Texas has the highest rate of uninsured people at 24% according to Kaiser, California due to its higher population has a higher total number of uninsured people. Texas has the second-highest total number of uninsured people, with over 6 million uninsured. Whether we are last or second to last in the total number of uninsured, this state is doing a dismal job.
