“Survivor Care Reform Resolution”[a][b]

Oregon State University has a stated commitment to “creating an equitable and inclusive campus free of all violence, harassment, and discrimination”[1];

In the past year, students have petitioned for substantive change and action on survivor care, gathering over 1,400 signatures[2],[3];

SARC is intended to be the first point of contact for survivors, and often the primary form of support for survivors;

The recent events involving former OSU President F. King Alexander demonstrate a need for greater commitment to survivor support from Oregon State University;

The resignations of Becca Williams, SARC Director, Kimberly Hack, SARC Survivor Advocate, and Sahana Prasad, CAPS Interpersonal Violence Service Coordinator, show a desperate need for further staffing and funding, as well as tangible commitment to creating a sustainable work environment;

SARC currently has only two staff members to provide services for a community of over 40,000, which includes several satellite locations throughout Oregon[4]; 

SARC in its current state is still available to provide services to students, but these services and their accessibility can always be improved;

13% of students report experiencing sexual assault, and many cases of sexual assault go unreported[5];

Other services on campus, such as CAPS, are not always alone able to meet the needs of survivors, with wait times for non-emergency appointments often ranging from weeks to months[6];

Students’ trust on these matters can only be rebuilt through direct and tangible action. Previous calls to action from faculty and CGE in the 2020-21 academic year went unaddressed;

Reforms to SARC and other student resources such as SHS and CAPS are often made without integrating student input from the affected student groups.

BE IT HEREBY RESOLVED BY THE ASOSU THAT:

  1. The Thirteenth Congress of the Associated Students of Oregon State University (ASOSU) supports University provided funding and staffing resources for the Survivor Advocacy and Resource Center (SARC) to adequately address student needs. Increased staffing for the program is strongly recommended to include the following:
  1. One Director that supports all other positions and coordinates overall operations within SARC,
  2. One Intake Coordinator for scheduling and administrative needs (data entry, reporting, grant applications, academic accommodations, etc.)
  3. One Program Coordinator that focuses on outreach and promoting greater visibility and community awareness of SARC and the services it provides. This position would also work with directors and student staff at each cultural resource center to create individualized action plans, build relationships, and focus on community-centered healing and engagement,
  4. At least three full-time Survivor Advocates, with room to grow as more students become aware of the services SARC provides,
  5. At least one Crisis Counselor (equates to the Interpersonal Violence Service Coordinator within CAPS) that offers trauma/crisis counseling specifically for survivors,
  6. One Assistant Director of Interpersonal & Gender-Based Violence Prevention (moved from the Prevention & Wellness Team that already exists on campus, to a more centralized model under SARC),
  7. One Sexual Health Coordinator (moved from the Prevention & Wellness Team that already exists on campus, to a more centralized model under SARC).

  1. The University includes at least two student representatives (one undergraduate and one graduate student) on all search committees for hiring within the Student Health Services (SHS) Department and Counseling & Psychological Services (CAPS) Department. Students employed in SHS and CAPS should be prioritized to serve on search committees, respective to the department that the University is hiring existing or new positions in. If the University cannot find student representatives to serve on a SHS or CAPS search committee, the University should reach out to the recognized student government, the Associated Students of Oregon State University (ASOSU) President for nominations or recommendations.
  2. The University maintain regular, transparent communication with ASOSU and Faculty Senate leadership regarding ongoing and planned survivor care and advocacy efforts as well as notify and consult with these groups before making structural changes to SHS and CAPS. Early notification of structural changes should include dissolution and absorption efforts, and any significant reductions or expansions that may impact how students and faculty members engage with their services.
  3. The University track community demand of SARC services via anonymized reporting. Intake numbers and demographics should be sent bi-anually to the Oregon State University (OSU) President, Vice Provost of Student Affairs, Director of Student Health Services, the Faculty Senate President, and ASOSU President.
  4. Oregon State University put forth serious efforts to work with members of ASOSU to enact changes proposed in this resolution. And demonstrate its willingness to increase staffing and funding for the Survivor Advocacy and Resource Center as student demand rises and the needs of students are more clearly established.
