Meeting on SSC for Education and Skills 29th Nov. Chaired by Ms Vrinda Sarup, Additional Secretary MHRD

November, ushering the Festival of Lights, lighted the way for the formation of one of the most important priority sector th SSC i.e Education & Skills. Meeting on SSC for Education and Skills was held on 29 Nov. chaired by Ms Vrinda Sarup Additional Secretary MHRD, and attended by Chairman CBSE, NCERT, UGC, State Education Secretaries, FICCI, CII and SSCs. The forum gave in principle acceptance for setting up this SSC.

The Secretary, Ministry of Power convened a Meeting of Leaders in the Power Sector, to discuss formation of an SSC for the Power Sector. All top leaders of Power Generation, Distribution and Transmission attended the Meeting and endorsed the setting up of an SSC for Power Sector.

NOS creation is in full swing with Auto, Security, Retail, IT, Media, Rubber SSCs leading the pack.

Government of Karnataka hosted a Workshop on implementing SSC driven training in Schools, from Class IX onwards. 10,000 children in 100 Government Schools will participate in this Project, in line with Haryana Model.

Governing Council Meeting for seven SSCs have been planned for the month of December including Retail, Food Processing, Agriculture, BFSI, Plumbing, and Leather SSCs.

A Vocational Cluster Workshop was held in Bangalore on 19-20th Nov. The India-EU Skills Development Project is working to support the National Skills Development Policy for India (2009). The Project will support the VET sector in building capacity, developing a unified vocational qualification framework and bringing closer linkages between industry and the education and training sector. Activities will be piloted in Bangalore, Pune and Chennai in the automotive sector, with support from ASDC.

AUTOMOTIVE SKILLS DEVELOPMENT COUNCIL

A new Batch for Service Technician Level IV was started on the 5th of November 2012 at Transvahan in Bangalore. ASDC is in the process of signing agreements with various Training partners. Matrix Skill Development Centre, Sansera, TVS Training & Services Ltd, IIW India, Prashaste Education & Management Consultancy Pvt. Ltd, ASDC conducted an Assessment of the 1st Servicing Batch Level IV started on the 3rd of October 2012 of Transvahan Trainees.

AGRICULTURE SKILLS COUNCIL OF INDIA

The name for the sector skill council on agriculture has been finalized as “Agriculture Skills Council of India (ASCI)” and the same has also been approved by the Ministry of Corporate Affairs. A four members Interim Operating Team (IOT) has been constituted to work during the Incorporation and start up phase of ASCI. The process of the formation of Section 25 Company, along with the filing of application for obtaining license from Ministry of Corporate Affairs has been started. The process has also been initiated for selection of CEO for the council. Interim team also worked on taking the consent of 25 members for becoming the Governing Council Member of ASCI as per guidelines/ Organizations specified in the term sheet and have already received 24 consents. First governing council meeting is scheduled to be held on th4 December 2012 in Delhi. HEALTHCARE SECTOR SKILL COUNCIL

st A meeting of the Core Committee on Evaluation of Technical & Financial Bids was held on 1 November 2012 to evaluate the technical and financial bids received in response to the RFP floated by the HSSC for preparation of the National Occupational Standards (NOS).Dr Shubnum Singh (Max Healthcare Ltd), Mr Daljit Singh (Fortis Healthcare Ltd), Mr Nakul Verma (Wipro GE Ltd) and CEO and Directors of HSSC attended the meeting which was held at the corporate office of Fortis Healthcare. A consortium led by Accenture and comprising PHFI and INSSO emerged as the successful bidder of the project for development of NOS.A loan and grant agreement was th signed on 5 November at the CII office between the HSSC and the NSDC. The agreement was signed between Dr. Naresh Trehan, Chairman, Healthcare Sector Skill Council and Mr. Dilip Chenoy, CEO and Managing Director, NSDC. Mr Babu Khan, CEO, HSSC, Mr. Marut Sengupta, Deputy Director General, CII and a team from HSSC and th NSDC was also present at the event. On 6 November, CEO and Directors of HSSC met with Ms Elizabeth Clark, Hospital Analyst from Kerala Institute of Medical Sciences (KIMS). Elizabeth briefed the HSSC on the various initiatives of KIMS. The possibility of KIMS running courses for paramedics was discussed. HSSC participated in the “Skilling India Pavilion” set up by the CII at the India International Trade Fair, held from 14 – 27 November 2012 in Delhi. The objective was to disseminate information to unemployed and unskilled workforce about employment opportunity post training course.

