الأخوة والأخوات أعضاء لائحة القومي العربي:
الرجاء الحفظ في سجلاتكم
تجدون أدناه نص الاقتراحات الأصلية التي قدمها مدراء اللائحة في نهاية شهر كانون ثاني/ يناير 2004 لإدارة لائحة القومي العربي زائد ما أضيف عليها من اقتراحات خلال الحوار:
لاحظتم في الأسابيع الأخيرة (في كانون ثاني/ يناير 2004) ازديادا ملحوظا في عدد الرسائل التي ترسل إلى اللائحة يوميا, وهو مؤشر إيجابي على ازدياد مشاركة الأعضاء في اللائحة. ألا أن هذا تسبب في مشكلة لدى الأعضاء ممن لا يملكون صناديق بريد ذات سعة عالية أو لا يستطيعون قراءة بريدهم يوميا. لقد اضطر المدراء لتمرير اكثر من 45 رسالة في بعض الأيام و هذا عدد مرتفع جدا حتى للأعضاء الذين يقرأون بريدهم يوميا.
كما تعرضت اللائحة لعدة هجمات لإغراقها بالرسائل من قبل أطراف تريد تدميرها, وهذا أيضا مؤشر إيجابي إذ انه يدل على أن ما نقوم به مؤثر و لهذا يتم إستهدافنا.
و لكي يستمر عمل اللائحة بشكل فعّال بدون التسبب في امتلاء صناديق بريد الأعضاء, يقترح مدراء اللائحة تفعيل القواعد التالية بالنسبة لعملها:
1. عدد الرسائل المرسلة من عضو واحد: لا يتجاوز عدد الرسائل المرسلة من عضو واحد عن رسالتين يوميا على الأكثر. إذا تم إرسال اكثر من رسالتين في اليوم الواحد, يقوم المدراء بحفظ الرسائل المتبقية إلى اليوم التالي. في حال تم إرسال رسائل أخرى من قبل نفس العضو في اليوم التالي يقوم
مدراء اللائحة بحذف الرسائل الأقدم التي لم تمرر في اليوم السابق. وليكن واضحاً أننا نتحدث هنا عن رسالتين يومياً كحد أقصى بعد أخذ القواعد أدناه بعين الاعتبار، أي أن المدراء غير ملزمين بنشر كل رسالتين تصلان بالضرورة (فقد يؤدي ذلك مثلاً إلى تجاوز قاعدة العشرين رسالة يومياً).
2. العدد الإجمالي للرسائل المرسلة يوميا: لا يتجاوز العدد الإجمالي للرسائل المرسلة يوميا عن عشرين رسالة. إذا تجاوز عد الرسائل التي تصل إلى اللائحة العشرين, سيقوم المدراء بحفظ الرسائل الزائدة لتمريرها في الأيام التالية.
3. الملفات المرفقة: تعرضنا لعدة مشاكل بسبب الملفات المرفقة منها إرسال رسائل بملفات اتضح أنها (فايروس) و قد تم حذفها من قبل المدراء و لم تمرر إليكم. المشكلة هي أن (الفيروسات) أصبحت اكثر تعقيدا و كشف بعضها لم يعد سهلا كما كان. بالإضافة إلى أن الملفات المرفقة كثيرا ما تكون عالية الحجم مما يؤدي إلى امتلاء بريد الأعضاء بسرعة. لذا يقترح المدراء حذف أي رسالة تحمل ملفا مرفقا و عدم تمريرها. إذا كان الملف الذي تريدون إرساله صورة فبإمكانكم إرسال الرابط للموقع الذي يحتوي على تلك الصورة. أما إذا كان لملف مقالة مكتوبة على برنامج مثل (وورد) فبالإمكان استعمال القص و اللصق لنقل المقالة إلى الرسالة نفسها.
