1. Governed and Supervised By:

  1. The Morgan County Baseball League (MCBL) shall be governed and supervised by the Board of Directors consisting of seven (7) Community Representatives and three (3) elected Officer Positions. The Community Representatives are as follows: Cotaco, Danville, Falkville, Lacey’s Spring, Priceville, West Morgan and Union Hill. The Community Representatives are elected by each Community's bylaws. The Officer Positions are as follows: President, Vice President and Secretary. The President, Vice President and Secretary of The Morgan County Baseball League shall be elected by a majority vote of the Community Representatives. The President shall be elected in odd numbered years. The Vice President and Secretary shall be elected in even numbered years. The Community Representatives are the only members with voting rights. A Community Representative has the option for a proxy vote but must inform The Officers before a meeting takes place. The Officers do not have voting power.

  2. The proper communication channels are as follows: Community citizens contact their baseball representative; the baseball representative will contact the MCBL Officers; the MCBL Officers will handle communications with Morgan County Park and Rec.

  1. Officers 

  1. The Officers shall consist of a President, Vice President and Secretary.

  2. The President shall:

  1. Conduct business lawfully, professionally and in accordance with the subject bylaws of this League.

  2. See that the League adheres to the rules, regulations and policies as set forth in the League's bylaws and in other referenced documents as County and Park rules.

  3. Preside at all meetings.

  4. Bring any decision regarding league structure or league issues to the Board for consideration/vote.

  5. Cannot be a Community Representative.

  1. The Vice President shall:

  1. Assist the President in all duties described above.

  2. Act as President in the absence of the President.

  3. Assume the role of President if the President is no longer able to perform his or her duties.

  1. The Secretary shall:

  1. Contact all Board of Directors and notify them of meetings.

  2. Record, maintain and publish the minutes of all meetings.

  3. Maintain an active list of Board of Directors and committee directors contact information.

  4. Assist with filings to league national affiliation.

  5. Maintain active rosters, birth certificates and legacy players.

  1. Committee Directors

  1. The Committee Directors shall consist of The Umpire Director and The Morgan County Park and Recreation Director.

  2. Committee Directors will be selected by the Board of Director Officers.

  3. The Umpire Director shall:

  1. Represent the interest of Umpires at all meetings.

  2. Ensure all umpires are certified per USSSA Baseball Rules.

  1. Year 1 (2022) umpires will be trained under The Umpire Director and are not required full USSSA Baseball certification.

  1. Advises Officers during a game protest.

  2. May schedule umpires for games.

  1. The Morgan County Park and Recreation Director shall:

  1. Represent the interest of Morgan County Park and Recreation at all meetings.

  1. Members and Player Eligibility

  1. The members of The Morgan County Baseball League shall attend a Morgan County School or live within a Morgan County School Community to be able to participate. Any variation to this rule would require a two-third vote by the Board of Directors.

  1. Board Meetings

  1. A meeting of the Board of Directors shall be conducted as follows: 

  1. Nominating and Voting in Officers; Rules meeting in July.

  2. November Business Meeting

  3. December Business Meeting

  4. Additional meetings may be called by the President, or upon request of at least three members of the Board of Directors.

  1. Two-Thirds of the Board of Directors present shall constitute a quorum at any meeting and the majority vote of those present shall govern except when the community representatives need community feedback; At that time, an electronic vote is acceptable and must take place 1 week from the original meeting. Unless otherwise determined by the President, the order of business at regular meetings shall be:

  1. Ascertain a Quorum

  2. Call to Order

  3. Reading or presentation of previous meeting minutes and action thereon

  4. Old Business

  5. New Business

  6. Director’s Reports

  7. Other Business

  8. Adjournment

  1. Changes in order of business or dispensing with any item may be made by request and approval of the President.

  1. Parent Code of Conduct

  1. We, the Morgan County Baseball Board of Directors, have implemented the following Parent Code of Conduct for the important message that it holds about the proper role of parents in supporting the youth of our community and their child in sports.

