The Paring Lot Paranoia law makes it illegal to be in a public parking lot for more than 15 minutes, and then only if you have a car or bike. You can no longer read in your car while a friend shops, or have a conversation in a public lot. There is already a law for ANYTHING that can happen in a parking lot.
