1. ELIGIBILITY

1.1 Eligible for competition under the ISSFHK Constitution, By-laws, and Standing Rules.

1.2 Team Eligibility forms must be faxed to the executive secretary, no later than 24 hours prior to the teams’ first competition. Amendments may be made by submitting another Team Eligibility form by the deadline above.

1.3 An athlete may only compete in one division.

1.4 Refer to the ISSFHK constitution regarding athlete moves between divisions.

2. TEAM COMPOSITION

2.1 Squads can be up to 22 players, however only 11 players on the field at any one time.

2.2 Seven players need to be on the field of play at the start of the game for the game to commence. Any less and the game is a walk-over (2-0)

3. LEAGUE RULES

3.1 ISSFHK U20 boys football will follow FIFA rules with the following exceptions:

* 2 x 35min halves – 5 minute half time.

* ROLLING SUBS- Managers have the right to roll their players on and off throughout the game.

4. LEAGUE FORMAT

4.1 The league will split into Div 1 and Div 2 (Pool A and B)

4.2 Single round robin for a league with 5 teams or more

5. SCORING AND CHAMPIONSHIPS

5.1 3 points for a win, 1 point for a draw and 0 points for a loss.

5.2 In the event of a tie on points decision will be made on:

  1. Head to Head games
  2. Goal difference between the tied teams.
  3. If the matches are drawn and GD between tied teams is equal, then Goals scored between tied teams.
  4. If the matches are drawn and GD between tied teams is equal, and Goals scored is equal then Goal difference between all teams in the league is the final tie breaker.

6. OFFICIALS

6.1 The home team is responsible for providing an official referee for the WHOLE game. If they are unable to provide a referee, then the home team coach will have to step in as a result. This is to aid consistency.

6.2 The referee will ultimately be responsible for calling ‘off side’. However, he may choose to appoint 2 responsible assistants to ‘run the line’. Again, this is to the discretion of the 2 coaches on the day.

7. UNIFORMS

7.1 Teams should indicate their uniform colours on the eligibility list.

7.2 Where there is a clash of colours the away (second listed) team must wear alternate colour bibs.

7.3 NO spectacles are allowed.

7.4 ALL players MUST wear shin pads/guards. No player will be allowed to take to the field without them.

8. EQUIPMENT and FACILITIES

8. 1 It is the home teams responsibility to provide the following:

FIFA approved size 5 FOOTBALL – Each team must provide 1 ball for referee inspection at the start of the game.

Goal nets with mesh

8.2 Please note that every game must be played on an approved 11 a side grass or astro turf. (No hard Courts)

9. LEAGUE SCHEDULE

9.1 A league schedule shall be circulated by the convener at least one week prior to the commencement of the season.

9.2 Requests for changes to the schedule must be returned to the convener no later than 24hrs after the initial circulation.

9.2 A finalized revised schedule will be placed on the ISSFHK web site.

Game Start Times must be before 5:30pm

10. RESCHEDULING GAMES 

10.1 Once schedule has been finalized no games will be rescheduled unless:

a) weather or field conditions do not permit the game to be played

b) individual schools have made arrangements that suit both parties and the convener has been informed of this.

11. DISCIPLINE

11.1 As outlined in the ISSFHK constitution.

* When a player is sent off, the referee shall report the incident to the Organizer for action.

* A send-off (red card) shall result in a mandatory suspension of one match. Two cautions (yellow cards) accumulated in different matches shall result in a mandatory suspension of one match.

* The player will serve his suspension immediately in the coming match.

 * Serious offences shall be dealt with separately by the ISSFHK Committee.

12. PROTESTS

12.1 Must be made in writing to the ISSFHK president within 24 hours of the match. This protest must be signed by both the coach and Athletic Director

13. AWARDS

13.1 Champion’s pennant will be awarded by the Federation to the winning teams in each division.

11.2 Medallions will be awarded to first, second and third place teams (20 medallions per team)
