3.14 Rue’s self chill lightning strike Berserker

This build is a fast mapper that doesn't use Headhunter and still achieves 400+ movement speed and up to 17.5 attack speed fire projectiles that will fill up the screen. It is one of the best clearing builds in 3.14 that I've seen and can be played for a reasonable price.
Mechanics:
The builds starts as a self chill character that uses the Cold conduction notable that says enemies shocked by your shits are chilled because the condition has already been satisfied when you reflect that shock back at yourself via Maligaro’s restraint it will also chill. The chill is then reversed via Winterweave turning reduced action speed into increased action speed which is a more modifier on movement speed, attack speed, cast speed and warcry speed.
In 3.13 GGG introduced trinity support which gives you 50% more elemental damage and 20 penetrations when you have max resonance. You gain resonance of the 2 types when you deal a certain elemental damage and it's the highest, for example if you hit an enemy with an attack where fire is the highest then you will gain cold and lightning resonance. In this case we split our damage on lightning strike between cold/lightning and because conversion is applied on your character to your damage stats, which have minimum and maximum values there will be enough variance in damage ranges to alternate which damage type is higher, enabling the use of Trinity support. Anomalous Trinity gives about 87% more damage which is insane.
Because we had to shock or chill we had to pick an elemental skill with some conversion because it was hard to achieve full conversion without very expensive gear. The only 2 skills that fit the criteria for mass clear was lightning strike and frost blades. Frost blades is a good skill for coverage but lacks single target damage as its only 140% weapon damage. Also being a 50% cold conversion skill the use of Hatred which is pretty much mandatory for damage reasons will scale the cold damage too high for us to use trinity properly. We ended up choosing lightning strike instead since it deals 180% weapon damage and can be balanced for trinity with about 70% phys to lightning conversion.
Because lightning strike’s projectiles do not gain damage from fortify we had to choose either staff or mace because the overlord cluster gives us fortify. Staves was the obvious choice here due to the massive number to crit nodes. Staff nodes are also in a good place to reach for Marauder.
We use the non-damaging ailments stat to increase our action speed, reduce enemy action speed and increase their damage taken via shock. Every 10% non-damaging ailments equals to 1% action speed increase for you and 1% reduced action speed and 1.5% increased damage taken for the enemy.
We chose Berserker because we had to find a way to generate rage after the chainbreaker nerf. The warbringer ascendancy point gives us 10rage per 5 power when we are under 25 rage. We then use the cry wolf notable to gain 10 minimum power and 20 rage every time we warcry. Since multistrike is such a huge support gem for damage and it doesn't work with any exerted attacks we picked generals cry because it had the shortest cooldown(4 second base) With a 2.9 second cooldown with quality and second wind you can achieve close to 70% uptime on berserk when use properly. Berserk gives 26% more attack damage , 26% more attack speed, 39% more movement speed and 24% less damage taken with the helm enchant., Aspect of carnage also gives us 40% more damage and Blitz charges gives us 40% more attack speed at the cost of some crit.
We scaled this build with increased damage, more damage, increased attack speed, increased action speed, more attack speed, critical strike chance, critical strike multiplier and increased damage taken while making efficient use of gems like Hatred and Trinity to generate a lot of damage as well as movement speed.
Defensively we finish with over 200% life on the tree, we have up to 30% action speed slow on bosses, fortify 20% less damage, berserk 24% less damage and around 25 block. We also generate endurance charges via smashing strike and can mitigate burst physical damage via Immortal call, In maps we freeze almost everything. You can actually make the character a lot more tankier if you choose to sacrifice damage for block and more life.

Weapon
Intro: Stormwall 6L: You can buy a stormheart 6L for 15c and use a 1c prophecy to get a free 6 link. The Staff is only 430-450 Pdps but it has conversion so you don't have to invest in a watchers eye for conversion and has a good amount of crit.
Mid: Cane of Kulemak with the following stats
1: increase physical damage (blind as the second stat is the best)
2: attack speed and quality (this is an attack speed multiplier, the attack speed while a rare is nearby is not)
3. Double damage > Multi while a rare is near > Crit chance > Penetration. The critical strike chance makes your damage more consistent as well as a higher chance to freeze in maps.
End: 700+ Pdps staff with crit chance and attack speed.
Weapon: Judgement, Maelstrom, Eventuality rod depending how you want to build.
Helm:
Intro: Helm with Berserk enchant, 90 life, triple resistance.
End: Warlords Helm with 90 life phys taken as fire. 70+ chaos res 35 res.
Endgame Helm Crafting : Since we have such a hard time maximizing chaos res this league this is where we are going for most of our chaos res.
Body:
Intro: Inpulsa we use this because of the unaffected by shock mod which we need to mitigate the shock that we reflect by ourselves. The armour also gives life, increased damage, increased effect of shock and explodes enemies. Overall a great armour for cheap
End: Inpulsa corrupted with 50% increased damage, +2 to projectile gems. Defensively you can get +1 to maximum resistance or 50% reduced damage from crits.
Gloves:
Intro: Rare gloves with 80 life and resistance
Mid: Rare Hunter Gloves with life, resistance and “strike skills targets a nearby enemy” Getting this mod saves you 4 points on your tree. These gloves should have an open prefix If you aren't using stormwall
End: Rare Hunter Gloves with life, resistance and “strike skills targets 2 nearby enemies” (open prefix)

Amulet:
Intro: Rare amulet: You want life, increased effect of non damaging ailments and an open prefix to craft -mana cost of skills. Other good stats include. Physical/cold/lightning damage to attacks. Critical strike multiplier. Resistances.
End: Redeemer Marble amulet with physical damage to attacks, phys as extra cold , life , crit multi, res and non-damaging ailments

Intro: Ring with life, resistance and an open prefix for - mana cost of skills
Mid: Vermillion ring with life, resistance and an open prefix for - mana cost of skills
End: Shaper Vermillion with Assassins mark life and resistance
End game assassins mark ring crafting: We use assassins mark paired with awakened hex touch 5 to get both Sin mark and elemental weakness on bosses.
Belt:
Intro: Maligaros restraint
End: Maligaros restraint with the following corruptions: Multiplier, attack speed, % life, resistances, Hatred aura effect

Atziris has good melee and proj damage and 35% chaos resistance

2: Drive the destruction or feed the fury (you need this for leech)
3: Martial prowess is the best node here but it doesn't really matter there are better nodes on your tree and you only want this node so you can save 2 points.
Crafting. Just Harvest rolling more attacks or serrated fossils here. If you get one suffix notable and overlord with an open prefix you can attempt to aug life for around a 50% chance.
