17. So far, this propaganda seems to be very effective, but it relies on the idea of war. The enemy must always be bad, the enemy must continually hatch new plots to destroy Russia that must be stopped by the leader.
18. Putin’s own popularity and this unity in general ultimately depends on the constant threat of war. He cannot stop the war propaganda, even if war is bad for Russia and the world.
