2024-05-08 DAB4 Notes
- I joined the meeting 20 minutes late due to a change in previous meeting time of 6:30pm.
- Wi-Fi was not available at the public library where the meeting occurred due to a recent cybersecurity incident.
- Due to that incident, the Virtual Meeting Options of Zoom and Facebook Live streaming were not available as they normally would have been.
- Unlike gMail, Google Docs prohibits offline editing with the error "Trying to connect…", so the provided Documenters template that was open, was unusable.
- Because my "Pre-research" included an offline copy of the following Agendas and Board Roster, I was able to determine most of the speakers names
New Business item #7 "Preliminary Budget Overview" was moved to #1 due to a schedule conflict by the presenter
Staff Reports
#2 Wichita Police Department
- Presented by Ofc. Mariah McCrea; Sgt. Tricia Tiede, and Ofc. Fongvilay 'Fong' Phommachanh
- The officers asked that residents please put locks on your sheds to reduce burglaries.
- A neighborhood watch for a frequently victimized trailer park is being created on the NextDoor app.
- Larceny from autos have increased; Hide all items & lock your car.
- Officers are being more proactive with frequently victimized hotel and motel parking lots on West Kellogg.
- Pawnee Prairie Park will be getting a security system.
- The Wichita Police Department are still shorthanded and response times for lower priority calls may be delayed
#1 Wichita Fire Department
- Presented by Captain O'Hearn from Fire Station 12. https://www.wichita.gov/509/Fire-Station-Locator (delayed after responding to an emergency call)
- Discarded cigarettes caused a fire in an apartment complex in the area.
- Captain O’Hearn answered questions from the board about backyard limb burning.

#4 Public Works & Utilities Department

- Many street repair and resurfacing projects in progress are shown on the city's Geographical Information Systems (GIS) website City of Wichita GIS (arcgis.com)
- The work to allow the Delano Path to connect to the Prairie Sunset Trail construction began last week.
- The Transit Multi-modal facility is currently out for bid.
- Several "dirt" street replacement projects are in the design phase.
- The Bicycle Master Plan is being updated. Online commenting is available at http://WichitaBicyclePlan.com.
- The new water plant construction is on schedule. Ribbon cutting is expected in early fall.

- Greg Nickel from the Wichita Race Profiling Advisory Board was scheduled to speak about the Fraternal Order of Police (FOP) Contract, but was not present.

#8 Housing and Community Services Department. Consolidated Plan / Annual Action Plan

