1. PURPOSE:

1.1 To ensure all unusual or suspicious incidents are responded to by the appropriate authority.

2. DEFINITION:

2.1 None.

3. RESPONSIBILITY:

3.1 The Platoon Chief shall monitor their crews to ensure compliance with this procedure. 3.2 The Incident Commander using the criteria listed below shall determine when to call a Fire Prevention Officer. 3.3 The Incident Commander shall ensure the scene is secured until the arrival of the Fire Prevention Officer. 3.4 The Fire Prevention Officer shall determine when to call the OFM Investigator in keeping with OFM requirements. 3.5 The Administration Division shall be responsible to contact the On-Call Fire Prevention Officer during Office hours at the request of

the Platoon Chief or Assistant Platoon Chief. 3.6 The Communications Division shall be responsible to contact the On-Call Fire Prevention Officer after hours at the request of the

Platoon Chief or Assistant Platoon Chief. 3.7 The Communications Division shall be responsible to contact the Ontario Fire Marshal (OFM) Investigator at the request of the Fire

Prevention Officer. 3.8 The Fire Prevention Officer or OFM Investigator shall be solely responsible for deciding to allow anyone access to a scene. 3.9 Whenever the OFM is contacted, the Chief Officer on call shall be notified.

4. PROCEDURE:

4.1 Fire Prevention Officers shall be called to investigate incidents when:

4.1.1 All fatal fires or serious injuries requiring person(s) to be admitted as in-patient(s) to a hospital 4.1.2 The fire is deliberately or maliciously set – arson, where the source of ignition and material first ignited can not be readily identified

or where a loss is over $50,000 loss 4.1.3 It is a large loss fire in excess of $500,000.00 4.1.4 There has been an explosion 4.1.5 The cause has not been determined or cannot be determined by the Incident Commander within the scope of their knowledge or

the building cannot be secured for daytime investigation. 4.1.6 There are imminent life safety issues or an immediate threat to life of the occupants. 4.1.7 Fires of unusual origin or circumstances 4.1.8 Fires involving marijuana grow operations or clandestine drug laboratories 4.1.9 Unusual fire/smoke spread, or involves circumstances that may result in widespread public concern, e.g., environmental hazard 4.1.10 Fires in multi-unit residential occupancies when fire spread is beyond unit of origin

4.2 During normal business hours, if the incident meets any of the aforementioned, the area must be cordoned off and secured until the

arrival of the Fire Prevention Officer.

4.3 For incidents occurring after outside normal business hours notwithstanding Sections 4.1.1 & 4.1.5, notify the on-call Chief Officer

and if possible, secure the scene until 0700hrs and notify the on-call investigator at 0700hrs.

4.4 If the Incident Commander is unsure as to whether a Fire Prevention Officer is required after hours at the scene, the On-call Chief

Officer must be contacted, advised of the situation, and the Platoon Chief or Assistant Platoon Chief in consultation with the On- Call Chief Officer will determine if an immediate response is necessary.

4.5 If outside agencies are called to an incident, the On-Call Chief Officer and Fire Prevention (Program Assistant – Fire Prevention,

Chief Fire Prevention Officer & Assistant Chief Fire Prevention Officer) shall be notified by e-mail.

4.6 Fire Prevention Officer should be notified immediately of fatal fires, explosions and incidents causing serious injuries requiring

hospital admittance so that, where necessary, an OFM investigator can be sent to the scene. All other incidents described in the criteria above will be handled during regular business hours. Requests for investigators will be dealt with in order of priority and subject to the availability of resources.

4.7 Incident Command shall collect pertinent information to be provided to the Investigator on their arrival which shall include:

4.7.1 Building or Structure Fire

4.7.1.1 Time of Alarm 4.7.1.2 Incident Number 4.7.1.3 Address 4.7.1.4 Responsible Party/Owner/Designate 4.7.1.5 Contact Number for Responsible Party - Day and Night

4.7.1.6 List of Persons you have spoken to – their connection to incident – contact numbers if relevant 4.7.1.7 Condition of Building 4.7.1.8 Opinion of Fire Cause 4.7.1.9 Working Smoke Alarm? 4.7.1.10 Special Circumstances (services locked out/shut down, propane cylinders, special hazards, etc.)

4.7.2 Vehicle Fire

4.7.2.1 Time of Alarm 4.7.2.2 Incident Number 4.7.2.3 Address 4.7.2.4 License Number 4.7.2.5 Make of Vehicle 4.7.2.6 Model of Vehicle 4.7.2.7 Year 4.7.2.8 V.I.N. Number 4.7.2.9 Owner’s Particulars – Name – Address – Contact Numbers 4.7.2.10 General Condition of Vehicle – Note damage – Windows Open/Closed – Gas Cap Open/Closed 4.7.2.11 Contents of Vehicle including Trunk 4.7.2.12 Perimeter Inspection Results 4.7.2.13 Location of Vehicle 4.7.2.14 Photographs of all Views
