Charter of the Reddit Model United Nations

Article I: Eligibility for Membership

  1. A nation shall be eligible to apply for membership of RMUN if the following criteria are met:
  1. The simulation in question is characterised as active and fair.
  2. The simulation in question is not dependent on members of other simulations (colony effect).
  3. The simulation in question has an open, just, and unbiased team of moderators.
  4. The simulation should have a membership largely composed of original members which have in-real-life ties to their constituent model.
  5. The simulation’s official proceedings must be in a language of the model’s constituent country.
  6. All of the above criteria shall be judged by the Game Moderation Council (GMC).

  II. The Secretary-General may veto the application for membership if:

  1. It is deemed to be in the better interest of RMUN, subject to vote by the General Assembly.
  2. There is reasonable doubt about a simulation’s eligibility under Section I.

 Article II: Application Process

  1. If deemed eligible to join by the GMC and the Secretary-General, the application in question shall be subject to a vote by the General Assembly.
  1. The vote shall be overseen and hosted by the Secretary-General or any other moderator from the RMUN team.
  2. All delegates from RMUN members shall be able to vote.
  3. A simply majority will be required in order to allow an application to join.
  1. Should the vote come out affirmative of allowing the applicant nation to join, said nation shall be added to RMUN and all relevant institutions etc. at the nearest opportune time by the Secretary-General and/or the RMUN team.
  2. Should the General Assembly reject the application, the GMC will not be required to reexamine any further applications by the same country for two months.
  3. The Secretary-General may under necessary circumstances postpone the accession of a new member to the RMUN, provided:
  1. That the Secretary-General provides a reason for this delay.
  2. That the delay is no longer than a month in length.

Article III: Roles & Positions

Section A. Secretary General

  1. The Secretary General shall:
  1. Host, run, publish and otherwise manage treaties, resolutions, conferences, votes, vote results, and any other non-meta events concerning RMUN.
  2. Act as the in-game ‘voice’ of RMUN.
  3. Any other responsibilities that can be reasonably considered within the purview of the Secretary-General.

  1.  The Secretary General shall be elected in an open election, in which:
  1. Each member may put forward a candidate.
  2. All candidates shall be given the opportunity to present a manifesto.
  3. There shall be at least one public forum with the candidates standing in the election, prior to voting
  4. Each delegate shall be able to vote.
  5. Only a plurality shall be necessary for a candidate to win.

  1. The Secretary General shall serve 3 month terms with a 2 term limit.

Section B. Additional Positions:

  1. The Secretary General may appoint the following:
  1. A deputy Secretary General.
  2. Deputy moderators.

Section C. Delegating Tasks:

  1. The Secretary-General may delegate tasks to deputies.

Article IV: Assemblies and Other Organisations within RMUN

Section A. The General Assembly

  1. The General assembly shall be an assembly composed of all delegates from members of RMUN.
  2. Delegates shall be appointed by their respective governments.
  3. Delegates are to be named ‘(Permanent) Representative to the United Nations’ or simply ‘ (...) Ambassador to the UN’.
  4. Delegates may be replaced by their respective governments at any given time.
  5. The General Assembly shall vote on all issues, treaties, resolutions etc. laid before them by the Secretary-General. All of these may be refused by the Mod team.
  6. The General Assembly may issue a vote of no confidence against the Secretary-General with a requirement of a two-thirds majority vote.
  7. The General Assembly may promulgate rules pursuant to this Article and others to govern the proceedings of their assembly.

Section B. Voting Options:

  1. Delegates can cast these three different votes in either German, Dutch, Swedish, and English:

  1. Affirmative- The delegate - and their nation - support the motion, treaty,  resolution etc.
  1. In German, Dafür; in Dutch, Voor; in Swedish, Jа; and in English, Yea or Aye.
  1. Negative - The delegate - and their nation - do not support the motion, treaty,  resolution etc.
  1. In German, Dagegen; in Dutch, Tegen; in Swedish, Nej;  and in English, No or Nay.
  1. Abstaining - The delegate - and their nation -  are neither affirmative or negative towards of the motion, treaty,  resolution etc. Not considered in determining the passage or the failure of a vote.
  1. In German, Enthalten; in Dutch, Stem Onthouden; in Swedish Avstår; and in English, Abstain.
  1. Not voting - The delegate has neglected to vote on the motion, treaty, resolution etc. Delegates will not be able to cast this kind of vote.

Article V: Resolutions

Subsection A. Preliminary Reading (General Assembly)

  1. After the sponsor has submitted the their motion to the Secretary General, the Secretary General posts it for a four day discussion period.
  2. Members of delegations, as well as members of the public, may discuss the contents of the subject at hand.

Subsection B. Amendment Stage

  1. After the Preliminary Reading period the Resolution shall go to the Amendment Stage where delegates can propose amendments to the current resolution.
  2. After 2 days all amendments that have received a “Second” shall go to a vote for 3 days.
  3. A resolution amendment shall pass only if there are more Affirmative Votes than Negative votes.

Subsection C. General Assembly Stage

  1. A four day voting period then commences afterwards (Voting).
  2. Only delegates may cast votes.
  3. A resolution shall pass only if there are more Affirmative Votes than Negative votes.
  4. Resolutions and treaties are non-binding upon member nations.

Article VI: Multi-Mandates

  1. Each delegate may only represent one nation and may only belong to one delegation.

Article VII: Amendments

  1. Amendments to this charter may be submitted to the Secretary General.
  2. Amendments shall follow the same schedule as any other motion.
  3. Amendments require 2/3 majority vote from the General Assembly to pass.
