ESSA, Title II, Part A State Plan Stakeholder Input
Title II—PREPARING, TRAINING, AND RECRUITING HIGH-QUALITY TEACHERS, PRINCIPALS, OR OTHER SCHOOL LEADERS

The purpose of this title is to provide grants to state educational agencies and sub-grants to local educational agencies to improve the quality and effectiveness of teachers, principals, and other school leaders; increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

The Title II, Part A Plan will address the following:

1. Systems of Educator Development, Retention and Advancement
2. Support for Educators
3. Educator Equity
4. Performance Management and Technical Assistance for Supporting Excellent Educators


In the areas below, please provide input for the development of Wisconsin's state plan for each of section. Please focus on how you believe the components of the state plan for this program can address the needs of teachers and their students.

1. Systems of Educator Development, Retention and Advancement: Consistent with sec. 2101 and sec. 2102 of the Every Student Succeeds Act (ESSA): Describe the State’s educator development, retention, and advancement systems, including the State’s system of certification and licensing of teachers and principals or other school leaders. In the area below, please provide input for the development of Wisconsin's state plan.

2. Support for Educators: Resources to Support State-Level Strategies: Describe how the State Education Agency (SEA) will use Title II, Part A funds and funds from other included programs, consistent with allowable use of funds provided under those programs, to support state-level strategies designed to increase student achievement consistent with the challenging state academic standards. In the area below, please provide input for the development of Wisconsin's state plan.

3. Educator Equity: Provide all students equitable access to expertise and resources by supporting educator and principal preparation and professional growth. Title II A need to invest on achieving equity for the under-served students. The state level activities shall address inequitable access to great teaching by identifying the underlying causes that make it difficult to attract and retain effective teachers in high poverty, high minority schools. TII Part A funds used for leadership support programs shall focus on training administrators and school leaders to be effective leaders and increase capacity at high need schools. Performance Management and Technical Assistance for Supporting Excellent Educators: Description of the system of performance management for implementation of State and LEA plans regarding supporting excellent educators, consistent with sec. 299.14 (c). The description of an SEA’s system of performance management must include information on the SEA’s review and approval of LEA plans, collection and use of data, monitoring, continuous improvement, and technical assistance.