  2. The essential elements of character building and ethics in sports are the foundations of sportsmanship and are demonstrated by the core principles of respect, responsibility, fairness, and good citizenship.

  3. As a Morgan County Baseball League Parent, I hereby pledge to provide positive support, care, and encouragement for each child participating in Morgan County Baseball League by adhering to the following code of conduct:

  1. I will encourage good sportsmanship by always demonstrating positive support.

  2. I will remember that children participate to have fun, and that the game is for youth, not adults.

  3. I will not engage in any kind of unsportsmanlike conduct with any official, coach, player or parent such as booing and taunting, refusing to shake hands, or using profane language.

  4. I will teach my child that doing one's best is more important than winning.

  5. I will respect the officials and their authority during games.

  6. I will not confront coaches or managers at any time during games.

  7. I will refrain from coaching my child or other players during games.

  8. Alcoholic beverages are prohibited.

  1. I also agree that if I fail to abide by the rules and guidelines, I will be subject to disciplinary action levied by the Morgan County Baseball Board of Directors that could include, but is not limited to the following:

  1. Verbal Warning

  2. Written Warning

  3. Parental suspension for games

  4. Parental season suspension

  5. Parental removal from all league activities

  1. The Morgan County Baseball League Officers retain the sole authority to determine what, if any, disciplinary action is appropriate for any conduct infraction.

  1. Volunteer Code of Conduct - (Agreed to when registering as a volunteer for The Morgan County Baseball)

  1. Youth sports programs play an important role in promoting the physical, social, and emotional development of children.  As managers and coaches in The Morgan County Baseball League you should be models of good sportsmanship and behavior for your child and all children in the community including participants and spectators alike.

  2. The Morgan County Board of Directors ask that you pledge to be responsible for your words and actions while coaching, officiating, and participating in The Morgan County Baseball League events, and that you conform your behavior to the following Code of Conduct:

  1. Remember that I am a youth sports coach/volunteer and that the game is for children, not adults.

  2. Place the emotional and physical well-being of my players ahead of my own desire to win.

  3. Understand that the objective of The Morgan County Baseball is to promote the ideals of good sportsmanship, respect for authority and team building.

  4. Strive to help my players become happy, well-adjusted children who will evolve into good citizens.

  5. Treat each player as an individual, realizing the large range of development for the same age group.

  6. Realize that statistics and win/loss percentages are minor in comparison to whether a player has a positive, enriching experience.

  7. Lead by example in demonstrating fair play and good sportsmanship.

  8. Notify the spectators that they are responsible for abiding by the Code of Conduct, an integral part of The Morgan County Baseball League and a player registration requirement.

  9. With the assistance of a team parent, handle all administrative requirements of the team.

  10. Spend the time necessary with my team at practices and games and do my best to organize play that is fun and challenging for all players.

  11. Do my best to provide a safe playing environment, free of drugs, alcohol and tobacco.

  12. Review and practice the basic first aid principles needed to treat injured players.

  13. Learn the official The Morgan County Baseball League regulations. Teach these rules to the players and enforce them with the parents.

  14. Be responsible for the proper use of all assigned facilities.

  15. Understand that the Board of Directors is committed to assisting coaches/volunteers while running a program based on what is best for all participants.

  1. Understand that any of the following actions, while in the presence of players, will result in disciplinary action by the Board of Directors up to and including removal as Coach (or Assistant Coach)/volunteer of your team:

  1. Display of poor sportsmanship or disrespectful behavior, including arguing or baiting the umpire 

  2. Loss of temper and/or self-control

  3. Demonstrating an obvious lack of integrity by intentional manipulation of the rules

  4. Playing children less than the minimum play requirements

  5. Use of bad language, including derogatory remarks made toward players, umpires, or other adults

  6. Allowing players to trash talk opponents, umpires, or spectators

  7. Use of alcohol, drugs, or tobacco while around the team

  1. Player's responsibilities are simple; be respectful of others, be responsible, play fair, and always do your best, and always exhibit good sportsmanship.