RUBBER SKILL DEVELOPMENT CENTRE

RSDC rolled out RFP for conducting Skill Gap Study (Phase-I) for four States namely Maharashtra, Kerala, Tamil Nadu and Uttar Pradesh with regard to tyre and non-tyre including specific sub-sectors. The Skill Gap Study RFI was issued on October 9, 2012. Pre-Proposal Meetings were done in October 3rd week, in which around 9 vendors gave their presentation. Detailed RFP was issued on November 17, 2012. Clarifications in response to vendors queries were issued on November 21, 2012. Last date for submission of Proposals was December 4, 2012. Presentation by 8- Bidders about their proposed methodology was done on December 5, 2012, namely; Athena, Avalon Consulting, Deloitte, IMACs, IMRB International, KPMG, Manipal City & Guilds, and Randstad. RSDC signed MOU with KPMG on 20th Nov'12 for NOS Pilot Project -

Phase I. Te duration of the project is 12 weeks. NOS Pilot Project – Phase-I, take off meeting was held on 21st Nov'12 with KPMG. RETAILERS ASSOCIATION'S SKILL COUNCIL OF INDIA

NOS for the SA (Sales Associate) are nearing completion. th 10 December is the completion date. This constitutes 70% + jobs in the retail industry. There is a Bi-lateral progress on the work relationship between RASCI and the Australian Service Skill Council, also Rasci's visit to Service Skill Australia will take place in th near future. RASCI Board Meeting has been scheduled for 15 December 2012.There is a continuous progress on Certification process with McGraw-Hill & Edexcel.

MEDIA & ENTERTAINMENT SKILLS COUNCIL th On the 9 November 2012, floating of RFP was done for “Development of National Occupational nd Standards& Skill gap Analysis”. The corrigendum for the RFP was issued on the 22 November 2012.Various queries of the vendors were addressed to facilitate the process of bid.

LEATHER SECTOR SKILL COUNCIL

As per the resolution passed by the Committee of Administration of Council for Leather Exports (CLE), the Leather Sector Skill Council (LSSC) was formed as a Section 25 company by CLE with Shri Habib Hussain of AV Thomas Leather & Allied Products, Chennai and Shri N. Shafeeq Ahmed of Shafeel Shameel & Co., as Directors. The certified documents evidencing formation of the LSSC has been sent to NSDC. The first meeting of the Directors of the Leather Sector Skill Council was held in Chennai on Nov. 12, 2012. PAN number for the LSSC has been obtained and now it is in the process of fulfilling other statutory requirements like constituting the Governing Council of the SSC, opening of the bank account, appointment of auditors, setting up of offices of SSC etc. The first meeting of the Governing Council of the Leather Sector Skill Council is scheduled to be held in New Delhi on December 20, 2012 wherein the action plan of the Leather Sector Skill Council is likely to be discussed and decided.

CONSTRUCTION SECTOR SKILLS COUNCIL

Meeting of the Governing Council of Construction Sector Skills Council (CSSC) took place on 22 nd November in Mumbai An Interim Executive Group (IEG) to be formed to work towards the formation of the CSSC as an Autonomous organization to carry out the functions envisaged in the Project Proposal. One person from each of the Promoter associations is to be deputed full-time for a period of 6 months having the relevant Execution and Managerial Experience in their respective organizations. A day long workshop is to be organized in Feb 2013 to understand the Objective and Plans of the Council and how the Industry would actively participate in the various activities of the Council post the formation of the IEG. Train the trainers task force to be formed once the IEG is in function. This task force is to be led by Mr. J P Shroff of “Kushal”, a partnership project between CREDAI Pune Metro (Confederation of Real Estate Developers Associations of India) and NSDC.The Governing Council meeting will be held once in two months for the first year and will normally be held immediately after the Promoters Meet for that month. The Promoters will meet every month to review the progress of the formation of the Council. At least one of the two members nominated to the Council from the Promoter Federation/Association must be present in the Governing Council Meetings. The scheduled dates for the Governing Council meeting will be planned and circulated for the next one year.

