Q. Do we need to reference resources in APA format for the research star assignment?  Or just direct links to resources used?

The perfect ideal answer is yes, use APA. In reality, I won't pay much attention - but I will be perturbed if references aren't
a). somewhat close to APA, and 
b). internally consistent.
Consistency above all.  Use links in addition to references, where you can - they won't be available or easy to use for everything.
Hint: there is an APA Guide within WebCT - this is much easier to use than the manual, and a little more comprehensive than most of the APA cheat-sheets you'll find out there.



Q. Do we need to cite resources on each slide or just a reference list at the end?

I'm remembering first that not every person will use something like slides . Consider this as applying to visual chunks, or lumps, or sections, or ... you get the idea.

The most effective strategy is to use inline citations. For example, say these are your bullet points on a slide:
  • Fact A says this (Jones, 2008)
  • Fact B says that  (Smith, 1998)
  • Fact C says the other (Davis, 2007)

Another acceptable method would be to compile your facts and put your inline citations in small print at the bottom, or in a footer.

It's OK to use tiny type for citations to save space.

For other formats besides slide-based ones, follow the spirit of this idea, if not the "letter of the law."

And finally, provide your full reference list at the end of your thing.
