Middletown Springs Planning Commission
October 1, 2018

The meeting was called to order at 4:07 PM by Chairman J. Arsenault.
Agenda Approval: Approved as presented.
1) Approval of the minutes of the regular meeting of September 10, 2018:
Motion to approve as amended was made and seconded and passed unanimously.
a. A copy of a Wastewater System and Potable Water Supply Permit issued by the Vermont Agency of Natural Resources on September 21, 2018 to John & Gail Franz for land on Fitzgerald Road. No action is necessary.
b. A copy of a letter dated September 21, 2018 from Dunkiel, Saunders, Elliott, Raubvogel & Hand to the Vermont Public Utility Commission regarding the matter of the application of Orchard Road Solar I, LLC (“ORS”) and containing a status update addressing potential alternate sites. No action is necessary.
3) Old Business:
a. Orchard Road Solar: No further discussion.
b. Draft Energy Plan: The Regional Energy Plan has been approved by the State. RRPC is now in a position to approve town energy plans. There was discussion about when and how we should undertake updating our town energy plan. Tom reported his findings on how M.S. compares with other towns in the number of ground and roof mounted home solar installations. We are at least in the top 20% in the state. We will explore ways to use this info in a new energy plan.
c. Regional Marketing Initiative: No report. We will meet with the Creative Economy Group in November.
4) RRPC: Hilary attended the September meeting at which there was a presentation by VELCO on transmission lines and whether they will have to be updated. At this time it doesn’t appear that updating will be necessary.
5) Building Committee: The Committee, with Selectboard approval, has hired Christine Graham as a fundraising consultant.
6) New Business: None