BFSI SECTOR SKILL COUNCIL OF INDIA

The SSC in general is in a phase of pre-preparation to go on the offensive and put together the Governing Council with renewed energy with the help of an industry veteran such as Mr. MBN Rao. The BFSI SSC will be preparing for a meeting with IRDA chairman, Shri Hari Narayan later this month in Hyderabad. A presentation will be given to him, including a focused effort to procure reliable data on the current state of the insurance industry with regard to skill development initiatives and training endeavors. Steps Forward: Governing Council Meeting: the first priority for the SSC is to get the Governing Council meeting together. Mr. Rao along with the help of senior representatives from the promoter group will be leading this effort. Promoters will interface more going forward, recognizing the importance of remaining in active dialogue and being able to discern each others' roles and responsibilities. Meetings are ongoing with interested training providers and other leading consulting firms interested in collaboration with the SSC.

The Gem & Jewellery Export Promotion Council held its 39th Annual Awards Function in New Delhi on 8 th Oct. During this prestigious function a special commemorative publication was released. SECURITY KNOWLEDGE & SKILL DEVELOPMENT COUNCIL

During the month of November 2012, activities were primarily focused on: Refining the NOS developed by SKSDC, Finalizing Protocol for Accreditation of Assessment Bodies and Certification, Contracting for curriculum and content writing, Mobilization and training of selected teachers for the NVEQF Pilot project in Haryana, Data compilation. In addition, a number of conferences, meetings and interactions were held in pursuance of aims and objectives of SKSDC.NOS and Quality Pack for one job role of Security Guard has been forwarded to NSDC for registration. The formulation of NOS for six other job roles is underway. SKSDC has signed a contract with Manipal City & Guild (MCG) th on 30 Nov for drawing up curriculum and course content for Train the Trainer, Security Guard and Supervisor Courses. The protocol for Accreditation of Assessment bodies and Certification has been finalized and is being uploaded on website of SKSDC. Consequent to the review of 'Self Study Report' submitted by Orion School of Security and Intelligence Management (OSSIM), Mohali, Contract Evaluation Team (CET) comprising COO and Master Trainer visited the institute on 26 Nov 2012. CET inspected the premises, evaluated trainers and interacted with the student body. OSSIM has been requested to forward detailed report to move forward in the process of accreditation. Utilizing own resources and of its partners like IASTM, Col. T C Sen, Dy Director ACD SKSDC conducted NVEQF teachers training from 05 to 12 Novat SCERT, Gurgaon. Trainers, training equipment and aids of IASTM were utilized. Training was attended by 17 teachers from the PSS. Work on State wise data compilation of the Private Security Agencies pan India has been undertaken by SKSDC.

Important Meetings CEO with a team of officers visited Rajasthan Skills and Livelihoods Development Corporation (RSLDC) at Jaipur on 05 Nov and met Shri Rajesh Yadav, IAS Managing Director and Dr Avant Kumar Sacheti, Project Advisor RSLDC. This was followed by an interaction with the representatives of PSAs and Training Institutes of the State for whom a presentation on SKSDC was also made by the CEO.A meeting of Controlling Authorities of various States and their representatives was held on 09 Nov to review the implementation of PSAR Act by States. The meeting chaired by Shri Bhagwan Shankar, JS(PM),MHA was attended by Chairman, COO and Director Enterprise from SKSDC. A Presentation on “Assessment and Certification” by SKSDC was given by the COO to help raise awareness and to harmonize efforts of SKSDC with the States/ UTs. A meeting chaired by Additional Secretary (SE) was held at Shastri Bhawan on 29 Nov to discuss the setting up of a SSC for the Education Sector and was attended by Dy Director ACD at SKSDC. On 30 Nov, a meeting chaired by CEO was held at SKSDC, to discuss partnership with Centurion University of Technology and Management/Gram Tarang Employability Services, Orissa. At this meeting, the university was represented by Prof (Dr) Mukti Mishra, President and Mr Abhinav Madan, MD. Formulation of a mutually acceptable model for partnership was discussed and is under examination at SKSDC.

