The Standards of Accreditation of Arkansas Public Schools, which were adopted by the State Board of Education in February 1984, included a provision that all districts must provide a program for gifted and talented students.

Gifted & Talented students frequently display these traits:

• They learn to read earlier with a better comprehension than their peers.
• They read widely and have large vocabularies.
• They learn basic skills better, quicker, and with less practice.
• They are better able to construct and handle abstractions that their peers.
• They are original thinkers and see relationships among seemingly unrelated objects, ideas or facts.
• They show a willingness to entertain complexity and seem to thrive on problem situations.
• They display a better ability to work independently at an earlier age than other children.
