Dist 3 Advisory Meeting: July 10, 2024

Due to air conditioning issues at the Water Center, the meeting was moved to the Walters Library Branch on East Harry.

Staff Reports:

Wichita Fire Department

Wichita Fire Department (WFD) chief reported an increase in arson fires primarily involving commercial trailers. They believe there is a group responsible for most of them. Investigations continue.

Overall WFD was pleased with July 4 activity. There were no major fires or injuries reported and few complaints. Most were compliant with new laws regarding dates and times for using fireworks.

Operations Battalion Chief Doug Winter retired on June 6, 2024.

Citizens are reminded to sign up for Public Alerts within Sedgwick County, KS to receive community bulletins, emergency alerts, and severe weather warnings that could directly impact you and your family.

Sedgwick County and participating cities within the county can send you important notifications via email, text, or voice call based on users’ location. User information will not be shared. 

The WFD hosted a Kids Summer Camp at the Wichita Sports Forum June 20-21. This free camp was for children ages 8 to 13.

Wichita Police Department

Wichita Police Department (WPD) provided a written report.

The new Patrol East building is complete and will open in August.

WPD graduated 30 new recruits in June and 30 new recruits will begin training in July. These numbers are up significantly.

Community policing program is hosting summer camps for youth.

A recent sting in retail businesses netted several arrests.

New leadership in Patrol East include Lt. Carlson and Sgt. Guzman.

School resource officers are hosting a youth program this summer.

Patrol East Wichita Police Department now has a Facebook page.

 

Wichita Public Library

The Library is partnering with Wichita Symphony Orchestra for a series of story times and small concerts. Attendees will enjoy a group performance and be able to ask the musicians questions about the symphony. This program is recommended for kids ages 4-8. • July 15, 6 p.m., Advanced Learning Library • July 16, 2:30 p.m., Alford • July 26, 2:30 p.m., Angelou.

During election year, the Library has a ‘Become an Informed Voter’ page on the website that provides candidate and voting information for each type of election.

The Summer Reading Program continues until August 1. Pre-readers, kids, teens, and adults are encouraged to begin their summer reading adventure at the library

Local Author Day is back on Saturday, August 10. Beginning Monday, July 8, local authors can register to participate in the author expo. More information will soon be available at the Library website.

Walters branch held a second All Ages Game Night Tuesday, July 2nd. Next one will be Tuesday, August 6th, from 4:30 to 6:30pm.

A hands-only CPR class at the Walters branch on July 15th from 6:00 to 6:45pm. Participants (12 and up) will learn the “hands-only” technique for CPR, how to check for consciousness, call 911, and give continuous chest compressions. CPR training certification is not provided through this course.

On July 16th at 5:30pm, Walters will host the Sedgwick County Health Department for a Community Listening Session or CLS. The CLS provides an opportunity for the Health Department to talk directly with community residents and learn their thoughts, perceptions, and desires for addressing community health issues.

Walters will be having a Doc & Talk Program on July 23rd from 5:00 to 6:45pm. The theme is Shark Week, and we will be watching a documentary on the lives of different shark species, with time at the end for a short discussion.

The Library has a year-round program called Experience Passports where patrons can check out a free pass for several local museums, including zoos. Recommend calling Branch ahead to see what passes they have available.

New Business:

Senior Planner, Brad Eatherly of The Metropolitan Area Planning Department presented a case for consideration by the District 3 Advisory Board.

Al Wakil – Expo Properties/Jeremy Trotter (Applicants) are requesting a Conditional Use request to allow an Entertainment Establishment in the City, generally located east of South Ida Ave and within 200 feet north of East Harry Street (1544 South Ida Street). The Metropolitan Area Planning Commission held a public hearing for this item on June 27, 2024.  The property is appropriate for zoning and has been in business previously and currently as a “gentlemen's club”. Through a filing error when renewing during the pandemic, they lost their license and are seeking renewal.

Recommended Action: Based upon the information available at the time the report was prepared, staff recommends the Conditional Use be approved, subject to the conditions listed in the staff report.

The District 3 Advisory Board approved the request unanimously.

 

City Council Report

Councilman Mike Hoheisel reported the Council will consider the new budget at next Tuesday’s meeting. The budget is balanced for the next year but will require cuts the following year. He does not support cutting the Fire Department budget as WFD is still not compliant with the 4-minute response time. Property taxes will likely not be increased but the city is considering taking to the voters some tax increases for specific projects.  Budget forums will be held to get feedback from the public.

Councilman Hoheisel agreed that fireworks compliance was better than previous years. There were 37 citations for noncompliance ($1,000 fine each). Local charities that run fireworks stands were grateful for the new law allowing them to sell aerials which resulted in better sales.  

Parking is being privatized downtown. The new vendor for meters will accept cash, credit card or phone app. There are issues using the app at Century II.

Unity in Community march and rally is scheduled for Sat, July 13 at the Colvin Recreation Center in the Planeview neighborhood. The goal is to reduce violence among youth in the community. The majority of violent crimes are committed by youth or domestic violence.

Clapp Park continues to be developed. It will continue to have disc golf and will add a dog park and playground. The Wichita State University track team will use space for training.

The DAB complimented the Council for their efforts and managing the homeless population. Councilman Hoeheisel updated plans for the Park Elementary School building to be used as a multipurpose resource center (MAC) for the homeless, including a 250 bed facility, office space for ComCare and eventually the city housing office to facilitate finding permanent housing.

The next District 3 Advisory Board meeting is scheduled to be held at 6:30 p.m. on Wednesday, August 7, 2024. It is scheduled to be held in person at the WATER Center, 101 E. Pawnee, Wichita, KS 67211. Residents also have the option to participate in DAB meetings virtually via Zoom or to watch them live on the District 3 Facebook page.