Conferences/Interactions

The Homeland Security Conference - 2012 was held at India Expo Centre, Greater Noida on 01 & 02 Nov and was attended by staff from SKSDC. On 09 Nov, a conference on Skill Development was held at Jaipur under the aegis of RSLDC. At this conference, ShriRajesh Yadav, Managing Director RSLDC stated that they would seek help of SSCs for the Certification of RSLDC run Programmes which have plans to train 67500 security personnel from Rajasthan by 2015. This conference was attended by Dy Director Enterprise from SKSDC. A Conference sponsored by FICCI was held on 10 Nov 2012 and was chaired by Ms. ManjariJaruhar, Member FICCI Homeland Security Committee. It was attended byShri S K Pillai, Former Home Secretary, ShriBhagwan Shankar, JS (PM) and important stakeholders of PSS. In his address,Chairman SKSDC focused on the need to incorporate an amendment pertaining to assessment and certification to be undertaken by SKSDC for PSS. Conference and Interactive Session on “Skilling West Bengal” was held at PragatiMaidan, 14 Nov. The conference, chaired by Sh. RabirajanChattopadhyay, Minister in Charge, Department of Technical Education and Training was attended by Chairman and staff from SKSDC.The North East Career and Skills Expo on Vocational Skills(21-22 Nov) was held at Shillong.Director Enterprise gave a presentation on, Skilling in the Security Sector and the role of SKSDC, which was well received. Various training providers from the North East showed keeninterest in associating with SKSDC. Director Enterprise also had a detailed interaction with Secretary Labour, Govt of Meghalya.Mr. SandeepDua, Vice President of Pearson Vue visited SKSDC office on st 1 Nov and gave a presentation on Assessment and Certification.DOCERE officials led by Mr.JasbirWasuvisited th SKSDC on 6 Nov and gave a presentation on CCTV Operation and X-ray Image Interpretation courses being offered th by DOCERE.Mr. Sunil Nanda from Premier Shield visited SKSDC on 7 Nov for interaction on Assessment and th Certification.Mr. Mani Shashi Kant and Mr. RiturajRanjan from Agriculture SSC visited SKSDC on 26 Nov and sought advice on organizing the first meeting of their Board of Directors. The interviews for Assessor Coordinators nd were conducted by Master Trainer on 20 & 22 Nov. Five selected officers were interviewed further by COO and have been empanelled for the NCR Region. A series of meetings were held with Capt Rajiv Ojha, M/S August Creations on making an awareness film on SKSDC for which a MOU was signed.

TELECOM SECTOR SKILL COUNCIL

MoA and other relevant documents are all signed and submitted for society registration. MoUs signed with five industry partners: Ericsson, Cisco, TAIPA, NSN, and Ascend. Conversations regarding partnership with training partners have been initiated. Governing Body has approved committees for NOS & LMIS. Chairpersons for the said committees have been appointed. The selection of the remaining members is in progress. TSSC participated in a meeting called by Dr Ajay Kumar, JS, DeitY along with NASSCOM, ESSCI, NIELIT (Training Provider), & IIT Bombay to review the progress of setting up and operationalisation of the SSC in Electronics System Design and th th Manufacturing (ESDM) sector. IT-ITES SECTOR SKILL COUNCIL

Inception report has been forwarded by Accenture. Frameworks with reference to Occupational Mapping(OM) , Functional Analysis(FA) , Qualification Pack(QP) and Occupational Standards(OS) forwarded & being reviewed by stakeholders . INNSO consultant in place for development of OM,FA, QP- OS via Accenture . Letters from INSSO offering further clarification on the TnSS project have been received. LMIS----First level of evaluation done. 3 out of 7 companies have been shortlisted. Final evaluation is now scheduled for December 13th 2012. Finalist will be chosen amongst the three companies. Morphing NAC-Tech towards certification for Occupational standards /Qualification pack was discussed and awareness created. Talks at various academic locations on Occupational standards and NVEQF carried out. Sector Skill Council Logo, Brochure & Leaflet being prepared by the end of Dec'12. Career Guides being prepared for as OS gets finalized.

INDIAN PLUMBING SKILL COUNCIL OF INDIA

IPSC Governing Body Meeting will be held on the 22nd of December 2012, at the HSIL office in Gurgaon. This meeting will focus on the plans for IPSC and how the NSDC partnership will help build the Sector Skill Council for plumbing in India. The Governing Body of the skills council comprises representatives from the industry associations, manufacturers, consultants, contractors, academician/ training service providers, CPWD, NSDC and representatives from all the regions of India.