- Board members received an electronic recording of a 45 minute presentation about the Consolidated Planning Process and the “Affordable Housing Fund Program Plan” shared at April's DAB2
- They recently received their annual federal funding allocation
- Community Development Block Grants (CDBG; 2.9MM 0.2% decrease)
- HOMEownership grants (1.4MM; 18% decrease)
- Emergency Solutions Grants (ESG; 3% increase)
- The full draft plan will be available on the city website after recovery from the cybersecurity incident.
#9 ZON2024-00018
- Presented by Associate Planner, Christina Reith https://www.wichita.gov/directory.aspx?EID=217
- A Zone Change was requested from SF-5 Single-Family Residential to TF-3 Two-Family Residential.
- In 2023, annexed from a rural area of the county; no water, sewer, or stormwater services yet.
- One written public comment was submitted.
- Planning staff recommended the request be approved.
- The request went to MAPC (Metropolitan Area Planning Commission) on 4/25 who approved unanimously; the policy is that signs should have been posted 13 days prior.
- John Whitmer moved to approve; this was seconded.
- Public comment: Debra McLure said the planning staff report is a little misleading because they didn't update the distances to nearby properties from the last time this was presented. Mobile Land Records indicate this may be better suited for rural use. She feels this area is becoming saturated with 62 duplexes, 17 quadplexes, and 130 single family homes in two new developments. Since 2020, Haysville's growth rate is only 0.5%.
- The policy was approved 6 to 1 by show of hands.
#10 ZON2024-00019
- Presented by Christina Reith.
- Zone Change request from SF-5 Single-Family Residential to TF-3 Two-Family Residential.
- In 2023, annexed from a rural area of the county; no water, sewer, or stormwater services yet.
- No written public comments were submitted.
- Planning staff recommended the request be approved.
- Went to MAPC (Metropolitan Area Planning Commission) on 4/25 who approved unanimously 12-0 on consent agenda.
- John Whitmer moved to approve; it was seconded by Harry Willis.
- The policy was approved 6 to 1 by show of hands.
#11 CUP2024-00011 and ZON2024-00020
- Presented by Christina Reith.
- Zone Change request from SF-5 Single-Family Residential to LC (Limited Commercial) and to create the Yellowstone Commercial CUP
- Twelve parcels in total: 1 and 2 would be large and interior, anticipated with allowed LC uses without taverns, sexually oriented businesses, etc. Parcels 3-12 will be around the perimeter.
- Non-conforming due to 25' vs. 30' minimum setback
- All parcels except 3 & 12 (adjacent the collector street) will be allowed to have a modest sign.
- No written public comments were submitted.
- Planning staff recommended the request be approved with a waiver of building setback.
- Jay Cook, Agent for the applicant answered questions from the Board. What might it look like? No specific drawn plans yet. Convenience stores are expected near major intersections.
- John Whitmer moved to approve; it was seconded by Wally Bell.
- The policy was approved 7 to 0 by voice vote.
#12 PUD2024-00007
- Presented by Christina Reith.
- Zone Change request from GC (General Commercial) to PUD (Planned Unit Development).
- Currently developed as a Portable Shipping Container sales company, some of the containers are currently illegally encroaching onto an unplatted parcel.
- The site is currently paved with gravel.
- Part of the property is in the FEMA floodplain for an adjoining creek and isn't practical for development.
- Planning staff recommends changes to the application should it be approved.
- The paving used must be a dust retardant material.
- The limit is set to 35' maximum building height vs 80'.
- Screening and landscape requirements on the north and the west property lines.
- Planning staff received three public comments via phone calls that were in opposition. This was primarily due to dust concerns.
- Planning staff recommended the request be denied.
- The request will go to MAPC on 6/11.
- Matthew Tucker, Agent for the applicant, addressed comments and answered questions from the Board. Mr. Tucker requests that screening requirements not be applied to the south property line. Agent requested clarifying language about increased landscaping.
- The council member received a few comments today from neighbors.
- John Whitmer moved to approve with staff changes; this was seconded by Alex Martinez.
- Motion failed 4 to 2 by show of hands
- Discussion that GC (General Commercial) allows anything but adult entertainment. Wally Bell commented that there used to be a strip club at the location.
- Wally Bell moved to deny; this was seconded by Alan Oliver. Motion passed 4 to 3 by show of hands.
#13 ZON2024-00021
- Presented by Christina Reith
- Zone Change request from GC (General Commercial) to PUD (Planned Unit Development).
- John Whitmer moved to approve with no discussion due to the similarity and proximity to a case earlier in this meeting; this was seconded by Alex Martinez.
- Motion passed unanimously.
14 Affordable Housing Fund Neighborhood Engagement
- Council member Dalton Glasscock had seen this presentation multiple times and summarized the high points.
15 Updates, Issues, and Reports
- Comments from Council member Dalton Glasscock.
- The District 4 Donuts with Dalton informal meeting will be on Saturday, June 1st at 10:30 am at the Advanced Learning Library. WPD (Wichita Police Department) will attend to provide technology improvements information, Shot Detection, Flock cameras and new taser tech.
- The City is slowly recovering from recent malware attack. It is still early and they stated that premature, uninformed comments could hurt the investigation.
- Revisiting relocating the WPD mounted patrol to Pawnee Prairie Park.

- Wichita will host the NCAA Division I Men's Basketball tournament in March, 2025.
- Meeting adjourned at 8:26pm.
