Draft Policy and Governance for Local Groups

This is a working draft document. The purpose of this document is to set clear guidelines for the creation and governance of Local affiliates and chapters that want to use the IxDA identity and take on the mission of IxDA. These include creating a chapter through being an affiliate; collaborative relationships with other organizations; financial responsibility to the central IxDA organization; governance of local groups.





A. Resolved:
That any region can begin using the IxDA identity for activities. That any use of the IxDA identity is for the explicit purposes of fulfilling the mission of IxDA as promoted on its web site, or with the approval of the IxDA Executive Committee.


B. Resolved:
That there are two types of organizations that can use the IxDA identity for their events, programming, and organization.

  1. An “affiliate” which is loosely organized, and does not have its own specific governance of action. An affiliate can raise money for the central organization, but cannot raise money for itself; however, all money raised will be ear-marked as raised by said affiliate, so that if/when they become a chapter, this money can move to their accounts, or can have proposals written against said money raised, for their own programming.
  2. A “chapter” is a formally organized body. It requires its own governance which needs to include a minimum of 3 officers. A chapter needs to have its own financial responsibilities, and cannot be created as a subordinate group of another organization.

C. Resolved:
That an IxDA-branded local organization may have “dual citizenship” with another professional organization, with the following stipulations:
  1. The organization’s governing body must have equal representation between IxDA officers/representatives and officers of the other organization.
  2. The organization and its officers are subject to IxDA rules and guidelines in addition to those of the other organization, and responsible for moving forward IxDA agendas in addition to those of the other organization.
  3. A portion of the fund raising proceeds of the local organization must be donated to the central IxDA organization as per normal IxDA rules and guidelines.
  4. IxDA reserves the right to revoke the IxDA brand and sever ties with the organization if it feels that the above stipulations are not being followed, or if it feels that the local org is not representing IxDA interests.


D. Resolved:
That local IxDA organizations shall donate 25% of local fund raising proceeds back to the parent organization.


E. Resolved:
That local IxDA chapters shall consist of a local EC and local committees and chairs that operate in accordance with the rules and guidelines covering governance of the central committees of IxDA. Local chapters must also establish bank accounts and obtain liability insurance, and are responsible for creating a budget and a set of initiatives, as well as providing a quarterly report of progress towards goals and financial/budget status.
