IKAIKA YOUTH LEAGUE

PLAYING RULES & ELIGIBILITY

  1. LEAGUE CONDUCT:

IKAIKA LEAGUE promotes basketball in the best interest of the boys and girls with great sportsmanship, fair play, and highest level of competition. There will be (0) ZERO tolerance for any misbehavior on players, teams, coach(es), and spectators.  Everybody participating in this league must abide by these rules. If any team that do not comply, they will be dismissed and/or fined from any league participation.

  1. PLAYER AND/OR TEAM CONDUCT:

Based on league conduct, any unsporting technical fouls will not be tolerated, and such offenses are as follows:

League Director and/or Site Director has the right to dismiss any individual, who cannot demonstrate any sportsmanship.

  1. COACH CONDUCT:

Head and Assistant coaches are required to comply, sign, and submit Coach's Code of Conduct with the roster/waiver form (click here).

  1. SPECTATOR CONDUCT:

It is expected that spectators and coaches demonstrate good sportsmanship and will refrain from any trash talking, taunting, fighting, disputes, etc to any individual. Coach(es) is/are responsible for spectator's conducts.

League Director and/or Site Director has the right to dismiss and/or fined $25.00 for any individual, who cannot demonstrate any sportsmanship.

  1. TECHNICAL FOULS:

League Director will review technical fouls to determine if it is unsportinglike or administrative technical fouls.

  1. DIVISIONS:

Regardless if individual is in private, public, or home schooled, divisions are determined as follows:

Participant’s school report card and/or transcript will be requested by League Director when disputes are notified. Records will be confidential and will not be distributed to public. Failure to provide requested documentation will not allow player to continue in league play.

  1. ELIGIBILITY:

Player eligibility is based on student entering Grade Level in 2018-2019 calendar school year.

- Younger players may play in higher division such that 9th grader may play in Varsity Division, but older players may not play down. Maximum 3 grade limit for players to play in higher division.

- Girls may play with boys divisions and not vice versa.

  1. ROSTER:

Register and submit your team through online google form (click here).   No add-on's to roster after your 2nd game of the season. Roster must have jersey number associated with player.

Players are required to complete the player waiver form before any participation. One form will suffice if player is on the same club team within the calendar year.  If player switches to another team within the calendar year, a new player waiver form will be required.  (Click here for updated player waiver form).

Double Rostering: Players are NOT permitted to double roster with another team within the same division. If any team violates, $25.00 penalty fine will be assessed to the team. This is deemed as unsportinglike and no goodwill to the game.

  1. LEAGUE FEE:

The league fee will be based on the number of teams and league format.  Invoices for registered teams will be distributed once players on roster are verified.  Payment must be paid by indicated due date on the invoice and remit checks to Ikaika Basketball Club.

  1. REFUNDS:

No refunds, including refundable sportsmanship fee, will be given once your team has been confirmed and schedule published on website.

  1. EMAILS:

Please provide at least (2) email addresses to ensure proper notifications.

  1. UNIFORMS:

Each team must provide own (dark and white) uniforms with number on jerseys. No duplicate numbers and NO taping of numbers are permitted. Sharpie pens can remedy the situation, if necessary.

The game schedule does not designate the home or away team. Teams are recommended to have both color jerseys.

If a team has two same colors and non-reversible jerseys, both team will "jan-kan-po" and loser will wear league jerseys, if available.  The team will wash and return league jersey by the next game. $25.00 will be held as collateral until jersey returned at next game.  If not returned, $25.00 will be forfeited, and the team will be assessed the cost for each borrowed jersey(s).

If duplicate numbers have been identified after multiple players entered the game, $10.00 penalty fine will be assessed to the team on each player.

  1. LEAGUE FORMAT:

Depends on number of teams.  Each team is scheduled for 9 or 10 games per season.

  1. GAME SCHEDULE:

The game times and sites will be on the schedule. 5 minutes grade period is only for the first game. Game will start at the scheduled time or 3 minutes after the completion of the previous game, whichever comes first.  If games are running more than 10 minutes behind, halftimes will be shorten to ensure games will be on time.

  1. CITY & COUNTY (HOUSE) RULES:

All participants and spectators MUST comply and abide City & County Rules and Regulations. Blue placard signs are posted on the property and inside the gym. Additional rules may differ per gym sites, and you may inquire more information with gym attendant on duty.

  1. PLAYING FORMAT:

(2) 18-minutes halves, running time until the last (2) minute of the 2nd half (ONLY). If the score is more than 15 points in the last 2-minutes of the 2nd half, the clock will run, until the point differential is 15 points and under.

