Property owners must opt-in to the program by submitting a Right of Entry (ROE) form. The form provides consent for debris removal teams to access a property.

ELLEN KAUFMAN WOLF (12/7/18): Lenders may require you to sign a form called “Intent to Rebuild” which begins the process to put the funds from your building insurance into an escrow account to be released as rebuilding progresses. There may be certain potential downsides of signing that form if there is any chance you won’t rebuild or pay off the loan if/when you decide not to rebuild. For those (the vast majority) who will rebuild and use a lender escrow for the insurance proceeds, you eventually need to find out the process of just how the funds will be released (and whether to the contractor or you) as rebuilding progresses. The devil is in the details. You may unfortunately need additional loans to rebuild.
