AGENDA
WI Swimming Subsidy Proposal
Submitted By:  Brent Boock – WI Swimming AG Chair
Date: Â January 17th, 2014
The Wisconsin Swimming 14&U Zone, Open Water Zone Teams, and Coaching Staffs are representatives of Wisconsin Swimming. The Wisconsin 14&U Zone and Open Water Zone Teams are Wisconsin Swimming Teams. It is in Wisconsin Swimming’s interests to promote and support these Teams.
Need For Subsidy:
Currently all costs, administrative, team director, entry chair, coaching, coaches travel, coaches lodging, coaches per diem, etc are passed directly on to the attending athletes.
1) The elimination of 15&O swimmers at the Zone C Championships has placed a larger burden on fewer attending athletes.
2) Â The overlap of the Zone C Championships and the WI 13&O Championships has led to a drastic decline in 13&14 athletes (almost none).
3) The separation of the Open Water and Pool Zone competitions has added admin and coaching costs.
4) Â Loss of WI swimming travel fund reimbursement has added financial burden on attending athletes.
5) The mandatory uniform adds sufficient cost to the attending athlete (minimum $50.00 without suit purchase).
       Â
Example Costs
2013 Coaching/Admin Costs
Pool Championships - Topeka, KS
-Salary, Lodging, Tranportation, Per Diem = 9,000
Open Water Championships
-Salary, Lodging, Tranportation, Per Diem = 2,000
***Based upon 2013 Zone Budget prepared by Zone Team Director Dave Clark
2012 & 2011 costs and 2014 budgeted costs are very similar to the above example. Â More staff is assigned to Zone meets closer or in Wisconsin due to increased athlete participation. Zone location has little effect on the cost. Â Less transportation cost is offset by increased coaching costs.
Proposal
Wisconsin Swimming budgets $6,000 annually to subsidize the coaching and administrative cost associated with the Wisconsin Swimming 14&U Zone and Open Water Teams. $5,000 will be allocated to the 14&U Zone Championships/ $1,000 will be allocated to the Open Water Championships.
This will offset the rising costs to the athlete and promote and support the 14&U Zone and Open Water Zone Teams as they represent Wisconsin Swimming.
As the 2014 budget has already been established it is proposed that these funds be allocated from the 2014 Wisconsin Swimming general fund.
