Middletown Springs Planning Commission

The meeting was called to order at 4:10 PM by Chairman J. Arsenault.
Agenda Approval: Approved as presented.
1) Approval of the minutes of the regular meeting of February 5, 2018:
Motion to approve as presented was made and seconded and passed unanimously.
a. A copy of an Order dated February 9, 2018 issued by the Vermont Public Utility Commission as to a hearing officer site visit to take place on February 20, 2018 with respect to the application of Orchard Road Solar I, LLC. No action is necessary at this time.
b. Copy of a letter dated February 16, 2018 from Dunkiel, Saunders, Elliott, Raubvogel & Hand regarding the matter of the application of Orchard Road Solar I, LLC and containing their objection to the adding additional stops to the visit. No action is necessary at this time.
Copy of a letter dated February 20, 2018 from Dunkiel, Saunders, Elliott, Raubvogel & Hand regarding the matter of the application of Orchard Road Solar I, LLC and containing their objections to the proposed process to be followed during the visit. No action is necessary at this time.
3) Old Business:
a. Orchard Road Solar: No further discussion.
b. Draft Energy Plan: We are still awaiting action on state approval of the regional energy plan. There was also discussion of the recent lawsuit filed in Chittenden County against Bennington’s town energy plan and the Bennington County Regional Commission and the effect it may have on solar projects going forward.
c. Regional Marketing Initiative: The funding item for the RMI is on the town ballot and Tom will speak to that issue at the Informational Meeting tonight..
