RE: Request for Proposal for Celebrate Oklahoma Voices Video/Media Server


BACKGROUND


Our statewide Celebrate Oklahoma Voices Project is seeking proposals for a video/media server which will meet a defined list of requirements, as well as (potentially) a defined list of optional functions. We are using a Ning website (http://celebrateoklahoma.ning.com) as the learning community for our project, and will be using this video/media server as the back-end for our Ning website. Because we can host this video/media server on the network of one of our participating organizations, we plan to avoid monthly Ning bandwidth charges for served video content by publishing all participant videos to this video/media server. As indicated below in the requirements list, transcoding to Flash format and the provision of Ning video compatible embed code is essential for our RFP.


A committee of project facilitators and technical advisors, serving on the COV Advisory Council, will evaluate these submitted proposals. We hope to implement the selected resource prior to the start of the 2008-2009 academic year.


REQUIREMENTS AND OPTIONALS


Requirements:

  1. Accept WMV and MOV video formats™

  2. Transcode to different formats including Flash and provide permalink and embed code for Flash version

  3. Creates RSS or ATOM feeds (syndicated web feeds) for videos

  4. Allows selection of a Creative Commons publication license

  5. User manager to assign rights

  6. Server logs and statistics on access and usage

Optionals: (wish list)

  1. Create manageable podcast channels with submitted content
  2. Options for scalability (mirrored drives, RAID, load balancing, etc.)
  3. Feedback (comment) moderation process
  4. Rating system
  5. Video moderation process


RFP SUBMISSION PROCEDURE AND DEADLINE


Vendors responding to this RFP must submit the following NLT midnight US Central Time on Monday, May 5, 2008:

  1. A screencast (no longer than 20 minutes) detailing the functionality of your video/media server, paying particular attention to this RFP’s requirements and optionals lists, uploaded to our COV RFP Ning as a video (http://covrfp.ning.com). This screencast must be hosted by your own video/media server solution on a demo server.

  2. A 1-2 page PDF file detailing video/media server features, functionality, and comparative benefits, attached to a new forum post on our COV RFP Ning (http://covrfp.ning.com).

  3. A 1 page PDF file detailing the specific quote for your video/media server solution, emailed to eric_hileman@sde.state.ok.us. Submitted quotations must include all shipping, installation, and other charges.
