The Path from Colony to Country
Hopes for democracy and justice under the British Empire ended for the French Canadians in Lower Canada after the Rebellion of 1837-38. In 1840 the Act of Union was created and it joined the French speaking Lower Canada and the English speaking Upper Canada. English was decided to be the language of the government. The Act of Union took seats in the government away from Lower Canada, even though Lower Canada had the greater population. Also, the amount of representatives in the Legislature for both Upper and Lower Canada became the same. People in Lower Canada had to pay off the debts of Upper Canada. Therefore, feelings of being treated unequally showed that political conflicts were not over.
Finally Britain realized that the ways they govern their colonies had to change because of the Rebellions of 1837. Lord Durham was chosen to be the governor-in-chief of the Canadas. Durham is still a very controversial person. The French thought of him as a racist and the English thought of him as one of the founders of Canada’s democracy. Durham came to the Canadas in the spring of 1838. Durham was a dictator. He made the Family Compact distressed when he let them know changes had to be made, and he treated rebels more forgivingly. Durham started making enemies, especially with the people who had lost property at the time of the rebellions. After four months in Canada, he stepped down and returned to England to finish his report.
The Durham Report advised that Lower and Upper Canada should join together, given a democracy, and for all British North American Colonies be joined together. Durham also suggested taking away the power of the Legislative Council to make laws.
In 1841, Lower and Upper Canada did not exist anymore. Both Canadas became the Province of Canada and Montreal was its capital. The Province of Canada was created without the assistance and participation of the French. The Act of Union created problems which currently are not completely solved.

The Durham Report
After the rebellion was over, the ways of governing the colonies had changed and Lord
Durham took a huge part of making these changes. The Durham report is a document
that is very important in Canada’s history. It suggested that Upper Canada and Lower
Canada be joined. It also suggested that all the colonies come together as a nation.
Durham knew about how the French felt about him changing the French culture but he
was determined to change their minds and to assimilate them to English.
Political changes had taken place after the rebellion. Durham had said that without any
kind of democracy, Canada can not be in peace. Even with a responsible government
Canada would be still a colony of Britain. The Act of Union of 1840 was “passed by the
British Parliament in July 1840 and proclaimed 10 February 1841. It united the colonies
of Upper Canada and Lower Canada under one government, creating the Province of
Canada.” The union succeeded without the French. They even declared that all the
documents be documented in English which created problems that still haven't been
fully settled till this day.

We learned about how Durham recommended a responsible government for the colonies and the idea was not well received in Britain. Colonies should govern themselves democratically.
People thought that it would weaken the British Empire. In 1846 the British government repealed the Corn Laws which were part of the navigation acts.
The end of the Corn Laws drove the colonies into an economic depression. During the rebellion of 1837 people suffered property damage. Elgin signed the bill, some English speaking citizens in Montreal were furious.
People did not feel any great attachments to the people of the other colonies. French Canadians felt that they had little in common with English speaking Canadians. The new nation envisioned of MacDonald would one day be extended from the Atlantic to the pacific.
Confederation opened up another possibility that of expansion to the west. Political parties were a new concept in pre confederation Canada. A political party attracts people who have similar ideas and goals.