  2. As a The Morgan County Baseball League participant I hereby pledge that I will:

  1. Encourage good sportsmanship from fellow players, coaches, officials, and parents.

  2. Be a team player and support my teammates.

  3. Work hard to improve my skills.

  4. Do my best to listen and learn from my coaches.

  5. Encourage my parents to be involved with my team in some capacity.

  6. Congratulate the other team after each game as a demonstration of sportsmanship.

  7. Refrain from using violence, unfriendly language, or insults to others.

  8. Be generous when I win and gracious when I lose.

  9. Obey the rules of the game and always work for the good of the team.

  10. Accept the decisions of the officials with grace and never challenge or question calls.  Refrain from challenging or questioning on-field calls by officials and/or managers and coaches.

  11. Conduct myself with honor and dignity.

  12. Applaud the efforts of my teammates and opponents.

  1. I also agree that if I fail to abide by the rules and guidelines, I will be subject to disciplinary action levied by the Morgan County Baseball League Board of Directors that could include but is not limited to the following:

  3. Player suspension for games

  4. Player suspension for season including postseason

  5. Player being expelled from the league

  1. The Morgan County Baseball League Board Officers retain the sole authority to determine what, if any, disciplinary action is appropriate for any conduct infraction.

  1. Playing Rules

  1. The Morgan County Baseball League utilizes the latest USSSA REC BASEBALL RULES, unless otherwise stated in the latest bylaws.

  2. USSSA Baseball sanction fees to be paid by member communities.

  1. 4U T-ball - 4U T-ball is meant to be an informal, instructional league.

  1. No official score will be kept

  2. All players in attendance will be placed in the field for defense (no players sit out)

  3. Entire lineup will bat regardless of the number of outs. If an out is made on a player, said player will go to the bench but the team will continue to bat until the last player in the lineup has batted.

  4. Two full innings will be completed to equal a full game.

  5. The game ball will be a level 5 Soft Core (brand unspecific).

  6. Post-season play is optional.

  1. 6U Baseball (Coach Pitch)

  1. The game length will be 1 hour 15 minutes.

  2. You must bat in a continuous lineup and will have free defensive substitutions.

  3. A batter will be allowed a total of 4 pitches per at bat, on the 4th pitch there is an option to place the ball on a tee rather than a pitch. A foul on the 4th pitch, batter gets another pitch and will continue to bat until out is made or base is reached.

  1. If a batter uses the option to hit off a tee, they are limited to a single base (no doubles, triples or home runs).

  2. If a runner is on base when a tee is used, the runner can only advance one base, at their own risk.

  3. If a batter is using a tee on a 4th pitch and the player hits the tee-stand, or the ball is foul, this will be declared an out.

  1. There will be a 20ft foul arch from the center of home plate for tee options. (2025)

  1. For local league play, there will be no foul arch for pitches from the coach.

  2. Catchers may play standing near the backstop, while wearing a batting helmet with facemask.

  1. If playing in the “traditional” catcher position, full gear must be worn.

  1. One defensive coach is allowed behind the plate to aid in ing balls for pace of play.

  2. Two defensive coaches are allowed in the outfield grass to assist in positioning but must remain in foul territory once play starts.

  3. Base lengths will be 60 feet. (2025)

  4. Pitching circle will be a 10 feet diameter circle, centered 33 feet from home plate.

  5. Base runners may advance, at their own risk, until a fielder has control of the ball in front of the lead runner. At that point, time will be called by the umpire and runners will be placed according to their position in the base path.

  1. 8U Baseball

  1. The game length will be 1 hour 30 minutes.

  2. Base lengths will be 60 feet.

  3. You must bat a continuous lineup and will have free defensive substitutions.

  4. Base runners may advance, at their own risk, until a fielder has control of the ball in front of the lead runner. At that point, time will be called by the umpire and runners will be placed according to their position in the base path.

