See http://www.gallup.com/poll/181664/arkansas-kentucky-improvement-uninsured-rates.aspx.  Texas certainly appears to be the highest in 2014 (I don’t have 2015 estimates by state), with 24.4% uninsured.  And it looks like it is the only state above 20%.  Since Texas is second in the country in population size, only one other state, California, could have more uninsured.  ...
