Impact Aid Law Section 7004

Any LEA that claims children residing on Indian lands for the purpose of receiving funds under section 7003 must establish Indian policies and procedures (IPPs) to ensure that the LEA meets the following requirements:

• Give the tribal officials and parents of Indian children an opportunity to comment on whether Indian children participate on an equal basis with non-Indian children in the educational program and activities provided by the LEA;
• Assess the extent to which Indian children participate on an equal basis with non-Indian children served by the LEA;
• Modify, if necessary, its educational program to ensure that Indian children participate on an equal basis with non-Indian children served by the LEA;
• Disseminate relevant applications, evaluations, program plans, and information related to the educational programs of the LEA in sufficient time to allow the tribes and parents of Indian children an opportunity to review the materials and make recommendations on the needs of the Indian children and how the LEA may help those children realize the benefits of the LEA's education programs and activities;
• Gather information concerning the Indian community views education issues, including the frequency, location and time of meetings;
• Notify the Indian parents and tribes of the locations and times of meetings;
• Consult and involve tribal officials and parents of Indian children in the planning and development of the LEA's educational programs and activities; and
• Modify the IPPs, if necessary, based upon an assessment by the tribes and parents of the effectiveness of their input regarding the development and implementation of the IPPs.

• The District's goal under the Indian (Iñupiaq) Policies and Procedures [IPP] is to ensure that all Indian (Iñupiaq) children of school age have equal access to all programs, services, and activities provided by the school district.
• To this end, the North Slope Borough School District will consult with local tribal officials and parents of Indian (Iñupiaq) children in the planning and development of Indian (Iñupiaq) Policies and Procedures (IPPs), general education programs, and activities.
• These policies and procedures will be reviewed annually and revisions will be made within 90 days of the determination that requirements are not being adequately met.
• Tribal input is sought regarding the following educational programs (including, but not limited to): Title I, Part A, Title I, Part C, Title I, Part D, Title II, Part A, Title III, Part A, Title IV, Part A, Title IV, Part B, Title V, Part B subpart 2, Title VI, Part A, subpart 1, Title VII-Impact Aid programs and Johnson O'Malley.

Consultation with ICAS

• Per NSBSD Board Policy 6174.3 the North Slope Borough School District will consult with local tribal officials and parents of Indian (Iñupiaq) children in the planning and development of Indian (Iñupiaq) Policies and Procedures (IPPs), general education programs, and activities.
• The District shall provide an opportunity for the Iñupiat Community of the Arctic Slope (ICAS), the Federal Recognized Regional Tribal Government, and parents of Indian (Iñupiaq) children to provide their views on the District's educational programs and activities, including recommendations on the needs of their children and on how the District may help our children realize the benefits of the educational programs and activities.
• A summary of applications, evaluations and program planning will be prepared and will be made available to parents of Indian (Iñupiaq) children, Tribal officials, and the Iñupiat Community of the Arctic Slope (ICAS), the Federally Recognized Regional Tribal Government to provide an opportunity for meaningful consultation; and the District and School Report Cards.
• The North Slope Borough School District will annually provide a copy of the current Indian Policies and Procedures to the Iñupiat Community of the Arctic Slope by mail and/or email (hard copy and/or digitally).

• North Slope Borough School District will consult with local tribal officials and parents of Indian (Iñupiaq) children in the planning and development of Indian (Iñupiaq) Policies and Procedures (IPPs), general education programs, and activities.
• The NSBSD will notify tribes and the parents of Indian (Iñupiaq) children of the opportunity to submit comments and recommendations, considering the tribe's preference for method of communication, and Modify the method of and time for soliciting Indian (Iñupiaq) views, if necessary, to ensure the maximum participation of tribes and parents of Indian (Iñupiaq) children.

Federal Programs Parent Advisory Committee - Purpose

• NSBSD has an established committee of parents and guardians of tribal students that serves as a bridge between the tribes and the school, known as the Federal Programs Parent Advisory Committee or FPPAC.
• In addition to meet State and Federal requirements Federal Programs Parent Advisory Committee (FPPAC) ensures that the NSBSD abides by the rules and regulations of the State of Alaska Department of Education and Early Development, the US Department of Education, and the Department of Interior as they relate to grant-in-aid programs and projects.
• The Federal Programs Parent Advisory Committee members provide meaningful consultation on behalf of their tribal organizations regarding the education of Inupiaq/ Indian students. Each FPPAC member provides representation of parents of Inupiaq/ Indian students and students who are eligible to attend.
• The local School Advisory Council acknowledges the tribal relationship of FPPAC representatives and provides notification to the local tribe of their elected FPPAC member.

Do Our Tribal Students Have Equal Opportunities

• The District will annually assess the extent to which Indian (Iñupiaq) children participate on an equal basis with non-Indian (non-Iñupiaq) children in the District's education program and activities.
• The District will share relevant information related to Indian (Iñupiaq) children's participation in the District’s education program and activities with tribes and parents of Indian (Iñupiaq) children; and
• Allow tribes and parents of Indian (Iñupiaq) children the opportunity and time to review and comment on whether Indian (Iñupiaq) children participate on an equal basis with non-Indian (non-Iñupiaq) children.
• The District will disseminate the results of the assessment of Indian (Iñupiaq) participation to parents of Indian (Iñupiaq) children and tribal officials
