Asian Student Association for Progress

Article I:        Organization Name and Purpose        

Section 1:        The name of this organization is Asian Student Association for Progress at Lone Star College-North Harris.

  1. The official abbreviation for the organization will be ASAP.

Section 2:        The purpose of this organization shall be as follows:

a)        Promoting cultural awareness and diversity of all Asian and Asian American cultures and issues.

b)        Providing educational support for students to achieve in their academic and career goals.

c)        Building a strong supportive network by collaborating with on and off campus departments and organizations.

d)        Providing a space for creative expressions.

e)        Cultivating a service orientated environment in order to build leadership potential.

Article II:        Membership

Section 1:        Any registered student (full or part time), faculty or staff at LSC-North Harris who is in good standing with the college is eligible for membership.

Section 2:        There is no membership fee to become an ASAP member.

Section 3:        There shall be three categories of membership:

a)        Member: Shall not be obligated to be an active participant, but will always be informed and invited to attend meetings, events, and organization functions.

b)        Active Member: Shall take an active role in assisting with organizing, planning, and volunteering at events. Has the privilege of being nominated into an officer position.

c)        Officers: Shall hold a leadership position and fulfill obligated duties as a Board Member. Organizes events, facilitates meetings, and communicates with Active Members and Members.

Section 4:        At the beginning and end of each semester, each member will have the opportunity to renew membership. The Membership Chairperson will be in charge of the renewal process.

Section 5:         Privileges of all members include participating in community and campus events, meetings, voting, nominations, opportunity to serve as an officer, and attending the ASAP End of the Year Ceremony.

Section 6        In order to guarantee equal rights to all members of the LSC-North Harris student body, equal opportunities shall be afforded to all students without regard to race, color, national/and or ethnic origin, religion, creed, gender, marital status, sexual orientation, age, citizenship, veteran status, or physical disability.

Article III:        Officers

Section 1:        The elected officers of ASAP shall be: President, Vice President, Secretary, Financial Officer, Marketing Officer, Historian, and Membership Officer.  These officers will serve as the Board Members of the organization.

a)        One term equates to two semesters of service or 1 academic school year.

b)        The same person cannot serve for more than 2 terms or 2 academic school years for a particular officer position.

Section 2:        All officers shall meet the following requirements:

a)        Be a registered student in good academic standing at LSC-North Harris.

b)        Have a cumulative grade point average of at least 2.5 at LSC-North Harris.

c)        Must be currently enrolled in at least 6 credit hours.

d)        Must meet with the Advisor at the beginning of each semester and submit a copy of their class and work schedule and their advising profile.

e)        Commitment to serve in obligated duties appointed to the position throughout the term.

f)        Must attend all Board and General Member meetings and events.

g)        Officers are allowed 2 absences from meetings per semester.

h)        If class scheduling is a hindrance from attending the meetings and events, the officer must provide a class schedule to the Advisor or President as a valid excuse.

i)        Ability to conduct oneself in a fashion that their actions will not reflect negatively on the image of the organization, its members, or LSC-North Harris.

Section 3:         Officer Powers:

a)        All officers have equal authority and share equal say in the affairs of the organization.

b)        All executive decisions are made by two-thirds majority of the Board Members present at a meeting.

Section 4:        The officers and duties associated with them shall be:


a)        The President shall:

  1. Oversee general and board meetings, and shall make sure that, at all times, the organization is abiding by the rules and regulations set forth by the Office of Student Activities and LSC-North Harris.
  2. Create the agenda for all board and general member meetings.
  3. Be an authorized signator on all official organization documents in conjunction with the designated officer and with the consent of the Advisor.
  4. Delegate responsibilities to officers and consistently communicate with individual officers for status updates.
  5. Consistently communicate and work with the Advisor regarding the status of the organization.
  6. Keep track of officers’ duties and projects by receiving all officers’ updated reports.
  7. Provide overview report of the organization’s status at any given time.
  8. In the case that a representative is needed, the President will represent the organization on its behalf except in the case where another member has been assigned.

b)        The Vice President shall:

  1. Assist and support the President in all duties and responsibilities of the organization.  
  2. Be a liaison on behalf of the organization in order to build an internal and external network with other clubs and organizations on and off campus, paving opportunities for the organization.
  3. Attend other organization meetings and create opportunities for ASAP to collaborate with other organizations.
  4. Create and maintain an updated directory of other college clubs, and community organizations.
  5. Oversee the needs of the organization, including supplies and additional resources for each meeting and event.  
  6. Assist in budgeting decisions in reference to the supplies and resources.
  7. In the event that the President is absent, the Vice President shall assume the duties of the President.

