About NDI

NDI is implementing the Integrity Driven Communities (IDC) project, funded by the governments
of Switzerland and Sweden. The overall goal of the project is to create and institutionalise strong municipal integrity systems and practices that minimise corruption risks and increase citizen trust.
Strategic Partners: In order to fully implement the project, NDI may work closely with strategic partners, the State Commission for the Prevention of Corruption, the Ministries of Local Self Government, Public Administration, and Digital Transformation; the State Audit Office, the Public Procurement Bureau (PPB), the State Inspectorate for Local Self Government Units, and others.
Six Pilot Municipalities Selected: Bitola, Bogovinje, Gazi Baba, Kumanovo, Shtip, Strumica. Additional municipalities may be selected as the main phase proceeds, up to a total of 10 municipalities.
Project Timeline: Main Phase I: 4 Years (Nov. 1, 2024 through Oct 31, 2028).
Scope of Work
NDI publishes a call for hiring a national expert to assist in the process of assessing the fiscal implications of the implementation of activities determined in the National Strategy for Prevention of Corruption and Conflict of Interest 2026-2030 and its Action Plan (NS2026-2030), hereafter referred to as the Vendor.
The expert will closely work with the Unit for Financial Issues and will be logistically supported by the Sector for Strategic Planning and Integrity within the State Commission for Prevention of Corruption (SCPC).
The task will be conducted after the finalization of the Action Plan as a part of the National Strategy for Prevention of Corruption and Conflict of Interest 2026-2030 with Goals, Problems, Measures, Activities and Indicators for every sector / area from the NS2026-2030.
More specifically the short-term expert shall be engaged for up to 15 days, within the period February 1 - 28, 2026, during which they are expected to provide support to the SCPC for activities related to the assessment of the fiscal implications including the following tasks:

Potential vendors should submit a written proposal to NDI by the deadline for full consideration.
Proposals should include the following:
Budget in CHF:
● Daily rates for each individual proposed to support this RFP and any other costs presented in
CHF gross value with clear indication of the tax percentage; For individuals in the gross amount will be calculated income personal taxes and the Authorial Agency fee.
● Personal and estimated level of effort (number of days) and total cost presented in CHF gross
value with clear indication of the tax percentage, to complete each of the deliverables.
Sample Resource Materials: (3 different materials max):
Samples of previous similar work or other resource materials on past deliverables that illustrate the Vendor’s expertise in the subject matter.
Disclosure Requirements:
Bidders must provide disclosure of any known past, present or future relationships with any parties associated with NDI. For example, applicants should disclose if a member of their Board is also a member of NDI's Board currently or in the past. The bidder also certifies that the prices offered were arrived at independently and without the purpose of restricting competition with other offerers, including but not limited to subsidiaries and that prices have not been and will not be knowingly disclosed to any other offer or unless required by law. Failure to comply with these requirements may result in NDI having to re-evaluate the selection of a potential bid.
Criteria for Vendor Selection:
NDI will evaluate bids based on the Vendor’s ability to meet the description of services needed within the stated time frame, experience, and price. Preference is given to Vendors that can effectively demonstrate expertise and an established history of work in conducting impartial, objective and comprehensive legal research and analysis in the respective field. Potential Vendors should demonstrate expertise in working with relevant institutions, and in conducting objective and comprehensive legal analyses. In addition, proposals will be evaluated with a focus on the stated ability to meet the timetable while maintaining a high degree of integrity in the design and oversight of the research activities.
