8th INTERNATIONAL NON-BUDGET FILM FESTIVAL FROM HUMBERTO SOLÁS

ANNOUNCEMENT


 

The Cuban Institute for Art and Film Industry (ICAIC), the Ministry of Culture, and the local governments of Holguín and Gibara, with the support of a group of national and international collaborators, announce the holding of the eighth International Non-Budget Film Festival from Humberto Solás. It will not be enough to strive for a liberating and independent cinema in spite of market pressures and the ideologies consistent with them; it will not be enough to make identity films, at times transgressive and experimental, often within the golden rules of dramaturgy (because this is not a battle of the metastory against iconoclasm); it will not be enough to drown in the messianic role of forerunners.
 
A systematic theoretical and critical body of work, confronting the well remunerated elite film literature, should accompany our Non-Budget Cinema, whether invisible or marginal or swimming against the tide. If we want to endow our cinema with presence and consistency, we must find new vehicles for audiovisual distribution.
 

It would be worthwhile to make our small-scale events available to this other cinema, so as to create an alliance for the distribution of awarded works here and there as institutionalized and lasting sections.

 

 

SECTIONS OF THE EVENT

 

I. Feature Film Unfilmed Scripts and Rough Cut Contest
 
Rough cuts (maquettes) should show more than 50% of their editing and an audible, albeit provisional, soundtrack. They should be sent in DVD format together with an e-mailed copy in Word.
 
Scripts should be at least 80 and no more than 120 double-spaced pages. Two printed copies of the script in Spanish, English or French and an e-mailed copy in Word are required, together with a production analysis and a dossier proving that contacts for production are already underway.
 
Unfilmed scripts and rough cuts will enclose a production analysis confirming that the cost of the film is less than US$300 000 and its length no more than two hours.
 

Works should be sent to the Festival Office from May 1st, 2009 to January 15th, 2010.

 

  

II. Feature and Short-Length Films Contest

 
Films that, being a legitimate artistic alternative, have been made, especially until the shooting stage, with a low budget, may participate. Accepted original formats are analog or digital video, 16 mm or 35 mm.
 

A DVD copy should be sent to the Festival Office from May 1st, 2009 to January 15th, 2010.

 

III. Documentary, Experimental Film and Video-Art Contest

 

All works that, being a legitimate artistic alternative, have been made with a low budget, may participate. Accepted original formats are analog or digital video,

16 mm or 35 mm.
 

A DVD copy should be sent from May 1st, 2009 o January 15th, 2010 to the Festival Office.

 

IV. New Technology Sample and Theoretical Forums

 

As is the case every year, respected international firms and specialists will deal with topics of the utmost interest in the audiovisual world. Technological advances will be exhibited, lectures will be offered and debate forums will be held every morning.

 

V. Samples and Tributes

 

The Festival will render a deserved tribute to personalities in world cinema who laid the historical basis for our present work. Audiovisual samples and screenings of films made with modest resources, but with a high ethical and cultural intent, will be held together with the contest.