  1. Clock will stop under these conditions:
  1. Last (2) minutes of the 2nd half,
  2. Last (1) minute of the 2nd half on successful baskets,
  3. 30-second timeouts
  4. Official and injury time,
  5. Free throw on technical, intentional, and flagrant fouls.

  1. Current High School Federation Rules with some exceptions:
  1. Playing Format (see above),
  2. Bonus: 1-on-1 on the 7th team foul; 2-shots on 10th team foul,
  3. (2) 30-seconds time-outs per half; teams may sit on the bench
  4. 2-minutes halftime,
  5. NO DUNKING or HANGING on RIM/NET is allowed. Dunking is defined as a driving or forcing downward motion of the ball through the basket with the hand(s) where the rim is touched or not.  

NOTE: Few C&C gym discourage anyone slapping/hitting backboards, as it is part of their house rules.  Per house rule, Anyone in violation will be asked to the leave the gym for the duration of the day/evening

  1. Coaching Box is applied throughout the game (taped on gym floor, when permissible). If no visible tape, 28-foot line will be used.
  2. Bench Designation for home or away is based on first come, first served basis.
  3. If violation or time-out occurs in backcourt, 10-second count resets.
  4. 30-second shot clock (Varsity games only). Shot clock resets when ball touches any part of the rim, fouls, and change of possession.  Kickball violation is reset to 15-seconds if shot clock goes below 15-seconds.
  5. Ball Advancement (Varsity games only).  With available timeouts, offensive team may advance the ball from the backcourt to 28-foot line frontcourt on bench side or opposite of bench within the last (59.9) seconds of the 2nd half (or OT) ONLY.  Team cannot advance dribble or pass in the backcourt.  Guidelines and situation plays can be found on the website (click here).

  1. SUBSTITUTION:

Free substitution. No playing requirement will be regulated by the League.

  1. FORFEITS:

Team A vs Team B - if Team A does not have 5 players to start at scheduled time, the clock will start until Team A has 5 players to start. For every minute elapsed, Team B will accumulate 2-points to the scoreboard. Once Team A has 5 players, the time elapsed and score will continue with a jumpball. In an event that Team A cannot start with 5 players before the end of 1st half, the game will be a forfeit, and the book will be recorded as 2-0

If both teams do not have 5 players to start at schedule time, the clock will start with no points. If Team A has 5 players and Team B has less than 5 players, Team A will accumulate 2-points until Team B has 5 players and will follow the above procedure. If both teams do not have 5 players before the end of 1st half, the game will be a double forfeit, and both teams may scrimmage.

Pulling players from other teams are not permitted unless the game is deemed as a forfeit.

If a team forfeits (2) games throughout the season, the team forfeits $25.00 sportsmanship refundable fee, and your team will be responsible to provide an additional $25.00 before the next game. For every subsequent forfeit after the first 2 games, your team will need to provide an additional $25.00 for the next game. In other words, do NOT forfeit any games.

If Team A and Team B fulfill 5 rostered players beyond the scheduled start time, both teams may play a full game with officials on shorten game time (e.g. 16-minute halves), but this will require approval from League or Site Director.  This shorten game shall not push the next game behind schedule.


Any teams forfeit during playoffs, teams will be assessed $25.00 penalty fee for not fulfilling the season.

2 Teams Tie: Head to Head Matchups

2+ Teams Tie: Sum of point differential between common teams. See example below:

  1. REFUNDABLE SPORTSMANSHIP FEE:
  1. Each team is entitled to their refundable sportsmanship fee and must be claimed for their respective season before the next season starts.  

  1. If a team or individual receives any unsportinglike technical foul and/or dunking/hanging on rim violations, refundable sportsmanship fee will decrease, depending on violaion(s).

  1. If any team exhausts their refundable sportsmanship fee during or before the last game, the team MUST replenish the refundable sportsmanship fee before the next competition.

  1. OFFICIALS:

All games contracted out to SAHBO (State Association of Hawaii Basketball Officials).

If any problems with the officiating, please file a report to League Director within 24 hours to investigate in the situation. If video is provided, please submit a soft copy to League Director.

Any negative comments or badgering to officials regarding judgement calls are not accepted and will not be tolerated.  Coach (Head or Asst) are held responsible to Coach’s Code of Conduct (see Item#3).

  1. INJURIES:

If players are injured during league play, it is coach's discretion to complete the injury form, which determines the insurance coverage for the league. Medical expenses shall be covered by player’s parents/guardians of the player.

No trainers will be present at these gym sites. Ice packs may be provided, if available by gym management. Basic medical kit (e.g. band-aid, tape, bandages, etc) will be at all gym sites.

  1. DRUG FREE:

No consumption of alcohol or any types of drugs are permitted before, during, and after the game. This is a DRUG FREE environment.