4. الردود: الردود على الرسائل المرسلة إلى اللائحة شيء إيجابي لأنها تشجع الحوار بين الأعضاء. و لكن الردود ذات السطر الواحد (كأن نقول "اتفق أو اختلف مع الأخ فلان أو الأخت فلانة" من دون إضافة أي توضيح) لا تخدم الحوار و ينتهي بها الأمر كرسائل زائدة لا قيمة لها. و ينطبق نفس القول على الرسائل ذات الطابع الشخصي. لذلك نقترح عدم تمرير هذه الرسائل إلى اللائحة. إذا أراد أي من الأعضاء الإعراب عن اتفاقه أو اختلافه مع ما جاء في رسالة معينة فمن الاحترام لعقول الأعضاء الآخرين توضيح جوانب هذا الاختلاف أو الاتفاق.
5. يشجع أعضاء اللائحة بشدة على حذف معظم نص الرسائل التي يردون عليها مما يبقى رسائلهم أصغر حجماً، وهو ما يخفف الضغط على صناديق بريد الأعضاء الأخرين.
6. الدعاية لمواقع الإنترنت, و المجموعات البريدية, و المنتجات: نقترح منع الدعاية لمواقع الإنترنت (مثل "زوروا الموقع الفلاني") أو مجموعات بريدية (مثل "اشتركوا في المجموعة ...... البريدية" أو أن يضع العضو إعلانا لمجموعته البريدية على كل رسالة يرسلها إلى اللائحة) أو الدعاية للمنتجات. هذا المنع بالطبع لا يشمل إرسال روابط لمقالات موجودة على مواقع معينة طالما لا تنتهك هذه المقالات ثوابت الأمة العربية.
7. تجميع عناوين الأعضاء: قبل عدة اشهر قام أحد الأعضاء بتجميع عناوين الأعضاء الذين أرسلوا رسائل إلى لائحة القومي العربي, و قام بإشراكهم في مجموعة بريدية جديدة بدون إذن منهم و هذا عمل يتنافى مع الأخلاق. إذا اتضح بأن أي من الأعضاء يقوم بعمل من هذا القبيل نقترح أن يتم حذف ذلك العضو من اللائحة حذفا نهائيا.
8. ضرورة إعطاء الأولوية للمواد التي يكتبها أعضاء اللائحة أنفسهم على المواد التي يتم تحويلها من لوائح أخرى، خاصة عندما نقترب من الحد الأقصى المسموح به يومياً وهو عشرون رسالة.
9. وأخيراً وليس أخراً، وهذه ليست قاعدة إدارية بل سياسية، نذكر بالتشديد على منع أية رسائل تتجاوز ثوابت الأمة العربية إلا على سبيل نقد المواد التي تتجاوز ثوابت الأمة. مثلاً، أي رسالة تعترف بمشروعية الاستيطان اليهودي في فلسطين بشكل مباشر أو غير مباشر، سواء بحجة التمسك بقرارات "الشرعية الدولية" أو بحجة الدعوة لدويلة فلسطينية أو بحجة الدولة ثنائية القومية التي تنفي بالتعريف عروبة فلسطين، سيتم حذفها دون إبداء الأسباب.
10. ترحب اللائحة بالآراء على أنواعها وبالنقد وعلى المدراء أن يتقبلوا النقد على أدائهم وعلى الأعضاء أن يفتحوا صدورهم لوجهات النظر الأخرى طالما أن ذلك لا يمس بثوابت الأمة. فالقاعدة هنا هي النقد ضمن حدود الثوابت. فنحن لسنا بصدد إعادة فتح النقاش حول البديهيات كل يوم، بل بصدد الحوار من أجل إيجاد قواسم مشتركة بين المعنيين جدياً بالوحدة وتحرير الأرض والإنسان والعدالة الاجتماعية والتنمية على اختلاف مذاهبهم ومشاربهم.
ملاحظة مهمة: في بعض الحالات الخاصة قد يضطر مدراء اللائحة لتجاوز القواعد المذكورة أعلاه في سبيل مصلحة اللائحة (كأن يتم تمرير رسالة زائدة عن العدد المسموح إذا تعلق الأمر بأخبار طارئة أو دعوة إلى مظاهرة أو ندوة في اليوم التالي مثلا), يتم هذا التجاوز باتفاق مدراء اللائحة و في حالات خاصة و يكون الاستثناء لا القاعدة.

