1. ELIGIBILITY

1.1 All players must be eligible for the competition under the ISSFHK Constitution, by-laws, and standing Rules

1.2  All players in the opinion of their principal must be bona fide full time students at their school.

1.3  The eligibility list must be sent to the convenor at least 24 hours before the first  league competition.

1.4  Unlimited number of players may be listed on the eligibility list

1.5  Changes and updates to eligibility list must be done 24 hours prior to a player’s involvement in the competition.  

       

2. TEAM COMPOSITION        

2.1 Team members must be U20, U16 or U14 before September 01, 2014

3. LEAGUE RULES        

The ISSFHK soccer league will follow FIFA rules with the following exceptions:        

7 –a side        

No offside        

2 x 25-minute halves, 5 minutes half time        

Unless specific 7 aside field, use half pitch.        

Unlimited rolling substitutions.        

Please be reminded of the following rules:        

Long football socks and shin pads        

Goalkeeper must wear different colored jersey to other outfield players        

No glasses, Sport goggles are allowed

4. LEAGUE FORMAT        

2 Divisions

Group Stage girls:        

Kowloon / New Territories league &; Hong Kong Island League.        

Single Round Robin

Score is only recorded to goal difference +/- 5 goals.        

Top 2 from each league go to the Finals playoffs        

Group Stage boys:        

Kowloon / New Territories league &; Hong Kong Island League.        

Within each league 2 pools        

Single Round Robin        

1st &; 2nd Place from each pool qualify for “Winners pool”        

Teams carry over the result they got against other original pool member and play against 2 teams from other pool.        

Results between the 4 members of the “Winners Pool” are tabulated and the top 2 go to the Finals playoffs.

Semi final A - 1st K/NT v 2nd HK        

Semi final B – 1st HK v 2nd K/NT

5. SCORING AND CHAMPIONSHIPS        

3 points for a win, 1 point for a draw and 0 points for a loss.        

In the event of a tie on points decision will be made on:        

1.Head to Head games        

2.Goal difference accrued between teams level on points

3. Goal difference        

4. Goals for        

5. Goals against        

NB. Duration of Game        

Play-off games will be of the same duration as regular season games. However, in the event of a tie, two 5-minute halves of extra time will be played.        

If no winner is determined then there will be a penalty shoot-out with 5 kicks per team (5 different players).        

If it is still a tie 5 more kicks with sudden death (5 different players, not the same 5 who took the first penalty kicks)

If there are time restrictions regarding the field, a penalty shoot-out should be played without the use of extra-time.

         

6. OFFICIALS        

Home teams are responsible for providing a ref.  

       

7. UNIFORMS        

Teams should indicate their uniform colours on the eligibility list.        

Where there is a clash of colours the away (second listed) team must wear alternate colour bibs.

8. EQUIPMENT        

It is the home teams responsibility to provide the following:        

FIFA approved soccer ball size 5 (u14’s) size 4 (u12’s)        

Goal nets with mesh        

Properly lined fields

9. LEAGUE SCHEDULE        

A league schedule shall be circulated by the convener at least one week prior to the commencement of the season.        

Home teams are required to communicate with the opposition before the start of the season to confirm game time and location and ensure that it works with both teams.        

When exact details of the game are finalized please communicate them to the convenor who will then update the league www to assist parents, players and coaches.        

A finalized revised schedule will be placed on the ISSFHK web site.

         

10. RESCHEDULING GAMES        

Once schedule has been finalized no games will be rescheduled unless:

       

11. DISCIPLINE        

The score for any forfeited game is 3-0 to the non-offending team.        

As outlined in the ISSFHK constitution.

       

12. PROTESTS        

Must be made in writing to the ISSFHK president within 24 hours of the match. This protest must be signed by both the coach and Athletic Director.

         

13. AWARDS        

Champion’s pennant will be awarded by the Federation to the winning teams in each division.        

Medallions will be awarded to first, second and third placed teams (12 medallions per team)

a) weather or field conditions do not permit the game to be played        

b) individual schools have made arrangements that suit both parties and the convener has been informed of this.
