Terms of the Bill
Foreigners in Volterra, as defined in section 1, are given certain privileges, but in return are required to follow both our national laws as well as any local statutes. Foreigners are expected to know our laws, and ignorance will not be accepted as a defense to any crimes committed.
- Definition of a Foreigner
- A foreigner is someone who is not a Volterran citizen, or a member of a formally allied state
- Citizens of nations we are at war with are not considered foreigners, but enemy combatants, and enjoy no privileges of any kind while in Volterra, and are subject to immediate pearling by anyone in Volterra
- Privileges of Foreigners
- Foreigners in Volterra enjoy the following privileges while in Volterran lands, as long as they follow the laws outlined in section 3 as well as any local laws.
- Foreigners may travel freely
- Foreigners may set up homes and places of commerce with permission of the local government
- Foreigners may trade freely
- Foreigners may bounty hunt only with the express permission of the Emperor
- All of the privileges outlined here may be revoked from any foreigner at will by the Emperor
- All of the privileges outlined here may be voided by the local government for the area which they control
- Foreigner Restrictions
- Foreigners in Volterra are subject to the following restrictions while they are in Volterran lands, as well as any restrictions instituted by the local government
- Foreigners may not steal
- Foreigners may not assault or murder
- Foreigners may not recruit or advertise for foreign nations
- Foreigners may not place or destroy blocks without permission from the local government
- Foreigners may not place snitch blocks without express permission from both the local government and the emperor
- Additional restrictions may be imposed by local governments
- The Emperor is given the power to implement additional restrictions on any foreigner, as well as lift any restriction, including those created by local governments, at his or her discretion
This bill will be passed into law if a 70% or more majority vote is achieved in the Chamber of Delegates, barring an imperial or senatorial veto.
