BSD 7 LRSP Implementation Framework 2015/16

Introduction

Bozeman Public Schools’ Long Range Strategic Plan process is intended to define our goals as well as our plan for accomplishing those goals.  Each fall, a subcommittee of the Board of Trustees (Sept 2, 2015) meets to discuss the focus initiatives, action plans, and a process for monitoring the implementation of the plans.  The following document is intended to describe the “work plan” for implementing the LRSP for the 2015/16 school year.  This framework is divided into three areas:  Relaunching the LRSP: Objectives and Action Plans, School Reports and Board Luncheons, Future: Evolution of the LRSP (College and Career Readiness Framework).

Issues for Discussion and Recommendations

  1. Relaunching the LRSP for 2015/16: Objectives & Action Plans

Recommendations:

  1. Use current LRSP goals, objectives, & action planning process for the 2015/16 school year.
  2. We take time this year to refine and gain feedback on the College & Career Readiness Framework for incorporation in the LRSP in 2016.
  3. For 2015/16 school teams would focus their attention on:
  1. Strategic Objective 1.01:  Personalized learning for each student to help all realize sustained academic growth in all content areas. (Specific Initiative, MTSS and STAR Growth)
  2. Strategic Objective 1.02:  Utilize content area standards in planning and instruction. (Specific Initiative: Math and ELA Content Standards.)
  1. SO 1.01 - incorporate a growth goal (STAR SGP) for both Math and ELA into action plan. The growth goal should be measurable. (Median SGP and/or percent of students falling within specified growth band.)
  2. SO 1.02 - Action plans would show steps and strategies related to further implementation of ELA and Math Standards.
  3. For 2015/16 central office teams would focus on the following objectives:
  1. SO 1.04: Utilize meaningful, job embedded professional development to support student achievement.  Specific Initiative: Professional Learning Communities (K-5)
  2. SO 1.06: Prepare all students to be College and Career Ready to engage in a global community.  Specific Initiative: College and Career Readiness Framework.
  3. SO 2.02:  Use refined Functional Capacity and Enrollment Projections to make decisions regarding student enrollment, placement and long-range facility needs.  Specific Initiative: High School planning
  4. SO 2.04: Maintain adequate and equitable school facilities conducive to effective learning and working. Specific Initiative: SMS & Hawthorne
  5. SO 3.02: Recognize and increase Educational Partnership opportunities. Specific Initiative: STEM and College & Career Readiness

  1. SO 3.04: Engage in a collaborative dialogue surrounding topics of educational importance to our community and their impact on the LRSP. Specific Mega Issues: Partnerships, College & Career, Food and Nutrition
  2. SO 4.02: Promote safety and wellness for students and staff to support responsible, healthy choices. Specific Initiative: Safety and Wellness
  1. School Reports and Board Luncheons
  1. Principal Feedback: Less formal, more authentic school visit.

Recommendations:

  1. For K-5 schools, one presentation of District and School data to discuss ELA and Math, at the second evening Board meeting in September (Sept 28).
  2. For K-5, school luncheons would highlight a particular initiative or program within their school & possible classroom visits. (Tuesdays, Noon - 1:30, Oct 13 - Dec 1)
  3. For MS, HS & BAP, school luncheons would highlight data and school initiatives. (Tuesdays, Noon- 1:30, Dec 8 - Jan 12)
  4. Other Departments
  1. Adult Education Program (Jan. 19)
  2. Facilities (Jan. 26)
  3. Others? - Could be presented at a regular Board meeting.
  1. College & Career Framework:  Next Steps (2015/16)
  1. Background: On August 11, a group of BSD Staff, Trustees and Community partners gathered to discuss skills necessary for students to become College and Career Ready upon graduating from our District.  The group formed a Framework that includes important academic and nonacademic skills that students should possess at six levels: PreK, K-2, 3-5, 6-8, 9-12, and Post Graduation.  It is intended that this framework will shape future District goals and initiatives.

Recommendations:

  1. Refine the Steps to College and Career Readiness Framework:  Gaining feedback from community groups, school staff, parents, & students, continue to refine the framework with hopes to have a nearly final model by March.
  2. Define a community committee (bsd7 staff, bsd7 trustees, non-profit partners, MSU, business partners, parents & students) that will further develop the Framework and reach consensus on how we can incorporate the Framework into District Goals.  Also the committee will discuss how we can inform the broader community about the Framework and increase the involvement of community partners.  Report to the Board using a mega issue discussion.
  3. Begin the process of gathering some baseline data (2014/15 & 2015/16) on the following college & career readiness markers:  (These markers would be reported by whole group and subgroups.)
  1. Kindergarten Literacy Skills
  2. End of 3rd grade level reading proficiency
  3. Exiting 8th grade algebra ready

  1. HS on-track status (analysis of credit attainment)
  2. Attendance and engagement at all levels
  1. Further develop the Balanced Scorecard to include baseline data on the markers listed above while removing the CRT from the balanced scorecard.
  1. College & Career Framework:  Potential Future Steps (2016/17)
  1. Roll out the Framework to the larger community.  Further discussion on community partnerships.
  2. Review, Revise the LRSP to incorporate the Framework, based on Board discussion and approval.
  3. Continue to gather baseline data for the markers described above and begin to define district goals related to these markers.
  4. Redefine the Action Planning process for the 2016/17 school year to incorporate the Framework.
  5. Further develop non-academic markers included in the Framework.  How to measure and strategies related to developing those non-academic skills.
  6. Develop a district “report card” to replace the balanced scorecard which will provide analysis of the Framework markers and maintain other important measures from LRSP objectives.
