Charter of the United Elwyn Factions
We the members of the United Elwyn Factions are determined:
-to safeguard new generations of factions from the indignity of griefers, which we ourselves have suffered from in the age of credit-spawning,
-to assure security in the freedoms of creativity for factions large and small,
-to create an environment where mutual respect and responsibility for agreements can be maintained,
-to promote organized war games which do not alienate factions,
-to promote economic growth and prosperity of factions who share these ideals,
-to foster communication and diplomacy where possible, and
-to produce a rich and varied environment of ships,stations, and cities.
To do this, we are determined:
-to tolerate differences in the factions and grow in peace as neighbors,
-to unite our strengths to maintain this security of freedoms and to cover for unique weaknesses each faction possibly may have,
-to fight fairly,
-to ensure that actions taken by the union are agreed upon by its constituents,
-to deploy inter-factional machines for the safeguarding of its constituents’ economic development, and
-to deploy resources to connect our nations together,
We have resolved to combine our efforts to accomplish this accordingly to our respective governments and principles.
Chapter I: Membership
Article 1
- The original members of the United Elwyn Factions shall be the factions which have participated in the drafting and finalization of the Declaration and charter of the UEF.
- Membership to the United Elwyn Factions is open to all other fairness-loving factions which accept the obligations listed in the charter, and in evaluation of existing members, are willing and able to carry out these obligations.
- The admission and addition of new factions will be finalized by a general assembly of representatives from each faction including the prospective faction and a fair vote amongst all of the assembly after satisfactory conversation. Majority wins the vote.
Article 2
- A faction of the United Elwyn Factions which has had enforcement actions placed upon it is to be stripped of membership benefits until a general assembly is called to determine whether or not to reinstate the offending faction and under what conditions they can be reinstated
- A faction of the United Elwyn Factions which has repeatedly violated the statutes of this charter may be expelled after General Assembly is called to discuss and decide.
Chapter II: Structure
Article 3: The division of the UEF Administration
- The UEF is to consist of a General Assembly and a Security Organization, whose roles are separated in order to prevent any one sector of the UEF from controlling the entirety of the alliance, and who are expected to abide by the principles of this charter.
- The General Assembly is composed of 1 leader from each faction, and holds the power to determine if some action violates this charter. It also holds the authority to amend and remove rules from the charter with an 80% majority vote, and is the deciding party when considering new factions for membership. Term limits for the General Assembly are determined by the faction’s domestic rulings and not the UEF.
- The General Assembly is not a separate faction, and as such may not hold assets in its name. Decisions must always be made after adequate discussion about the matters presented.
- General assembly is called in the UEF Teamspeak channel.
Article 4: the Security Organization
- The Security Organization is composed of one military representative from each faction, and holds the power to enforce decisions made by the General Assembly, to defend UEF members and any factions within the UEF’s sphere of influence from outside aggressors, and arm factions who have been charged with the protection of trade routes or other major economic lifelines.
- The Security Organization is composed of each faction constituents’ military fleets.
- The Security Organization may not be an aggressor towards factions in the UEF or within its sphere of influence.
- When acting in roles of the Security Organization, all pilots and ship captains are to enter the UEF VOIP such that coordination and communication is maintained.
- When not staying in the UEF VOIP channel, ship pilots and captains are not a part of the S.O.
- The S.O. in-combat command is to be a rotation of officers from each faction that rotates to the next faction every week.
- In the event that the in-combat commander is not online during an emergency, temporary commanding power is given to the highest ranking officer currently logged into the VOIP channel until the selected commander reconnects.
- After combat operations, the S.O. is to spread out on patrol and check damage statuses across the UEF’s constituent faction properties,report losses and/or gains, and finally determine if further actions should be taken.
- Loot gains during battle conducted with the S.O. are to be divided equally among all UEF constituents.
- Ship gains during battle conducted with the S.O. are to be distributed as scrap ships to each faction in rotation. (records must be kept and transferred by each successive S.O. combat commander)
Chapter 3: Contributions
Article 5
- Each faction must build a system of warpgates to connect to other constituent faction locations.
