Meeting of the Central Zone

The meeting was called to order. Roll call indicated that all LSCs were present.

Welcome and Introduction of Guests: Delegates were welcomed by Dave Anderson. Videos prior to the meeting from the inaugural 2013 Multi-Cultural meet in Lincolnshire, IL and the inaugural 2013 Open Water meet in Pleasant Prairie, WI.

Agenda Additions: No items were added to the agenda at this time.

Approval of Minutes and Treasurer’s Report: Minutes of the 2012 CZ meeting including the 2012 Treasurer’s report were posted in the CZ website and included in the delegates’ meeting packet. Motion was made to accept the minutes and treasurer’s report as published. Seconded.  Voting was held until the athletes were present.  Approved.

Report from Randy Julian:  Randy mentioned the success of the Open Water and Multi-Cultural meets. A Regional Clinic will be held for 160 plus coaches and assistant coaches in Minnesota two weeks after convention.

Officers’ Reports:

Zone Director: The report from the USA Swimming Board of Directors by Steve Potter and Dave Anderson was distributed in the meeting packet.

Secretary/Treasurer: The current report of the secretary/treasurer is included in the meeting packet.

Athlete Representative: Amy Schulz gave a report on athlete activities and commented that the athletes would support the senior meet if as a stepping stone between Sectionals and Juniors. Her written report was included in the meeting packet.

Reports of Appointed Officers:

Officials: Jeff Wilkins thanked CZ officials for their volunteer efforts at all the CZ sponsored meets. Report of officials’ activities was included in the meeting packet.

Records: Betty Kooy gave the records report (posted on CZ website). A total of 19 new 14 & U records were set –13 at Geneva and 6 at Topeka. One new record was set at the senior meet in Bismarck.

Disability Swimming: Kyle Smith gave the disability report which indicated that six CZ athletes participated in the IPC Swimming World Championships in Montreal, Canada August 11-17 this year.

Multi-Cultural Swimming: Pam Lowenthal thanked the CZ for supporting the idea and great participation at the inaugural Multi-Cultural meet in Lincolnshire, IL.

Open Water: Rick Walker indicated that 150 athletes attended the clinic at the inaugural CZ Open Water meet in Pleasant Prairie, WI. There were over 260 athletes who participated in the meet. The event was successful because CZ wanted it to be successful and supported it.

Championship Meet Coordinators:

Tina McCauley – for Geneva, OH – Report is in packet.

Cindy Wigness – for Open Water, Pleasant Prairie, WI and Topeka, KS – Report is in packet

Paul Thompson – for Bismarck, ND – Report is in packet. Paul thanked the coordinators for doing a great job.

Other Reports:

Age Group Development:  Tony Young gave reports for Age Group Development Committee and the IMX meets. Two IMX meets will be held in the Central Zone – Nov 8-10 at Pleasant Prairie, WI and Nov 15-17 at Indianapolis, IN. Any team or club is invited to attend – these are not just for Central Zone.

LEAP Program Updates: Jane Grosser gave the LEAP program update. LE, IL and IN have recertified for Level 1.

Mighty 2500: Arlene McDonald announced that CZ will have six LSCs participating on November 2 in Colorado Springs.

Central Zone Performance, Evaluation, and Recognition: David Anderson discussed data that he received from Larry Herr regarding Central Zone performance lagging far behind national performance in all categories that were documented. Dave is requesting financial support for three small groups/task forces to focus on improvement trajectory and see progressions, look at youngest stars and see performances, and look at recognition for the young performing stars.

Section Reports:

Section 1 –No Report

Section 3 –Dates for 2014 March 27-30, IUPUI; July 21-24, Miami of Ohio

Region 8 –Paul Thompson – data is in report; Sectional Time Standards was a good meeting.

Technical Rules Meeting: Steve Potter reported that it was a useful session and an opportunity to deal with burning issues. The Open Water issue of club or LSC attendance came up. It will remain an LSC event with a clinic prior to the meet.  Awards will remain with the host allowing for a creative opportunity to showcase their event. Other issues discussed included sectional issues, the dues increase and the Zone Boards of Review.

Championship Meet Evaluation Committee: Committee will meet immediately following this meeting and will be chaired by Tina McCauley and Paul Thompson. LSCs were urged to send representation.