  5. For local league play, there will be no foul arch for pitches from the coach.

  1. 10U Baseball

  1. The game length will be 1 hour 30 minutes.

  2. Base lengths will be 65 feet.

  3. You must bat a continuous lineup and will have free defensive substitutions.

  4. Pitch Count Limitations

  1. The pitcher shall not throw more than 75 pitches in a game or in a calendar day. Exception: If the pitcher reaches the daily pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.

  2. A pitcher shall be allowed to pitch in two or more games on the same calendar day provided he/she does not throw more than 30 cumulative pitches in the previous game or games on the same calendar day.

  3. All pitchers must adhere to the following pitch count rest requirements before pitching in another game:

  1. No Rest: 1-30

  2. 1 Calendar Day Rest: 31-45

  3. 2 Calendar Day Rest: 46-65

  4. 3 Calendar Day Rest: 66+

  5. There are no exceptions to the rest period pitch count thresholds.

  6. NOTE: These pitching rest requirements are based on the number of pitches a player throws in a calendar day. If for any reason, a game ends after midnight, the pitches thrown in the game will be charged to the previous day. The pitcher begins his rest requirement when his total pitch count for the calendar day exceeds 30 pitches.

  7. SUSPENDED GAMES - In a game suspended by darkness, weather, or other causes and resumed on a following calendar day, the pitcher of record at the time the game was suspended may continue to pitch provided he/she had delivered 30 or less pitches on the calendar day the game was suspended. If the pitcher is eligible to  to the mound when the game is resumed, the pitcher’s game pitch count limit will carry over, but the daily pitch count limit will be reset to zero.

  8. A pitcher removed from the mound for any reason shall not  to the mound to pitch during the same game.

  1. 12U Baseball

  1. The game length will be 1 hour 30 minutes.

  2. You must bat a continuous lineup and will have free defensive substitutions.

  3. Pitch Count Limitations

  1. The pitcher shall not throw more than 85 pitches in a game or in a calendar day. Exception: If the pitcher reaches the daily pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.

  2. A pitcher shall be allowed to pitch in two or more games on the same calendar day provided he/she does not throw more than 30 cumulative pitches in the previous game or games on the same calendar day.

  3. All pitchers must adhere to the following pitch count rest requirements before pitching in another game:

  1. No Rest: 1-30

  2. 1 Calendar Day Rest: 31-45

  3. 2 Calendar Day Rest: 46-65

  4. 3 Calendar Day Rest: 66+

  1. Drafting Rules and Legacy Players

  1. The draft will be overseen, and rules enforced by each local community board officers.

  2. All player vacancies will be filled by the draft which will be under the direction of the League Officers The draft will continue until there are no players remaining in the draft pool.

  3. The draft order shall be determined randomly by coin flip if there are only 2 coaches, or by a blind draw of numbers if there are 3 or more coaches. A blind draw shall consist of the numbers 1 through 10 written on small pieces of paper, folded so the number is not visible, and placed in a hat. Each Manager will then blindly obtain an unknown number from the hat. The order of the draft will start with the Manager with the lowest number and will end with the Manager that drew the highest number.

  4. Draft Procedure - The following procedure shall be followed by all communities. This procedure will set the pre-draft baseline prior to the official draft. (2024)

