Santa Cruz Integrated Regional Water Management (IRWM) Plan Stakeholders:

The Santa Cruz IRWM Steering Committee is now accepting applications from any interested stakeholder who wishes to have project(s) included in the updated Santa Cruz IRWM Plan. We are accepting applications for new projects and we are also asking project proponents to update and re-submit previously submitted projects. We felt it necessary to have projects re-submitted so that we have enough information to prioritize projects and to meet the requirements established by the Department of Water Resources through the IRWM Program Guidelines. Also, as previously announced, we will have a workshop on February 4th, from 3 – 4:30 PM at the Community Foundation Santa Cruz County to review the project solicitation process and to answer any questions.

Please use this form to submit your project’s information - all project applications are due by 5:00 PM Friday, March 14, 2014. While filling out the form you will have the opportunity to save it as a work in progress, but once all information has been input be sure to click the ‘submit’ button – when successful, you will receive an email receipt. NOTE: each online form remains “active” for increments of 28 days – if you start an application you have 28 days to either submit or save it or the form will automatically be deleted. You can also access the form from the Santa Cruz IRWM website (www.santacruzirwmp.org), where you can find additional information about the IRWM program and the Santa Cruz Plan. How projects will be incorporated into the plan:

Department of Water Resources Guidelines now require IRWM plans to have a prioritized list of projects. Projects will be evaluated solely on the information provided by the project applicants, and as such, it is imperative that applicants respond fully with the requested information. Projects will first be evaluated to determine if they support at least one Santa Cruz IRWM objective and are an eligible project type. Projects that fail to meet both of these criteria will be excluded from the IRWM Plan. Projects that pass this initial screening will then be prioritized using a scoring scheme (see table below), which will seek to identify projects that:

•        Address multiple high and / or medium priority Santa Cruz IRWM Plan strategies

•        Demonstrate partnership, geographic and resource management integration

•        Will be ready to proceed within a reasonable timeframe

•        Demonstrate technical feasibility

•        Will be able to demonstrate effective cost / benefit ratio

•        Will be able to demonstrate project effectiveness

•        Assist the region in adapting to effects of climate change or mitigating effects

•        Directly address a critical water supply or water quality need of a DAC or Tribal interest, and / or address an environmental justice issue

Project prioritization process and results review:

The prioritized project list will be posted to the Santa Cruz IRWM website and sent to all projects sponsors for review and comment. To be clear, this project solicitation is for the purposes of integrating projects into the Santa Cruz Integrated Regional Water Management Plan; it is not for the purpose of applying to the State for IRWM grant funds at this time. We anticipate that the Department of Water Resources (DWR) will solicit applications for the IRWM Implementation grant (Round 3) in the fall of 2014. Submitting the projects to be included in the IRWM Plan will make them eligible for future consideration for the Round 3 grant funds.

When are project submittals due:

All project applications are due by 5:00 PM Friday, March 14, 2014. We strongly encourage applicants to use the on-line form, however if you do not have internet access to the online form, you can email a completed Word document or mail / deliver one hard copy of your application to:
