Warhammer 40,000 Rules Addendum & ITC Format Guidelines

ITC 2017 Season Quarter 1

Revisions since last publication in Red

Last Update: 4-13-17

How to Use This Document

This document comes in two parts: the ITC FAQ and the ITC Format Guidelines. The FAQ is intended to clarify and supplement the Games Workshop (GW) published material. It is written in a general manner to be applied to all Warhammer 40,000 events using the ITC format. The Format Guidelines lay out the list building guidelines for the ITC. These have been consolidated into the same document to allow for easier navigation and to assist players and tournament organizers in answering questions. You do not need to use the FAQ’s in this document in order to submit event results to ITC. Be sure to check with your Tournament Organizer(TO) for event-specific alterations or format changes.

Players should pay special attention to bullets that begin with, “For ease of tournament play, at this event...” These bullets represent the most significant clarifications and in some instances direct changes to the existing rules. In all other cases, GW published material and FAQs have priority in resolving rules disputes. If, after consulting the GW material and FAQ’s, there is still disagreement then judges will refer to this document. Further ambiguity will be resolved by a ruling from the tournament judge. In all cases, the judges’ rulings are final.

Tips for Navigation

You can use the Google Docs outline feature on the left-hand side of this document to quickly navigate to a section you are looking for. Alternatively you can hit CTRL-F (CMD-F on Mac) and type the word you are searching for to navigate there.

You can also easily download this as a PDF by clicking: File->Download as->PDF Document (.pdf) so you can access the file using PDF reader software on your computer or mobile device. This is recommended for players with limited data or access to the internet during events.

Interim Rulings

This section of the FAQ contains rulings which will stand until either GW releases FAQ’s or other supporting documents, or until it has been addressed by an ITC quarterly poll. Questions are listed in black text, and answers are in blue italic text.

Castellans of the Imperium

Does the Castellans of the Imperium allow the use of forgeworld models? Vendettas, etc.

No. You can only use the specific models listed in GSI: Fall of Cadia.

Celestine, Greyfax and Cawl can be used as an HQ for any of the Armies of the Imperium. Does this mean you can take any of them as an HQ for an Inquisitorial Detachment?

Only Greyfax can be taken as the single compulsory HQ in an inquisitorial detachment. Celestine and Cawl cannot be taken in this manner. (Typo was corrected -Editor)

Do non-Imperium factions gain access to relics when taking models such as Cawl or Celestine that unlock access to certain relics for being in your army?

No, only Armies of the Imperium models would have access to those relics.

Do units, like a Space Marine Captain on Bike, that change another units “type” still change that units type in a Castellans formation (e.g. White Scars bikes as troops?)

No.

Other Interim Rulings:

If you have the new Kairos formation that lets you reroll to seize. What happens if your opponent also has a rule that forces you to re-roll?

The two rules cancel out. Make a single seize roll.

Does the 'hunter's eye' confer ignores cover to psychic shooting attacks manifested from the unit it is in?

No

Do psychic shooting attacks count as a "shooting attack" that would trigger the warp spider's flicker jump ability? Does an overwatch count as a shooting attack that would trigger the warp spider's flicker jump ability?

Psychic shooting attacks can trigger Flicker Jump. Overwatch cannot.

Can Warp Spiders Flickerjump against Beams? Being targeted is the triggering effect for a Flicker.

Beam powers would not trigger Flickerjump.

Does an Objective Secured(obsec) unit in a non-obsec transport grant obsec to the transport? Does a single Objective Secured model in a unit confer Objective Secured onto the entire unit? For example does a Captain from a Battle Company confer Objective Secured to all 55 Fenrisian Wolves in my Wolfpack?

No. Objective Secured is not a conferred rule. The model with the rule in the unit must be within range to claim an objective.

Can wounds from the Necron Sentry Pylon be allocated to models outside the 24” range of the weapon, or is the range of the weapon considered to be 24” + 3d6” (the maximum range of the ‘line’ drawn by the weapon)?

Consider the total range of the weapon to be 24" for the start of the line to be drawn, and then add the 3D6" for the range of the line which can be placed in any direction. Any models within the 24"+3D6" range can have wounds allocated to them.