  1. Manager can have no more than 5 players on his/her roster going into the official draft.

  2. Manager can have no more than 3 “Legacy” players

  3. For a manager to have “Legacy” players, the manager shall be a ing manager from the immediate previous season.
  4. Assistant coaches that previously coached as a manager will not receive “legacy” players.
  5. “Legacy” player played for said manager the previous season
  6. Additional assistant coaches cannot be used to fill pre-draft options.
  7. Pre-draft examples:
  1. Manager, Assistant, 3 “Legacy” Players (5)
  2. Manager, 3 “Legacy” Players (4)
  3. Assistant, 3 “Legacy” Players (4)
  1. Any coach who is new and did not have a team the previous year will be able to have the first choice of eligible players until all coaches have an equal number of players before going to Round 4. If there is more than 1 coach who is new. A draft order based on the guidelines stated in Section 2 until all coaches have equal players before going to Round 4.
  2. Sibling Policy - Once a player with a sibling is drafted, the undrafted sibling will be immediately placed on that same team, if they desire to play together. If they do not prefer playing on the same team, siblings will be selected as though they were unrelated players. Siblings of players must be announced prior to the draft and a mutual determination made by the managers present as to the equitable round for the selection of the second son. Siblings will require forfeiture of a later round selection. For example, if the first sibling is chosen in round 2, the manager will be required to select the second sibling in round 8, should it be determined that the second sibling is of talent equal to players in the 8th round. If a player with a sibling is selected as a Legacy Option, a manager will be limited to the use of Legacy Options in the 2nd round only – the ability to use a Legacy Option in the 3rd round will be forfeited with the pick of the first sibling.
  1. Releasing Players to other Parks
  1. Players must play with their local community baseball team unless released in writing and/or electronic approval in the league's GroupMe.  “Local Community” refers to the school boundaries in which they live and/or attend school. (Example - If someone lives in Somerville and they are zoned to go to Cotaco. Then they would need to play for Cotaco’s Community League.) The current year’s league President must sign the release. If a community does not offer a team in a specific age group, then those players…who have signed up with their local community… may then go play in another community, but they are not eligible to play elsewhere until the local community has determined they do not have enough to field a team.
  1. Managers/Coaches
  1. Managers/Coaches are required to pass a background check and any training directed by the Board of Directors or Morgan County Park and Recreation.
  1. Practice Limitations
  1. No practice session will last for more than two (2) hours unless practice games with out-of-town competition is involved; then a maximum of two (2) six inning games will be allowed.
  2. There will be no more than one (1) practice session per day.
  3. There will be no mandatory Wednesday or Sunday practice. MCPR will not consider such practices as official and make no special considerations. Fields would be available on a first come, first serve basis.
  4. The official season beginning date is the date of the first practice and the season ending date for each team is the date of their last regularly scheduled season game or tournament game.
  5. These practice limitations apply to pre-season, regular season and county tournament practices (Not All Stars).
  6. ALL-STARS: All practices will be limited to three (3) hours per session, unless practice games without out-of-town teams are involved, then a maximum of two (2) six (6) inning games will be allowed.
  1. Schedules, Make-up Games & Curfew
  1. No games are to be scheduled on Wednesday night or at any time on Sunday without the approval of the Board of Director Officers.
  2. Curfew shall be as follows: 10 & younger, 10PM; Other age groups 10:30PM.
  3. In the event a game is called due to curfew, the game will follow USSSA Baseball rule 7.03.C.
  4. For a tied game on school nights (Mon – Thurs) the 1st game ONLY, one extra inning will be allowed.  If at the end of that extra inning, the game is still tied, the game will end in a tie. The game completion will be scheduled only if it makes a difference in the standings.
  5. No game will be rescheduled without the approval of MCPR. As a rule, the only games rescheduled will be due to a school or church functions, death of an immediate family member directly affecting the team, and on a case-by-case basis due to extreme hardships. If you have 10 players remaining, you cannot cancel for these functions.
  6. Rescheduling games are to be made up on the next open date and time slot or as determined by the MCPR after consulting with the Umpire-in-Chief and the Community Reps involved. It will be attempted to reschedule in the same order as originally scheduled unless the League Board of Director Officers approves special arrangements.
  7. No games are to be scheduled on Wednesday night or at any time on Sunday without the approval of the Board of Director Officers.
  8. Curfew shall be as follows: 10 & younger, 10PM; Other age groups 10:30PM.

