Citizens' Oversight Committee Application | Long Beach Unified School District
 The governing board of the Long Beach Unified School District (LBUSD) seeks qualified, interested individuals to serve on a committee of community leaders who will serve as the independent Citizens’ Oversight Committee (“COC”). The COC oversees expenditures for the Long Beach Unified School District’s Measures K, E and Q bond program. 

Bond Elections
On November 4, 2008, voters residing in Long Beach passed Measure K, a $1.2 billion bond measure that authorizes funding for needed repairs, upgrades, and new construction projects for LBUSD schools. Measure K required a 55% supermajority for approval; the bond was passed by a 72% yes vote. 

On November 8, 2016, voters residing in Long Beach passed Measure E, a $1.5 billion bond measure that authorizes funding for needed repairs, upgrades, and new construction projects for LBUSD schools. Measure E required a 55% supermajority for approval; the bond was passed by a 75% yes vote. 

On November 8, 2022, voters residing in Long Beach passed Measure Q, a $1.7 billion bond measure that authorizes funding for needed repairs, upgrades, and new construction projects for LBUSD schools. Measure Q required a 55% supermajority for approval; the bond was passed by a 61% yes vote.

Establishment of a Citizens’ Oversight Committee 
In accordance with the requirements of Proposition 39, the Long Beach Unified School District governing board is required to appoint a Citizens’ Oversight Committee to work with the District to ensure all bond funds are spent in accordance with voter-approved bond measures.

Committee Responsibilities 
In accordance with Education Code Section 15278(b), the Citizens’ Oversight Committee shall: • Inform the public concerning the District's expenditures from Measures K, E and Q bond proceeds; • Review expenditure reports produced by the District to ensure that proceeds from Measures K, E and Q are expended only for the purposes set forth in the voter-approved language for each measure; • Present to the Board, in public session, an annual written report outlining COC activities and conclusions regarding expenditures from Measures K, E and Q bond proceeds.

Appointment of Committee Members 
All appointments will be made by the Board from applications submitted to the District.

Time Commitment and Term 
In accordance with applicable law, committee members will be appointed to serve a term of two (2) years and no member may serve more than three (3) consecutive terms. The Citizen’s Bond Oversight Committee shall meet at least once a year but no more frequently than up to six (6) times a year.
