NOVEMBER 2024 BALLOT MEASURE RECOMMENDATIONS

SanDiego350 primarily takes positions on measures that relate directly to climate change, but we also take positions on measures related to reforms important to social justice, as they are integral to achieving climate justice. Below is a summary of our positions, followed by a brief rationale for each. Feel free to share our recommendations. OUR TOP PRIORITY:    

Measure G - Fund San Diego County Transportation, Infrastructure, and Safety Projects.                                              Through a Half-Cent Sales Tax; also known as “Let’s Go! San Diego”: YES .   

County of San Diego Measure: Vote YES to approve this half-cent tax that goes towards San Diego’s transportation priorities. Transportation is the biggest source of greenhouse gas emissions in San Diego, so improving our public transit system is imperative to fighting climate change. Measure G funds will also: expand equitable access to education, jobs and recreation; increase safety for pedestrians and cyclists; make transit fares affordable for youth and seniors; cut air pollution by 20%; preserve open spaces; and, provide essential repairs to local roads. Join San Diego 350 and our allies supporting this measure to create a better future for all San Diego County Residents.

 Proposition 3 - Right to Marry: YES          

California State Proposition: Vote YES to enshrine same-sex marriage rights in the California Constitution. This bill would repeal a previous proposition (prop 8) that defined marriage as between one man and one woman. While the restrictions of prop 8 were rendered unenforceable by a U.S. Supreme Court ruling, Prop 3 would permanently guarantee marriage equality for LGBTQ+ couples in California regardless of any future federal actions.

Proposition 5 - Make it Easier to Pass Local Bond Measures to Fund Affordable Housing and Public Infrastructure: YES . 

California State Proposition: Vote Yes to make it easier to approve funding for affordable housing and public infrastructure projects by lowering the voter threshold to approve these specific bonds from 67% to 55%. California is in an affordable housing crisis, and this bill will help make it easier for local governments to boost affordable housing.

 Proposition 32 - Raise Minimum wage: YES .

California State Proposition: Vote YES to modestly raise the California minimum wage. Everyone deserves to be able to support themselves and their family, and this proposition continues to move California in the right direction. While California has led the charge in the Fight For 15 - an initiative to raise the minimum wage to a livable wage - this fight took so long that $15 an hour is no longer a livable wage in California.

 Proposition 4 - “Climate Bond”: YES          

California State Proposition: Vote YES to issue  bonds to fund environmental needs - mostly for water quality, drought preparedness, and wildfire prevention, with some funds for renewable energy. While we feel Prop 4 should do more to reduce the greenhouse gas emissions that cause climate change - transportation, buildings, and energy generation, the resiliency and basic environmental measures funded by this bill are still valuable. We would also prefer to see more prioritization of the frontline communities most impacted by climate change. The measure will cost each taxpayer about $17/year.

 Proposition 6 - End Involuntary Servitude as.

 Punishment for Crime Amendment: YES . 

California State Proposition: Vote YES to end forced labor in California. While slavery was declared unconstitutional in the US with the 13th amendment, an exception was allowed for “forced labor” of prisoners. This proposition allows for inmates to work if they wish, but bans punishment if they refuse. This is a racial justice issue, as people of color are disproportionately imprisoned; for example, while 6% of the CA population is Black, 29% of the CA prison population is.

Measure E - City of San Diego 1% Tax Ballot Measure - “Penny for Progress”: NEUTRAL .

City of San Diego measure: SanDiego350 is NEUTRAL on the one cent tax increase towards a general fund for city projects. While this tax would relieve some of the pressure from recent city income decreases, the funds are not specifically directed, so there are no guarantees they would be spent in climate and equity conscious ways.