  1. The Morgan County Baseball League End of Season Tournament

  1. The current format for the End of Season Tournament is a single elimination.

  2. Seeding for bracket play shall be per the metrics below:

  1. Within Division Won/Loss Record—If teams have the same Within Division Won/Loss Records, then compare:

  2. Head-to-Head Match-up Record—If teams have the same Within Division and Head- to-Head Won/Loss Records, then:

  3. Runs Allowed Head-to-Head - If teams have the same Within Division Record, Head- to-Head Record, and Runs Allowed Head-to-Head, then:

  4. Runs Allowed Within Division

  5. The highest seeded team will be the home team throughout the tournament.

  1. The winner of each Division County Tournament will play one winner-take-all championship game.

  2. The tournament pitching rules follow regular season guidelines but reduces the calendar days rest by 1 day.

  3. The tournament host for each division will be decided by a blind draw.

  1. League Structure

  1. The league structure below shall be determined by the Board of Directors:

  1. Number of leagues.

  2. Number of divisions and team split.

  1. All-Star Selections

  1. The all-star divisions will be as follows:

  1. Cotaco, Lacey’s Spring and Union Hill

  2. Danville, Falkville, West Morgan, and Caddo

  3. Priceville

  1. One month before the season ends, the leading division head coach will be given first choice to coach the all-star team. If they decline, then the second-place team will be given second choice (and so on…).

  2. Twelve (12) players shall be chosen for each All-Star team.

  3. The head coach will select their team as they see fit.

  1. Miscellaneous

  1. A team must have less than 11 players before submitting a request for an additional player. A team may add up to 11 players with permission from the league officers.

  2. Any players added after May 1st are not eligible to be pitchers or catchers during the county tournament.

  3. A team may not add an additional player to the roster if the Morgan County Tournaments have started, unless the team is in a situation where it will have to forfeit.

  4. Registration form must be turned in to the board member prior to taking the field.  If the Registration form/and or birth certificate is not in possession of a board member before the start of the game, the player will be considered ineligible. If the manager plays a player that is ineligible, disciplinary action could result based on the rules governing playing illegal players.

  5. If a player moves into the community, then he may be added to the roster after the deadline

  6. Protests will be settled by the League Officers. Protest money will be awarded to the opposing team’s park if the protest is upheld. The Protest fee is $100. Protest will follow RULE 16.00 (PROTESTS) in the USSSA REC BASEBALL RULES.

  7. No bat person is allowed other than a team member.

  8. In 8u,10u, and 12u play, if a player is willing and able, they must not sit out more than 2 consecutive innings. Penalty for violations will result in forfeit. Protest of violation must be made before the end of the game.

  9. The minimum number of players required to start each game shall be 8 for all age groups. If the minimum number of players are not present by the expiration of the grace period, that team will forfeit.

  10. If a child is injured and blood is showing on the child or his clothing, the clothes must be changed, and all blood removed from the child before he can  to the game. 5 minutes is allowed for this. The child can play the remainder of the game in street clothes (T-shirt, jeans, sweatpants) if a uniform is not available.

  11. No noise makers of any kind will be allowed during game play. Ex: Pitcher on rubber / Batter in Box

  12. Each team is responsible for cleaning out their dugout after each game.

  13. Anything that is not covered must go before the League Board of Directors.

  14. All divisions may earn a maximum of 7 runs per team per inning unless extra runs are a result of an over the fence home run.

  15. If a coach, player, or spectator is ejected from a game, they are automatically suspended for the next game (they are not allowed to attend as a spectator.). If a coach, or player is ejected for the second time in a season, they are suspended for the remainder of the season (reference Article 7.04).

  16. Teams may play an official game with an eight (8) player line-up. If a team plays with an eight (8) player line-up, an out will not  be declared for the ninth (9th) position in the batting line-up each turn at bat.   1. The by-laws, or any section thereof, may be amended or repealed by a two-thirds vote of the Board of Directors present at any meeting; provided that written notice of such proposed changes over the signature of the Secretary shall be made available to each member of the Board of Directors prior to the meeting at which such proposed change shall be submitted to vote.

  • 10u - The pitcher shall not throw more than 75 pitches in a game or in a calendar day unless the pitcher reaches the daily pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.
  • 12u - The pitcher shall not throw more than 85 pitches in a game or in a calendar day unless the pitcher reaches the daily pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.
  • The pitcher begins his rest requirement when his total pitch count for the calendar day exceeds 30 pitches.
