CONSTITUTION

EARTH ALLIANCE

OF LONE STAR COLLEGE-NORTH HARRIS

Article I – Name

The name of this organization shall be the Earth Alliance of Lone Star College-North Harris.

Article II – Purposes

To facilitate the protection of the environment through education, encouragement, hands-on involvement, and to promote recycling in our community.

Article III – Membership

Section 1.        Membership shall consist of regular and associate members.

Section 2.        Regular membership is open to faculty, staff, and students of Lone Star College-North Harris interested in carrying out the purposes of the Alliance.

Section 3.        Associate membership is open to specialists in the environmental

                field who will serve in an advisory capacity to the Alliance.

Section 4.        Meetings are open to the general public.

Article IV – Officers and Elections

Section 1.        The officers of the Alliance shall be elected officers and appointed

                officers.

Section 2.        The elected officers shall be President, First Vice-President, Second

                Vice-President, Secretary, and Treasurer.  The appointed officers

        shall be the Newsletter Editor, External Events Coordinator, Conservation Director, and Historian;  each to be appointed by the President. Additional officers may be appointed to capacities deemed appropriate.

Section 3.        Election of officers shall be held at a meeting to be agreed upon, for a

                          term of one year, by the regular members.  Votes may be cast by those

present at the meeting or may be cast by absentee ballot in the faculty/staff Advisor’s office suite where both ballots and the ballot box will belocated for a period of one week prior to the election date.  Notice of the election date will be posted in the Advisor’s office suite for a

                          period of two weeks prior to the election.  A majority vote constitutes

                          election.  Officers shall assume duties immediately upon election.  

                          Appointed officers shall be named by the President at this same meeting.

Section 4.        Nominations for each elected office shall be made by a nominating

                          committee appointed before or at the time of the meeting preceding

                the electoral meeting by the President with the approval of the

                Executive Committee.  Other nominations may be made from the floor

                with the consent of the nominee.

Section 5.        The Executive Committee shall be made up of the elected and appointed

                           officers of the Alliance, with the President as chairperson.  The

                           committee shall hold meetings as deemed necessary by the President.  

                A majority of the committee shall constitute a quorum.

Section 6.        All officers shall be currently enrolled students at Lone Star College-North Harris.

Article V – Duties of Officers

Section 1.        The President shall preside at all meetings, authorize payment of all bills,

                appoint the chairperson of all committees unless otherwise provided in

                the Constitution, and shall be an ex-officio member of all committees.

Section 2.        At all meetings of the Alliance and the Executive Committee, the

                          President, or in his/her absence, one of the other officers, shall

                preside in this order:  First Vice-President, Second Vice-President,

                Secretary, Treasurer.

Section 3.        If an office, except the presidency, becomes vacant during the year,

                the President shall appoint a person to serve the unexpired term,

                with the approval of the Executive Committee.  If the office of

                President becomes vacant, one of the other officers shall succeed in the

                following order: First Vice-President, Second Vice-President.

Section 4.        The First Vice-President shall serve as a chairperson of the Publicity

                Committee.

Section 5.        The Second Vice-President shall serve as chairperson of the Membership

                Committee.

Section 6.        The Secretary shall keep a record of the minutes of all meetings of the Alliance and the Executive Committee, handle all correspondence, preserve all documents and records and transmit them to his/her successor, and keep a record of the members.

Section 7.        The Treasurer shall receive all monies and provide for their safekeeping, keep a record of all receipts and expenditures, and report on Alliance finances at each meeting.

Section 8.        The appointed officers shall perform duties as follows:

  1. The Newsletter Editor shall compile, edit, and publish all items of interest to the membership, supervise mailing of the newsletter, and provide for an exchange of newsletters with other similar organizations.

b.        The External Events Coordinator shall plan, organize, and supervise all field trips, in accordance with the wishes of the membership, and within the boundaries of LSC policies and procedures.

c.        The Conservation Director shall be alert to all developments in the environmental field, local, state, and national, and shall keep the membership informed and advise the best possible courses to be pursued.

d.        The Historian shall compile a record of the activities of the Alliance and preserve it for future reference to help provide a sense of continuity for the organization.

Article VI – Committees

Section 1.        Committees shall be of two kinds:  Standing and Special.

                

Section 2.        The standing committees shall be as provided in Article IV, Section 5 and Article V, sections 4 and 5.   The chairperson of each standing committee shall appoint members of the committee, except the Executive Committee as stated in Article IV, Section 5.

Section 3.        The President shall appoint a chairperson for any special committee as occasion requires.  The chairperson of a special committees shall appoint members of his/her committee.

Article VII – Meetings

Meetings shall be held at least once per month on the campus of LSC-North Harris.  More frequent meetings may be held at the discretion of the membership.

Article IX – Quorum

A quorum at all meetings of the Alliance shall consist of the members present at the meeting.

Article X – Amendments

The Constitution may be amended at any regular meeting by a majority vote of the membership, provided that the proposed amendment has been distributed in written form to the membership prior to introduction, consideration, or discussion. The amended constitution is only considered valid upon approval by the Office of Student Activities.

Article XI – Authority

ROBERT’S RULES OF ORDER NEWLY REVISED shall govern the Alliance on all points not herein provided.

Article XII – Adoption and Effective Date

This constitution shall be effective immediately upon adoption, and after approval by the Office of Student Activities.
