1. PURPOSE:

1.1 To maintain a minimum staffing level in both the Suppression and Communications Divisions.

2. DEFINITIONS:

2.1 Minimum Staffing - Suppression: 35 2.2 Minimum Staffing - Communications: 2 2.3 Minimum Staffing – Communications ONLY while working out of AECC (Alternate Emergency Communications Centre): 3

3. RESPONSIBILITY:

3.1 The Platoon Chief and the Assistant Platoon Chief shall ensure appropriate staffing levels are maintained for Suppression in

compliance with this policy.

3.2 The Deputy Fire Chief of Communications shall ensure appropriate staffing levels are maintained for Communications in

compliance with this policy.

3.4 The Platoon Chief or Deputy Chief of Communications shall ensure a minimum of the time requested off is accumulated in the

books.

4. PROCEDURE:

4.1 Suppression Staffing at 37 or more:

• Aerial 4 will be left at Station 4 in service but unmanned.

• In the event that A-4 is required at a scene, a full crew will be used to pick up A-4 and brought to the scene.

• All necessary equipment to be moved over from A-4 to P-4. A transfer list will be kept in the Aerial.

• If staffing is at 36, the P/C or A P/C will redeploy the one firefighter over minimum to HQ.

• Before 0800 hours, the P/C or A P/C of the affected shift shall notify Communications that Aerial 4 is out of service.

4.1.1 Personnel Placement over minimum:

• 1st over minimum to Headquarters

• 2nd over minimum to Station 2

• 3rd over minimum to Station 4

• 4th over minimum to Station 5

• 5th over minimum to Station 6

• 6th over minimum to Station 3

• 7th over minimum to Station 7

4.1.2 No extra duty in Suppression permitted at 35 except to maintain officer complement.

4.1.3 No pre-approved time off for time owing in Suppression permitted at 39.

4.1.4 Time off for time owing permitted at 39 if requested at the beginning of a duty day/night by staff in attendance at work.

4.1.5 To be granted off for time owing a minimum of the time requested must be accumulated in the books.

4.1.6 When a Fire Fighter is required extra duty, the Platoon Chief and/or Assistant Platoon Chief shall ensure all eligible off

duty Fire Fighters have been called before filling the vacancy with an extra duty Captain regardless of requests for extra duty forms submitted.

4.2 Communications Staffing

4.2.1 Two civilian dispatchers must be on duty at all times.

4.2.2 No extra duty permitted in Communications at 2.

4.2.3 No time off for time owing permitted at 2 (unless permanent shift of 2).

4.2.4 To be granted off for time owing a minimum of the time requested must be accumulated in the books.

4.3 Filling of Captain Vacancies

4.3.1 In the event of a temporary vacancy created in the Captain rank, the following order will be used to fill the vacancy:

i) On duty Captain ii) On duty Acting Captain (provided it does not drop minimum staffing into an overtime situation and an APC is

available to cover the vacancy iii) On duty Assistant Platoon Chief iv) Call in extra duty
