Motion was withdrawn after discussion to consult with US Lacrosse to understand what coverage we do currently have available.

Rating Report - Nate Paradis

• Congratulations to Libby Mongeon on her National rating
• Discussion on Fitness Testing as part of our preseason training…  COA is looking at implementing fitness testing as part of the rating evaluations.  Soccer does fitness training based on the college official’s fitness testing

 2015 Season:  30 adult members rated. 

Thanks to all raters and Alison for working diligently to open up rating opportunities.

General theme on ratings:

1. Most downgrades due to lack of mobility - ~40% of total rating score is under the fitness and field coverage section.

2. Many/most ratings:  

       - Too little movement in lead/trail positions when ball is moving around CSA.  Officials not working hard to get into better positions to see between the players.

       - Trail officials "ball watching" instead of actively looking for off-ball fouls.

Training Report – Steve absent

Need to address the gap between classroom and the getting onto the field.

Discussion of ideas by KSmith included the following

•    Weekly contact with trainee
•    3 games to shadow
•    Set up a possible rating on mentor’s JV game towards end of season.
•    Alison suggested we add a card for sign off when this person goes to a game to observe.  This     could go into training packet
•      Need names and emails to go to Alison

Youth Report – Dave Pelletier absent

Discussion on transition of youth umpires to adult level.  Many times these umpires don’t transition to the high school level as they go onto other pursuits.

Supervisor’s Report – Paula Libercent

•    Concern about fields and safety… St Thomas and Coe-Brown
•    1 Red card during season
•    37 officials used for tourney
•    Semi-finals all on 1 day in 3 different locations was somewhat difficult
•    Responsibility sheet for bench official is available in the US LAX manual
•    Suggestion to have semi-finals on 2 different nights so have larger pool for assigning
•     Shortage of trained 3-person members
•     JV games should follow the PP 20 min halves
•      What is protocol for extra period if it is not a full JV game …need clarification from NHIAA
•      Bullet points at annual meeting on payment schedule
•      Discussion on comments heard around state sloppiness in mechanics and professionalism
•      Discussion of an in-season meeting…soccer does this…points of emphasis to members, same message comes out from various people at locations around the state
•        Discussion of strategies to improve officiating techniques at annual meeting.
•        Consideration to create an evaluator position on the board

Assignor’s Report

•  Two issues:  Sorting out issue of out-of-state games when it becomes a conflict with our needs.  Need to set priority listing of games.
• Ask our officials to share their schedules
• Discussion of a timeline for when an official accepts an out of state game
• Discussion on official has committed to game in another state.  Contact between assignors may allow changing of this official.
