- Whitfield – Travel back time, LaVon handled it, everyone is to return back to their posts directly after this meeting. Shop Steward hours will not be used for the meeting time.
- Darrell – Acknowledges & thanks CAS for attendance & participation.

- Do Donny & LaVon have the authority to address these issues?
- Donny commits that they in fact do.
- When will this be done?
- Donny – ITG has finalized podium issues, and all black barriers should be in by next week, that will establish where the TDC podium will be permanently place.
- If there is no safety hazard with the placement of chairs they will be dispersed.
- In 2 weeks all barriers will be in place and then we will have a location for all TDC podiums.
- ACTION - On July 7th Donny will reach out to Cliff.
- No bulbs and/or batteries often in lights.
- Supervisors are instructing people to “pretend” that they are working.
- Donny – There are equipment issues, one is approved one is not by TSA (SSI info involved).
- ACTION - Donny will follow up with managers to make sure they are working.
- Sam/Verena/Julia – They are not working at Pier B, ITG, Julia’s fear is TSA could discipline someone for this.
- Donny – Go directly to managers to report the problem.
- Whitfield – If screener has faulty equipment, can CAS put out a memo detailing how to use/report faulty equipment.
- ACTION - Donny will get this out this week.
- A lot of issues with the re-bid.
- CAS said to cut down massive movements & employer’s needs.
- However the new bid didn’t cut down on movements, they are in fact at the same level.
- Before we had the rebid we proposed a few ideas, ie: set schedules & bringing back the MRT. Neither were put into place.
- Now we have the “strike team” but there are problems because people feel like there is favoritism in regards to choosing people. This is an unfair system.
- Can we figure out a more fair system to who needs to move?
- Donny – The facts are the number of people moving has decreased. There is constant movement for females and he is trying to avoid a male/female separate bid.
- Donny – CAS did look at the MRT, and it is still an option and are considering it for the next bid. Currently they don’t have adequate staffing, so adding another location will decrease movement as well.
- Donny – Set schedules (supe’s would make a fair rotation for movements) This was addressed, and supes said are not to be choosing the same people for movement. If that is happening please let Donny know.
- Donny – Donny will re-address this with supes, they are not to move the same people, but instead use a rotation.
- *If they are not doing it then we need to report to Donny immediately. Stewards will keep track of where supes aren’t following this protocol & will email all supe’s names & locations to Donny.
- Julia will meet with Donny next Friday, July 2nd, to touch base on this issue.
- Bryant – question re: CTX movement – When DFS’s are called away from CTX there are delays, bags are late, screeners get overloaded. When baggage calls for help there’s none that is sent to help CTX, but when screeners call for help they get it immediately.
- Donny – “Upstairs” is the priority. The passenger has to be on the plane, the bag doesn’t. TSA supports this activity & is needed for the operation. Just like you prioritize Int’l passengers before domestic. This will never change.
- Darrell – The airline ee’s are chewing CTX out for missed bags.
- Donny – They are not to speak to CAS union members. EE’s are to direct any complaints/feedback to the TSA. You are only there to screen, not to move bags.
- Donny – Strike Team – It’s a TSA directive to deal with personnel shortage. They ask for volunteers for who wants to move that day, many many times. Donny addressed it earlier, it is not to be the same people, it shall be a fair rotation. And is always voluntary & can be refused.
- People with documentation should be addressed & that a shop steward be in attendance for these meetings when requested by the member.
- This is to prevent intimidation.
- LaVon – Weingarten Rights, she gives definition. We are asking for a new company policy. LaVon will not commit to this today. This could open the door for a steward to be present at all meetings. Also medical accommodations are confidential. We are willing now to attempt to accommodate people’s hardship requests, while not usurping the seniority system.
- LaVon – Commits to addressing this during the next bid & accommodate more people if possible. It’s a fundamental change to how CAS does things. Also, if there is a sensitive issue MGMT will want 2 people in the room.
- Also this is a violation of HIPA, Tyler “no its not” LaVon “I guess you’re right.”
- LaVon does acknowledge that she spoke with Terrance Cunningham over shop stewards being present at hard ship hearings and that it did work out better in the past when they were there after the shift bid.
- Donny – currently there are people with accommodations. Will present to Mindy. They will report to Whitfield when Mindy gets back, next week (hopefully, they don’t know when she is really getting back).
- This needs to be uniform & we want the company to offer a shop steward.
- For all investigations the company will not allow this.
- LaVon gives us a lecture on Weingarten Rights and asks for a report due at the end of the week.
- LaVon will never offer a steward, the member MUST request a steward.
- Bryant – gives an example of how a steward was refused in CTX. LaVon denies that it happened.