c)        The Secretary shall:

  1. Work closely with the President and Vice President to keep abreast of organizational goals, needs, policies, and procedures.  
  2. Document and communicate meeting dates and minutes.
  3. Send meeting invitation notices via email, phone, and/or in person.
  4. Handle incoming and outgoing mail.
  5. Maintain a master calendar for all organization events and activities.
  6. Create, manage, and maintain all ASAP documents and files.
  7. Collaborate with the Historian to build and maintain an archival file of each year and end of the year presentation.

d)        The Financial Officer (FO) shall:

  1. Keep a comprehensive record and balance of ASAP finances and expenses.
  2. Research and report current financial needs.
  3. Consult with fellow officers in advising on budget needs and limitations before proceeding with decisions.
  4. Sign any official financial documents in conjunction with the President and Advisor.
  5. Submit a financial report upon request.
  6. Maintain a copy and file of all receipts and financial documents.
  7. Plan for all purchases made outside of the PCard ahead of time with the approval of the Advisor.  

e)        The Marketing Officer (MO) shall:

  1. Be responsible for marketing organization events.
  2. Create and produce marketing content and material such as flyers, banners, advertisements, and other marketing products in a timely manner.
  3. Post the latest relevant information concerning organization events on campus and community bulletin boards, appropriate signage, newspapers, and postings.
  4. Obtain approval for posting by Student Activities.
  5. Maintain contact with the LSC-North Harris Public Relations Department and Communications Manager regarding ASAP’s events.

f)        The Historian shall:

  1. Take photographs and video recordings of organization events.
  2. Create a photo and/or video albums and scrapbooks that can be used for marketing material.
  3. Update and maintain social network websites by posting event descriptions, times and dates, photos, and advertisements.
  4. Work in collaboration with the Marketing Officer to obtain updated marketing content.
  5. Collaborate with the Secretary to build and maintain an archive file of events throughout each year.

g)        The Membership Officer (MemO) shall

  1. Recruit new members at events and meetings.
  2. Take attendance at each meeting and event and keep an updated member roster.
  3. Create a membership form and file incoming forms.
  4. Provide membership enrollment update at each meeting.
  5. Coordinate the New Membership and Membership Renewal Process each semester.

Article IV:         Advisor

Section 1:        The Advisor of ASAP shall work with the Board in coordinating campus activities, meetings, community service projects, and other functions to ensure that ASAP achieves its objectives.        

Section 2:        The Advisor shall provide guidance and leadership to ASAP members, approve appropriate activities, and oversee the finances of ASAP.

Article V:        Elections & Election Procedures

All members may nominate Active Members as candidates for officer positions.

Section 1:        All members may nominate and vote in an election. Elections for officer positions will take place in the Spring semester.  

Section 2:        Method of Nomination: A member of ASAP can nominate an Active Member to candidacy with an explanation of why they feel that he/she should serve/is qualified to fill the specified position. The nomination is to be followed by a motion to support given by another member. Each position within the Board shall be voted upon separately.

Section 3:        All members of ASAP shall be allowed to vote anonymously by casting their individual votes.

Section 4:        When necessary, special tasks and committees can be assigned to members by vote.

Article VI:        Meetings

Section 1:        Meeting dates and times will be set at the first general meeting of each semester.  

Section 2:        Emergency, special interest, or additional meetings shall be confirmed by the President and/or Vice President. Attendees will be given at least 4 days prior notice of meeting time, date, and objectives.

Article VII:        Finances

Section 1:        Fiscal Operating Year for the Lone Star College System is September 1 through August 31.

Section 2:        No money shall be spent or guaranteed without the approval of the President, Financial Officer, and Advisor.

Section 3:        Approval for financial spending or earning (fundraising) must include the President, Financial Officer, and Advisor by way of at least two signatures on all original documents, with Advisor being one of the signatures.

Article VIII:        Amendments

Section 1:        Amendments to the organization’s constitution can only be made through a voting process. All amendments shall be proposed and discussed during a regular meeting.

Section 2:        Amendments must pass with a two-thirds majority vote.

Section 3:         If approved, copies of the amended constitution must be provided to the Advisor and the Office of Student Activities for administrative approval.

Article IX:        Ratification and Enactment

Section 1:        This Constitution shall become effective immediately upon its approval by a two-thirds vote of a quorum of members and the Office of Student Activities.

Section 2:        This Constitution shall become the official governing document of the Asian Student Association for Progress (ASAP) at Lone Star College-North Harris.
