Description: A request to install a second access location on Montgomery Road which fails to meet both the driveway to driveway spacing (250 feet) and driveway to intersection spacing (550 feet) for a Minor Collector Roadway.) The proposed driveway would be used only rarely, i.e., for parking vehicles and trailers. There are no plans to split the property.

2. SDF-23-2
Regulation: Licking County Subdivision Regulations

Description: Drayton Hall. Has been under discussion back and forth here and in other bodies since February 2022. This complex request involves a private development as well as almost 20 acres of open space under control of the Township Trustees, a storm water collector pond, and the construction of new access roads. There is an EPA violation still outstanding. Some 42 acres are proposed as commercial including a residential hotel consisting of ten three-story buildings with 24 units per building for a total of 240 units. An attorney representing the developer addressed concerns, including one about wetlands impacted by a SWLCSWD sanitary sewer line.
Staff recommends approval with conditions that must be met before final approval.

Description: A request for a non-binding recommendation for a proposed map amendment to the St. Albans Township Zoning Resolution to rezone 7.4 + acres, located at 2736 Hazelton-Etna Road (accessing SR 310), from Agricultural District (AG) to General Business District (GB). This conforms with the St. Albans Township Comprehensive Plan and Future Land Use Map for St. Albans Township, as well as prior action previous rezoning requests by the Licking County Planning Commission Board and St. Albans Township Zoning Commission. Property owned by John and Judi Kelly. No specific building or uses are currently proposed.
Staff recommends non-binding recommendation of approval.

Owner Jeff Mitchell of Lanndale Farms was present and said that the total acreage was actually 54.567.

RESOLUTIONS
1. 2024-016: In the matter of entering into an agreement to defer the construction of sidewalks in Royal Acres, Section 2, Phase 2 up to three years from the date the first building permit was issued for the construction of a home in Royal Acres, Section 2, Phase 2. Sidewalks shall be constructed immediately following the completion of the construction of the home and the establishment of the final grade on each lot.

Observer Notes: Commissioner Bubb reminded people about election deadlines and especially the opportunities to vote early. Twenty-one jurisdictions do not offer utilities aggregation but 12 issues to do so will be on the ballot.
Bishop gave a shout-out to the Reporting Project for its recent national awards, mentioning Alan Miller and Julia Lerner in particular, who have covered LCPC activities.
