A few concerns expressed by some MSAC members regarding the answering of the form:

  1. Unfamiliar with the meanings and terms of the performance and service areas; unsure if their specific field of experience falls within the field of governance and whether or not it is necessary to fill in all the areas.
  2. Unclear on how to answer the column marked ‘level’.
  3. Need for clarity on the purpose and use of the Pool of Experts.

  1. Launching of new LGRC and DILG websites

The new Information Technology Officer, Mr. Jose Miguel A. Siao was introduced to the MSAC. He discussed the pertinent features of the latest LGRC website, particularly the menus, drop-down icons and LGRC partners.

The MSAC members were encouraged to make use of the LGRC resources found on the website and to make their contributions of knowledge on local governance. Dr. Montano F. Salvador of MUST expressed willingness to provide LGRC with soft copy of some of the exemplary researches accomplished by his graduate school students.

Ms. Arlene Inocando of DOST promoted the StarBooks, the first Philippine Science Digital Library, of which the LGRC is awaiting its turn for the installation. Ms. Inocando informed the body that trainers from the central office will be the ones to install the information source to be formalized by a MOA-signing between DOST and DILG.

Mr. Deligorio Zamora of Lambo Bayan suggested for the inclusion of disseminating the LGRC website to the participants during the Barangay Assembly on March 29, 2014.

Ms. Marigold Garrido of TESDA would like to link up with LGRC for the database on skilled workers to achieve wider dissemination of the information and reach more employers who would be willing to hire workers listed on their database. ARD Castañares suggested for the inclusion/invitation of DOLE to the MSAC for their programs that would complement the work of TESDA.

 

  1. LGRC Activities for 2014

LGMED Chief, Ms. Corazon Vicente, Head for Linkage provided MSAC with an overview of LGRC activities for 2014:

Relative to the above first activity, LGOO II Liza Ladres discussed to the MSAC the various documents needed to be uploaded to the FDP portal (http://fdpp.blgs.gov.ph). Disclosure of these documents is important to uphold transparency and accountability of Provinces, Cities and Municipalities (P/C/Ms). Moreover, compliance to the FDP is a requirement for the awarding of the Seal of Good Housekeeping, now the Seal of Good Local Governance (SGLG), which is important for an LGU to gain access to financial incentives like the PCF or Performance Challenge Fund. Banking institutions have also maximized the use of the FDP by checking on an LGU’s compliance prior to granting of loans.

Issues regarding the FDP:

  1. Data on the P/C/M’s use of public funds are readily available at the FDP Portal. However, it is noted that very few people or entities are interested in using the data. MSAC members are encouraged to help raise awareness and generate interest in utilizing the FDP.
  2. Ms. Susan Daisy Raagas of CHED shared her observation that the traditional way of posting the data is not attractive to the general public. She suggested that the LGUs should present the data in a way that would encourage more people to read them i.e. converting relevant information into layman’s term, making the text bigger or more colourful for data posted in conspicuous places.
  3. Mr. Mike Baños of CDO Press Club inquired as to how the integrity of the data posted in the FDP is checked/verified and what the penalities are for non-compliant LGUs. ARD Castañares answered that DILG conducts cross-posting. In addition, CSOs also conduct third-party monitoring of the validity of the FDP data. For non-compliant LGUs, they are deprived of the Seal of Good Local Governance award.

  1. Report on the WeBUILD IT EnvironmentProject (5P’s webinar)

LGOO II Cyrus R. Aguiñot was invited to report on the webinar series hosted by LGRC last year for DILG technical offices on the topic, Results-Based Monitoring and Evaluation.

The use of webinar technology for the conduct of specific topics is advantageous for cost-effective measures and is a viable way to deliver information to participants in distant places without need to travel.

Some problems observed were: power outages in the area, slow internet connection which affected the smooth flow of the topic, some technical difficulties with the audio/video and sustaining the attention of participants.

Mr. Mike Baños of CDO Press Club suggested of sending the presentation materials to the participants in advance so that during the webinar, the resource person and participants could focus more on the interaction or question and answer regarding the topic. ARD Castañares affirmed that this is what was done in the conduct of the NEO Webinar for newly elected barangay officials, whereby LGA sent the modules ahead of time.  

  1. Advocacy of LGRC

ARD Castañares shared to the MSAC that IEC materials on LGRC were printed such as the new LGRC brochure (a copy of which was provided to the MSAC before the start of the meeting) and LGRC logo/outdoor stickers. Printing of LGRC Operations Manual is underway and will be ready in time for the Gnosis Synergia or LGRC Knowledge Forum on February 28, 2014 in Manila.

Ms. Marigold Garrido of TESDA commented that their agency was not listed among the LGRC partners in the new brochure. It is noted for correction in the next printing of the said material.
