Created an additional standard to current correspondence system that can revolutionize how advocacy groups forward messages to Congress and the White House.
Envisioned and drafted the Government Paperwork Elimination Act (GPEA).
Legislation forced government agencies to put most forms online so that the forms could be submitted electronically with electronic signatures. First federal law passed legalizing electronic signatures. Won Fed 100 Award from
Federal Computer Week based on GPEA effort. Chosen as one of top accomplishments in
Digital Progress by Clinton Administration and continued as one of core eGov directives in next administration.
Co-drafted ESIGN Act.
Based on GPEA, allowing contracts with electronic signatures between commercial entities to be legally valid. Drafted wording that avoided jurisdictional conflict with states.
Also chosen as one of top accomplishments in
Digital Progress by Clinton Administration and continues to be considered a core eCommerce law.
Helped develop the electronic correspondence capabilities of the software systems used by most of the House of Representatives, Senate, and White House.
While working for Rep. Anna Eshoo, worked with our vendor, Intelligent Solutions, (now part of Lockheed Martin) to create the method in 1995 that is now used by all congressional offices and the data standard that has been adopted officially by the House of Representatives. Hired by CMF and House of Representatives to develop a pilot plan for receiving privacy release forms.
Envisioned and designed the Phone Bank in a Box.
The VOIP/POTS hybrid phone system could be loaded into a suitcase and shuttled between offices and homes for volunteer phone banking. System was used in the successful Kaine for Governor campaign and was subject of Campaign and Elections cover story.
Co-wrote The Net Effect: How Cyberadvocacy is Changing the Political Landscape.
Captured the early history of online political advocacy and how Congress deals with electronic correspondence. Previously had been a columnist for National Journal's
Cloakroom web site.
