8 The meeting was called to order at 10:20am MST by President Barney Nye.

14 Gavin Nadeau motioned to approve President Nye’s Agenda. Rafael Orozco seconded. All voted in favor and the Agenda 15 was approved.

21 Teffany Fegler moved to approve the Regional Business meeting minutes from 2022; Gavin Nadeau seconded. Motion 22 carried.

24 Election Nominations
25 Dariana Roybal (CO) was nominated for the position of President-elect. She accepted the nomination. Phillip Coghlan 26 motioned to elect via acclamation. Theresa Radar seconded. The motion carried.

28 Lori Larson (ND) was nominated for the position of Treasurer-elect. She accepted the nomination. Derek Sporbert 29 motioned to elect via acclamation. Michael Wade seconded. The motion carried.

31 President’s Report
32 Feedback from last year’s conference in Jackson Hole shaped the 2023 conference in Park City. This conference will have 33 a focus on ASPIRE history, welcoming newcomers and providing them – and all members – with the information, 34 historical context, and support. It’s important to emphasize to our members new and old that ASPIRE is not a typical 35 professional development organization – we have world-class leadership development institutes and training 36 opportunities. The board has worked hard after the retirement of Paul &Marilyn Thayer to reshape ELDI and continue to 37 support our region’s emerging leaders.

42 2022-23 Committee Updates and Reports
43 Membership: Dawn Eckhardt reports that membership is steady; fees total $19, 575. For the year, we have 326 44 members. Colorado has 105 members, Montana 68, North Dakota 43, South Dakota 27, Utah 58, and Wyoming 24. 1 45 member is from outside the region. This includes 6 emeritus members, 8 associate members, and 2 affiliate members. 46 We have 100 first-time members and will recognize 35 members with years-of-service awards. This year, there are 19 47 celebrating 5-years, 9 celebrating 10-years, 4 celebrating 15-years, 2 celebrating 20-years, and 1 member celebrating 40- 48 years of service.

65 2022-23 Committee Updates and Reports Continued
66 Resource Development and COE Fair Share: Jami Bayles reported for COE Fair Share FY23 all states in ASPIRE exceeded 67 their Fair Share goals. Fair Share fiscal year begins July 1 and ends June 30. For Fair Share FY24, 5 of 6 states have already 68 met their 10 for 10 goal and are eligible for a COE Policy Waiver for the Legislative Conference in Washington DC 69 2024. Institutional Membership reports will continue to be sent to presidents on a monthly basis. For paid Project 70 Memberships in 2022-23, which begins September 1 and ends August 31 each year, Jami reported CO at 48%, MT 79%, 71 ND 67%, SD 55%, UT 100%, and WY 83%. Jami reminds all members of the importance of personal and institutional 72 membership – project memberships make you eligible for benefits like our valuable pre-conference workshops. 73 Membership fees and personal donations are critical to the continued success of ASPIRE as a professional organization. 74 Conference: Jennie Hall reports 180 people are registered at Park City; 25 attended pre-conference workshops. 47 75 attendees are ASPIRE first-time attendees.

77 State Reports
78 Colorado: Colorado has met their Fair Share goal. They received 2 Spraggins Grants and used funds to support TRIO Day 79 and First-Generation Day activities. Aurora also received a NASPA grant for First-Generation Day. Colorado welcomes 80 two new programs: a UBMS at CSU Fort Collins and a McNair at CSU Pueblo.

82 Montana: Montana has met their Fair Share goal. State conference went well. Sent 9 TRIO staff to Policy Seminar and 83 met with 3 of 4 representatives. Senator Tester remains a strong supporter of TRIO. Received a Spraggins Grant and put 84 it toward a Student Leadership Conference – this was attended by 32 SSS students. Montana has two notable retirees: 85 Rob Micken from UMW who founded the Student Leadership Conference and Amy Verlanic. Amy will stay involved in 86 the region via her TRIO consulting work.

88 North Dakota: North Dakota has met their Fair Share goal. ND received a NASPA grant last year at UND and put the 89 funds toward First-Generation Day celebrations. Sent 9 TRIO staff and 2 alumni to Policy Seminar; met with 2 of 3 90 representatives who offered verbal supports but no signers. ND/SD co-state was held in Aberdeen and had 51 91 attendees. ND has two notable retirees: Joan Jorde retiring after 40 years with TRIO and ASPIRE and Mary Jo Dailey after 92 21 years.

94 South Dakota: Hosted a successful co-state conference with ND – 51 attendees in Aberdeen. Sent 3 TRIO staff to Policy 95 Seminar. Excited to welcome a new McNair Program to Northern State.

97 Utah: Utah has exceeded their Fair Share goal – goal is 23 and we are already at 24. Sent 10 TRIO staff to Policy Seminar 98 and have a new signer to the TRIO Letter in Burgess Owens. Working on redesigning and creating a sustainable state 99 budget. Two notable retirees: Jonathan Morrell and Pennie Mickelson.

101 Wyoming: Wyoming has exceeded their Fair Share goal – goal is 23 and we are already at 24. Sent 3 staff members to 102 Policy Seminar and met with all 3 Wyoming representatives. WYCO conference went very well. Wyoming TRIO is 103 currently doing a TRIO postcard campaign with statewide TRIO students in preparation for TRIO Day; postcards will be 104 sent to state representatives.
