FIRESafe MARIN and Novato Fire District completed the Black Point Evacuation Project by creating three evacuation routes as well as an evacuation refuge site within the Black Point and Day Island neighborhood. Approximately, twenty years ago, a well maintained fire road existed on the backside of Black Point and an evacuation refuge site for residents along Day Island Road. It was accessible by Oak, Grandview, Laurel and Norton Avenue as well as Stone Tree Lane. Over the past few years the fire road and access roads became overgrown with dense vegetation that evacuation and fire access became impossible. The goal of this project was to restore a comprehensive neighborhood evacuation and emergency access route on an existing fire road that encompasses the Black Point Community. The fuels that were removed on the existing fire roads as seen in the before and after photos consisted of dense grasses and scotch broom, dead and down trees, and trees with low hanging branches that inhibited the ability to evacuate on the fire road or to drive emergency vehicles. Today, emergency vehicles can safely drive the entire length of the fire road from Stone Tree Road to Day Island Road as well as make access to three additional locations in Black Point. The residents of Black Point can safely park at least 12 vehicles along the Day Island Road in the event of a fire.
The project is located entirely within Novato’s defined Wildland Urban Interface Area (WUI). All parts of the project property are within 1000 feet of electrical lines and transmission lines. The project was completed on September 29th, 2016. Novato Fire District plans to activate an emergency evacuation drill sometime within the next couple of months.