2014 Site Selection Bid Presentations:

Bids for 2014 Senior States Meet: 

        Bid awarded in 2012 to the University of Minnesota; dates requested to be changed to August 1-3, 2014.
        
Motion was made to proceed with the meet as planned. Seconded. Approved.  Request was made for
        fresh ideas and perhaps a different format. Steve Potter will form a task force to spark interest.

Bids for 2014 14 & Under Meet: 

        Bid from Geneva OH SPIRE accepted in 2012 for August 1-3, 2014

        Bid from Extreme Aquatic Team, Oklahoma City OK at OKCCC for 2014 – presentation from city was made. Motion to accept Oklahoma City as the second site.  Seconded. Accepted.

Bids for 2014 Multi-Cultural Camp:

        Bid awarded to Pleasant Prairie, WI in 2012. Dates for camp are requested to be June 5-8, 2014. Motion 
        to accept requested dates.
Seconded. Accepted.

Bids for 2014 Open Water Championship:

        Bid from Pleasant Prairie, WI June 12-13 with camp

        Bid from Bethel, OH presented by Chip Carrigan for June 25

        Voting for site indicated choice of Pleasant Prairie, WI with the June 12-13 dates.

Short presentations by Bruce Stratton regarding items for legislation including the dues increase and the Safe Sport legislation regarding adult relationships (mandatory) and by Chuck Wielgus on long term planning for USAS.

Bids for 2015 14 & Under Meets:

        Bid from Topeka, KS for July 31 – August 2, 2015.

        Motion to accept bid. Seconded. Approved.

        Bid for second site will be solicited for 2015. Interest was expressed by Minnesota for 2015.

Bids for 2015 Multi-Cultural Meet:

        Bid from the ORCAS of Rochester, MN for weekend of June 20 or June 27

        Bid from Brownsburg, IN for July 11-12

        Voting for site indicated choice of Rochester, MN.  Motion to go the weekend of June 20
made,
seconded and accepted.

Bids for 2015 Open Water Meet:

        Bid from Bethel, OH.

        Motion was made to table until 2014 Convention for receipt of additional bids. Seconded. Approved.

Bids for 2015 Senior Central States Meet:

        Motion was made to table selection of site for meet until 2014 Convention. Seconded. Approved.        

Site Selection for 2014: Damon Robertson will head the site selection (determining which LSCs attend which 14 & U meet in 2014). Committee included Blake Waddell, SD, Kyle Smith, IN, Brent Boock, WI, Amy Shulz, Athlete and Damon Robertson, chair.

Nominations for Coach Zone Director position:  Nominated for position is David Anderson, WI. Motion was made to elect by acclamation. Seconded. Approved.

Request to speak by George Schluter, MV regarding R-9 – speaking against the Zone BOR concept.

Motion to Adjourn (9:50 pm). Seconded.

Roll call indicated all LSCs were present.

Introductions of Guests: Marcie Callan, Eastern Zone Coach Director, introduced Marcus Titus from the Deaf Swim Organization, a national team member, who is advocating for the Deaf Swim Association. CZ will put a link on the CZ site to the U.S. Deaf Swimming website.

Report of the Site Selection Committee: Damon Robertson announced the attendance sites for 2014 – OH/SPIRE – IN, IL, LE, MI, OH;    OK/EAT – AR, IA, MN, MW, MV, ND, OK, OZ, SD, WI

Recommendations regarding Legislation from the Championship Meet Evaluation Committee: Tina McCauley presented the legislative packet.

CZ R-1 Addition of Time Trials to the 14 & U meet forma.. Motion to accept. Seconded. Defeated.

CZ R-2 Establish clear bidding process for all Central Zone sponsored meet. Motion to add to II.1 Two long course age group meets, one senior long course meet, open water meet and multi-cultural diversity meet shall be scheduled. Seconded. Accepted.

Thanks was expressed to representatives of the Central Zone who hosted outstanding Championship events this past year (see below).

Motion was made to adjourn. Seconded.

Rationale:    To allow swimmers the opportunity for another swim especially with time final events.

Current:          G. No time trials will be offered at the age group meets.

Proposed:         G. No Ttime trials may be offered at the discretion of the meet referee and meet director at the age group meets for 11-14 at the end of each prelim session. A swimmer cannot exceed the daily maximum number of individual events for each day.  A fee of $5.00 per time trial. A swimmer must be entered in the meet to enter the time trials.
