Denial of Service Policy
Termination/Denial of Services for our Housing Programs:
Initial Application Denial
Applicants who are denied will be notified in writing or verbally as to why they were denied and their right to follow the grievance procedure. A copy will be filed along with the denied application. Applicants may appeal any denial with a written appeal letter and/or other letters from community supporters (documentation for completed courses that support the appeal may be required).
Applicants for KHOC housing may be denied/terminated from the program for one or more of the following reasons:
- Applicant is not income eligible (example: applicant exceeds qualifying income amount)
- Failure to provide verifiable evidence of eligibility, including proof of homelessness
- Failure to meet deadline for application process and/or failure to stay in contact with assigned staff
- Harassment or intimidation of staff
- Demonstrated inability to live in a diverse community (example: applicant displays prejudiced and intolerant behavior)
- Applicant is unable to comply with terms of the rental agreement (example: applicant is unable to meet the level of self-sufficiency that may be required)
- Does not meet KHOC stated criminal background eligibility
- No person-to-person crimes (includes domestic violence, assaults, and sex offenses)
- No drug manufacturing
- No arson
- Applicant is a registered sex offender
- Does not meet the Bremerton Housing Authority criteria
- Does not meet past landlord/homeowner reference requirements
- Delinquent payment history
- Unsatisfactory unit condition
- Applicant does not meet other eligibility requirements based on program conditions
- Lack of communication regarding timeliness of rental payments
Applicants for Case Management Services may be denied or ended for one or more of the following reasons:
- Applicant is not homeless or housing unstable
- Applicant does not have a behavioral health condition and/or substance use disorder
- Applicant’s individual or household income is greater than 50% of Kitsap County’s median income
- Lack of communication with staff members
Termination of Participation in Housing Program
Participants in one of KHOC’s housing programs may be terminated and will be notified in writing why and their right to follow the grievance procedure. Applicants may request to have an advocate at the hearing as a reasonable accommodation.
- KHOC lease violation (non-payment of rent, moving people into the unit, etc.)
- Failure to meet Bremerton Housing Authority requirements
- Criminal activity
- Becoming over-income
- Children are removed from KHOC housing for longer than 4 months
- Completed eviction process