- These warp gates do not necessarily have to be complete at the time of signing, and may be completed at each faction’s pace.
- The labelling of the warpgate must be at the top or bottom of the warpgate, and its through-gate size shall be no smaller than a 300m diameter circle.
- Each faction’s leaders must agree to use the Elwyn teamspeak, where a UEF alliance room will be established in addition to each faction’s individual rooms.
- Each faction is to submit economic growth reports such that the General assembly can determine areas of focus. This means reporting of excess resources that one’s faction does not require, and does not need to be exact; it is optional how detailed your report is beyond stating “this resource is one that we have excess of”
- Each faction is to submit a list of resources they are in need of along with their economic report, and the General Assembly is to be called to inform factions whose needs compliment one another such that these resource needs can be met through each faction’s own trade agreements.
- Factions conducting trade within the UEF market are to offer equal prices to every neutral or friendly faction that reside in the UEF sphere.
- Each faction is to vow to solve issues within the UEF sphere in a peaceful manner if the issue at hand is primarily of economic concern.
Chapter 5: Rules
Article 6: Faction offenses
- If a faction commits a hostile action towards a neutral or friendly faction whose home resides within the UEF sphere and who is not a participant of recreational wars, that faction is to be isolated from trade and its representation and membership in the Security Organization nullified until offending members of the faction have been expelled and an apology and appeal is submitted to the General Assembly.
- If a member of a faction commits hostile acts towards neutral or friendly players whose homes reside within the UEF sphere and who is not a participant of recreational wars, that member and faction is to be removed from the UEF and their protection revoked until an apology has been submitted and the faction has determined appropriate consequences for the member.
Article 7: General Assembly Abuses
- If the General Assembly’s power is abused to stifle factions whose homes are within the UEF sphere, It is to be stripped of administrative power, all offending statues that have contributed to the stifling are to be revoked, and those who pushed the General Assembly into passing those rules are to be expelled along with their factions from the UEF’s benefits and protective services.
- If a member of the General Assembly uses any information other than that which is objective and factual, such as personal bias, as part of their decision making process, they are to have their authority nullified, and the General Assembly is to request that the faction changes its leadership or that the representative submits an apology and refrains from personal bias in the future.
Article 8: Security Organization Abuses
- If the Security Organization’s power is abused to oppose the principles of the UEF, those who are involved with the uprising within the Security Organization at the time are to either submit an apology to the General Assembly and leave the Security Organization and their faction, or have their membership to both the UEF and their faction revoked by higher ranked officers.
- If a member of the Security Organization attempts to use its military power against the principles of the UEF, that member is to be expelled from the SO, and their respective faction’s representation nullified until an apology has been submitted, and the offending member has been removed from their faction.
Article 9: Other hostile actions
- If an outside faction or player declares war or commits a hostile action on the UEF, the UEF is to declare war in return and offer scheduled battle times to battle. The UEF is to send the Security Organization and factions are encouraged to participate in the battles as well. This is to be recreational for both the UEF and the hostile entity.
- If factions within the UEF wish to make war, then an agreed upon time period is required before warfare proceeds. The length of time is not to exceed one month. This is intended to be recreational for the factions involved.
- If an outside faction or player declares war or commits a hostile action on a faction within the UEF sphere, the UEF is to request that the faction involved offer scheduled battle times to battle. This is to be recreational for the factions involved.
- After hostilities end, peace is to be reestablished and factions should discourage the harboring of negative sentiment towards UEF member factions.
- If an outside faction or player declares war on the UEF or any faction within its sphere, ignores scheduled battle times, and griefs uninvolved factions, the UEF is to label them as an enemy of the state, and are to destroy them on sight regardless of scheduled battle times. This is not to be considered recreational war and use of force will not be limited to battle-sectors and times.
Article 10: Accidentally Hostile
- If a faction or individual member is deemed hostile by the game’s automatic-hostile declaration system, and the claim that “it was not intentional” is made, the UEF is to revert to friendly relations on the first offense. On the second and onward, a meeting is to be held to determine if the action was intentional, and hostility is to be declared or not based on that decision. Penalties will be then given based on articles 6 through 9.