Dear AN List Member:
You will find below the list rules suggested by the moderators of the AN list towards the end of January 2004 plus the additional suggestions added on in the course of the ensuing discussion:
In the past few weeks (in January 2004), the volume of messages sent to this list has increased substantially. While this is a positive sign of increased involvement by members, it has had a negative impact on those with smaller mailboxes or those who cannot check their e-mail frequently. In some days, the moderators had to approve more than 45 letters which is a very large number even for those who can check their e-mail daily.
Furthermore, we have been subjected to multiple “flooding” attacks where a malicious person(s) sent thousands of messages to the list in order to cease it operation. (By the way, there is a positive sign here also. It means that what we are doing is effective and that is why were have been targeted.)
In order to keep this list operating effectively while not causing problems for members who have smaller mailboxes, the moderators are suggesting that the following rules be enacted:
1. Number of messages per person: Number of messages sent by one person should not exceed 2 messages per 24 hour period. If more that 2 messages are sent from one person, the moderators will choose which two to approve. The rest of the messages will be kept for the next day. If that person sends more messages the next day, the older pending messages will be deleted. Mind you, this doesn’t mean every two messages sent must be posted. It means two messages max, given the other rules below.
2. Number of Total Messages: Total number of messages posted to the list should not exceed twenty messages per 24 hour period. If more are sent, they will be kept for later posting.
3. Attachments: We have had a problem with posts being sent to the list with attachments that turned out to be a virus. The moderators intercepted that message so it was not passed to you. The problem is that viruses are becoming more complicated and very hard to discover. Also, many attachments are large in size which causes members’ mailboxes to fill up quickly. Therefore, the moderators suggest that no messages bearing attachments should be posted. If you would like to send a picture, it, most likely, is available on a web site and you could send a link to that picture. If you would like to send an article as a word file, you can copy and paste the text to the body of the e-mail.
4. One line responses: While responses to posts are good since they promote dialogue, one line responses do not benefit that dialogue and they increase the number of messages unnecessarily. One line responses should not be posted. Anyone who would like to express agreement or disagreement with a certain post, should elaborate out of respect to other members.
5. Members are strongly urged to delete most of the text of the messages they are responding to, since that helps keep their messages smaller in size which alleviates pressure on list members mail boxes.
6. Promoting Web Sites, groups or products: The moderators suggest preventing web site promotion (such as saying visit a certain web site), e-mail groups (e.g. say join a certain group or if a member has a group advertisement on every post he/she sends) or products. Of course, this does NOT apply to sending links to articles from web site as long as those articles do not violate the constants of the Arab nation.
E-mail Harvesting: A few months ago, one of our members collected the e-mails of all of those who posted to AN list and subscribed them to a new list without their approval. This is unethical. We suggest that any member who behaves in the manner should be banned for AN list.
Forwards: Higher priority will be given to messages written by AN list members themselves over forwards from other lists, especially as we approach the maximum daily allowance of twenty messages per day.
Liberalism: We remind all of the operating principle of the AN list that messages violating the precepts and the constants of the Arab cause will be deleted without any explanation. For example, any message directly or indirectly promoting the legitimacy of Jewish settlement in Palestine, whether under the pretext of defending “international legitimacy”, or the pretext of calling for a “Palestinian state” or a “bi-national state” will be deleted without any hesitation.
Freedom of Expression: moderators are obligated to preserve freedom of expression. List members are obligated to keep an open mind towards differing points of view, given rule eight above. Moderators are obligated to pass on criticism on their performance if it’s meant for the list. The point here is that dialogue should hopefully lead to developing common denominators amongst list members who come from different background. On the other hand, re-opening discussion daily on basic principles such as liberation, unity, social justice, and what have you would impede dialogue instead of furthering it. For example, it doesn’t make sense to dwell daily on whether Palestine should be Arab or not where the point is to discuss different ways of promoting the Arab identity of Palestine. So the operating principle here is freedom within the bounds of the constants and precepts of the Arab cause.
IMPORTANT NOTICE: In Special cases, the moderators may decide to waive one of the rules for the best interest of the group. For example, the moderators may approve posts that exceed the daily quota if it had urgent new or a call for a demonstration the next day.
