Oxford Neurosurgeon Supports Animal Testing for Cosmetics [March 6, 2006]

An Oxford, UK-based neurosurgeon who was one of the first scientists to publicly support the use of animals in medical research also condones their use to test cosmetics, according to reports. In an interview with the Guardian, Tipu Aziz said that people criticize cosmetics but he explained that self-beautification has been going for centuries. “If [animal testing is] proven to reduce suffering through animals tests, it's not wrong to use them,” said Aziz in the interview.

Prof Aziz has been a vocal supporter of the use of animals. He and another Oxford scientist, John Stein, a neurophysiologist, recently faced animal rights extremists to speak in favor of the building of a controversial £18m (US$31.5 million) research laboratory. According to reports, Aziz uses monkeys in Parkinson's disease research and spoke in front of several hundred people at a rally in Oxford organized by Pro-Test, a campaign group set up by supporters of animal research. The use of animals in cosmetics research was banned in the UK in 1998 and will be illegal across the EU by 2009.

FDA Proposes Labeling Rule for Color Additives [Feb. 2, 2006]

A recent announcement from the Flavor and Extract Manufacturers Association (FEMA) announced to members that on Jan. 30, 2006, the U.S. Food and Drug Administration (FDA) published a proposed rule in the Federal Register requiring the declaration of carmine and cochineal extract on the label of all food and cosmetic products containing these color additives. The proposed rule reportedly would require the labeling of bulk as well as finished products. Comments on the proposed rule are due May 1, 2006, and the rule will take effect two years from the date of publication of any final rulemaking.

According to the announcement, the FDA rejected a petition submitted in 1998 by the Center for Science in the Public Interest (CSPI) requesting the labeling of cochineal extract and carmine be of "animal (insect) origin" because the cochineal dye is made from the dried and ground female bodies of beetles (Coccus cacti). The FDA concluded the proposed labeling requirement would provide sensitized consumers sufficient information to avoid products containing these color additives. FEMA will submit comments to the FDA in support of its position. Members are encouraged to read the proposed rule and share any thoughts or concerns with FEMA.

Natura Posts 2005 Results

Natura Cosmeticos SA posted a fourth-quarter 2005 net profit of $64.23 million, up 39.2% from the same quarter of 2004. Net revenue was $340.9 million in the fourth quarter of 2005, up from $264.7. The company cited higher sales due to rising net income among Brazilians as the reason for its expanding sales and profits. For the entire year of 2005, the firm posted a net profit of $186.3 million, up 32.2% from 2004.

Inter Parfums Expands Agreement with Gap Inc.

Inter Parfums, Inc. announced an addition to its design and manufacturing agreement with Gap Inc. to include personal care products for Gap Outlet Stores and Banana Republic Factory Stores in North America.

For both Gap Outlet and Banana Republic Factory Stores, Inter Parfums is assuming responsibility for manufacturing and managing the inventory of existing product lines. At the same time, Inter Parfums is developing several new products and special gift items for both chains to supplement the current personal care offering. Inter Parfums will be responsible for product development, formula creation, packaging and manufacturing, and Gap Inc. will be responsible for marketing and selling in its stores.

Our relationship with Gap Inc. has been gaining breadth since the signing last summer,” said Jean Madar, chairman and CEO, Inter Parfums. “As we reported in November, we began transitioning component sourcing and production of existing fragrance and personal care product lines for Banana Republic and Gap stores to our suppliers and contract fillers. We are very excited that today, our role has been expanded to include outlet/factory stores.”

Inter Parfums plans to establish another dedicated marketing and product development team for the initial and future programs for Gap Outlet and Banana Republic Factory Stores. The new personal care products are scheduled to be in Gap Outlet and Banana Republic Factory Stores in time for the 2006 holiday season, and additional new products will be introduced throughout 2007.