The new GW FAQ states that vehicles firing ordnance weapons are allowed to snapfire if it is not a blast or template. Does this apply to rapier laser destroyers?

The GW FAQ provides an exception for vehicles, but does not do the same for any non-vehicle ordinance. Non-vehicle ordnance weapons must follow the BRB rules and therefore cannot snap fire.

Can a Skathach Wraithknight leave combat by using its Warp Jump or by going into ongoing reserves? Is the warp jump move 12"+d6” or 18"+d6”?

Yes it may. 18+d6”.

When a Riptide Wing performs a Riptide Hailfire attack, does a Riptide firing his second shots get to boost his own BS by +1 on the second round of his shooting?

No

GW ruled that the only time the unit of horrors does not split is if the whole unit is removed via daemonic instability. Does this include instability tests with combat loss modifiers, or must it be a roll of a 12 when taking the test?

Any unit that is wiped out due to demonic instability (including losses with combat modifiers) does not split; it does not always have to be a roll of 12

How do you calculate cumulative bonuses (i.e. cover/invulnerable saves, FNP, Reanimation)?

All bonuses are added first, stopping at a 2+ (or the maximum it can reach due to modifiers or special rules), and anything beyond that is lost. Then subtract any negative modifiers.

Are Tau Signature systems considered relics and thus limited to 1 per model?

No

When a Pink Horror dies, and a unit of obsec Blue Horrors (e.g. chosen as a Troops choice from a CAD) is placed within 6", new Blue Horrors would be added to it. Given that the new models, by GW FAQ do not have obsec, but the rest do, how do we treat the unit?

The created Blue Horrors join the unit of existing Blue Horrors and are considered part of that unit for all intents and purposes.

The Corsair faction is allowed three detachment options; Combined Arms, Allied, and Fleet Raiding Company. The Corsair First Prince rule states he must be taken in a corsair detachment, and if more than one detachment is present in an army that they treat each others detachment as desperate allies.  How do these rules interact with the GW BRB FAQ rulings?

The Corsair Prince must be the Warlord, therefore he may not be taken in an allied detachment. You can't take a corsair Prince in allied detachment since he has to be warlord and warlord can't be in allied; if you take a prince anywhere else he has to be the warlord.

ITC Rulings Section

This section of the FAQ contains rulings specific to the ITC system. In ITC format, when these rulings conflict with GW rulings, these rulings (by community vote) will take precedence. This applies to the Basic Rule Book (BRB) and Codexes/Supplements.

Modeling and Painting

In order to be eligible for any prize support, all models in your army must be painted to a 3 color minimum and based. Primer counts as a color. Clear bases such as those found on skimmer models do not have to be painted and/or based.

All models are expected to be WYSIWYG to a reasonable standard. Exceptions will be made for themed units or armies.

Paint judging is done by TO’s and staff on a 0-11 scale, with 11 being masterclass, 1 being only 3 colors, and a 0 for an army that is not painted to a 3 color minimum. The player with the highest score is the winner. In the case of a tied score, judges present will cast votes to break the tie.

For Renaissance Man awards, this number is multiplied by the number of rounds played and added to accumulated mission points to determine the score. So, if a player accumulated 4, 6, and 10 mission points in a 3 round tournament, and scored a 7 on their paint score, their total Renaissance Man score would be: 41. (7*3)+4+6+10=41) The player with the highest Renaissance Man score wins this award.

Sportsmanship

Sportsmanship is handled with a Thumb’s Up, Thumbs Down format. We default games to a Thumbs Up from both players.

If your opponent was acting in an unsportsmanlike manner, which we define as being verbally abusive, physically aggressive, was more than 15 minutes late for a round, or knowingly cheated on a rule, you are free to give him or her a Thumbs Down on sports. This rule does not exist to express displeasure in a game because you didn’t like your opponent, your opponent’s army, or you had rules debates, etc.

A player that receives two or more Thumbs Down on Sportsmanship will be met with administrative action up to and including ejection from the event with no refund of the ticket cost.