- LaVon will retrain mngrs on Weingarten
- Donny requests a current list of shop stewards**
- Whitfield will provide this with them.
GERRY BERRY ENTERS
- 30 Day Notifications (Whitfield)
- We have requested over & over that if there will be a change in policy & procedure we need 30 days to review & get the word out about the changes.
- We get things at the last minute & are not included in decisions & dissemination of information.
- Donny – CAS doesn’t have 30 days normally. For example, next year they expect to have less than 30 days for when terminal 2 will open next year.
- Donny – They invite people to monthly focus group meetings. “We dropped the ball” regarding the last bid. “We learned a lot of lessons from that.”
- Darrell – CTX can’t make the focus groups, if Darrell wants to attend Donny will make it happen.
- Consistent Schedules (Darrell)
- Baggage is the step child of CAS
- Company seniority has no meaning for “plank owners.”
- We want their seniority taken into acct for bidding.
- No baggage leads have been given the opportunity to get a supe position.
- DFS gets the weekends off, even less seniority.
- People who have just started shouldn’t get awarded weekends off, when 10 year ee’s can’t have access to weekends off.
- Cliff – Every time we bid, it seems like the bid is re-invented. There have been a few with consistent schedules, why can’t we have that be a regular part of bidding? Maybe a certain percent of fixed schedules for each classification.
- Cliff – behind your numbers are real people dedicated to their jobs, CAS needs to remember that. When bids/schedules are consistently changed it really impedes a work/life/family balance.
- Donny – “baggage is important”
- I understand where you are coming from. More senior people are downstairs. There used to be a higher turnover in CTX, but not anymore. There are 2 seniorities, classification & hire date. When we make our schedules we look at classification & what your class allows you to do. DFS needs to be able to work upstairs & downstairs. Currently we are working with less staff.
- There is so much growth & changing at SFO that schedules really do need to change. Holiday travel will also affect the schedules.
- Airlines & SFO dictate exactly what they need.
- Donny would like to examine how they could work in some regular schedules.
- Donnie states that not all new screeners will be DFS and that when Terminal 2 comes on line next year not all screeners have to be DFS to work there.
- Bid lines are developed by classification.
- DFS is a promotional opportunity. Now DFS is a larger group, that’s why they have preference.
- This is a really complicated issue. A group of 2 or 4 people can get together to brainstorm with Donny about this issue.
- “We can resolve this in July”
- Workgroup – Whitfield will sent a list of 4-5 screeners to Donny & Donny will schedule meeting with this workgroup to review the proposals.
- Modified Duty for Pregnancy (Whitfield)
- Most of modifications are small adjustments to their work at the checkpoint.
- EER’s stance has been, if you’re pregnant, you’re out.
- LaVon – “Pregnancy is not a disability” However if they bring in a note from the doctor with limitations on work they take it under consideration.
- But if people have restrictions in first tri-muster, we are still a security company.
- In the past we had positions for light duty, now we don’t have those options.
- “We are taking it on case by case basis” “But if you can’t lift 20 lbs you can’t work at the checkpoint.”
- ME – have there been preg. Women accommodated?
- - have there been injured people accommodated?
- LaVon – All ee’s with doctor’s paperwork will be accommodated if there is work available for them. Eg: if there are extreme restrictions they possibly can’t work.
- LaVon – It is unfortunate that the perception is fear when it comes to being disciplined for being pregnant.
- LaVon – Will work with Whitfield & Brisha to fix this perception & be involved in case by case issues.
- LaVon – Darrell suggested it will be put in guard mount & CAS info.
- Delayed Breaks & Lunches for Checkpoint Screeners (Julia)
- In CTX breaks are working pretty smoothly.
- From personal experience, the main issue is people not getting lunches within 5-6 hours.
- If someone misses or get break late they are paid the full break penalty.
- Cliff – All the movement is causing this problem.
- Donny – “We know breaks are a problem” They are standardizing the break log for the entire airport.
- Donny says he will “deal” with his supervisors.
- Terrence is in charge of the SEC that is ordering missed breaks due to operational needs.
- Any time this happens report it to Donny right away with the name of all mngrs & supes involved.
- Whitfield will report events to Donny by email this week.
- Revising Hand Scan Discipline (Sam)
- If someone forgets to hand-scan they get a first step discipline. This was to prevent abuse of the system, however most people that are affected by this are those who are honest & actually just forgot.
- We want the same system as the absences & tardies where you get 2 occurrences & then move up to the level.
- Hand Scan & Sign In B Sheet is part of attendance, not performance.
- ACTION – Union will provide a draft side-letter to compromise on this issue. Samantha will draft first copy.

- Replacing carpet in 3 break rooms, meaning there will be no break rooms for 2 days. There will be alternate locations. _____ T3, then Pier C.
